2457. THIRU DR. SJAGATHRATCHAKAN:

Will the Ministerof HEALTHANDFAMILYWELFAREbe pleasedtostate:

(a)thenumberofsanctionedposts,filledposts,shortfallandbacklogvacanciesduringthepast ten years in various hospitals and central institutes of medical sciences like the AIIMS, category-wiseincludingOBC,SC/ST;

(b)whetherthereareanyissuesordiscrepanciesidentifiedbytheGovernmentsofarinthedata collectionprocess,ifso,thedetailsthereofandifnot,thereasonstherefor;

(c) the present status of vacancies, particularly those reserved for OBC candidates, including thenumberofsuchvacanciesthatremainunfilledalongwiththereasonstherefor;and

(d) the timeline fixed along with the steps proposed to be taken by the Government to ensure thatallpendingvacancies,especiallythoseforOBCs,arefilledpromptly? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV)

(a)to(d): The details of sanctioned, filled, vacant faculty and non-faculty posts, and backlogvacancies for SC, ST,OBC invariouscentralinstitutes of medicalsciences underthe Ministry are at Annexure. Reservation rosters for making recruitment are maintained in all these hospitals/institutes under the Ministry in accordance with the instructions issued by the Central Government from time totime.

Creation of posts and recruitment is a continuous and dynamic process. Filling up of vacant faculty/non-faculty positions is contingent on various factors including availability of suitable/eligible/qualified doctors/health professionals, reservation roster, location of the Institute etc. In order to expeditiously fill vacant sanctioned positions in the newly set up AIIMS under PMSSY, following special measures have been taken by the Ministry of Health

andFamilyWelfare:

(i) Standing Selection Committee has been constituted in each Institute as per the provision of their respective Act for selection of faculty etc. Each Institute is mandated to conductfour meetingsof the SSC ina year.(ii) Provision has been made for engagement of retired faculty at the level of Professor, Additional Professor and Associate Professor, on contract basis, in new AIIMS, up to the age of 70 years from Institutes of National Importance (INIs) and Government Medical Colleges

(GMCs).

(iii) Visiting Faculty Scheme has been formulated to allow Professors, Additional Professors and Associate Professors, who are holding academic positions in Government Institutions within India or academic institutions outside India, to be the Visiting Faculty in newAIIMS for teachingpurposes.

(iv) Nursing Officer Recruitment Common Eligibility Test (NORCET) is conducted by AIIMS Delhi for recruitmentof Nursing Officers for variousAIIMS twice a year.

(v) Common Recruitment Examination (CRE) in 2025 was conducted by AIIMS Delhi twice inthe yearfor recruitment toGroup B andC non-facultypositions invariousAIIMS.

(vi) The Institute of National Importance CombinedEntranceTest (INI-CET) for selection of Junior Residents (Academic) and the Institute of National Importance Super Speciality (INI-SS) Exam for selection of Senior Residents (Academic) for various AIIMS are conductedbyAIIMS Delhi twice a year.
