VACANT POSTS IN THE MINISTRY OF CIVIL AVIATION

Will the Minister of CIVIL AVIATION
be pleased to state:-
(a) the details of the total sanctioned posts under Group 'A', 'B', 'C' and 'D' at present in the Ministry of
Civil Aviation and all its subordinate departments and institutions including the Airports Authority of
India, Directorate General of Civil Aviation, Bureau of Civil Aviation Security, Aircraft Accident
Investigation Bureau, Airports Economic Regulatory Authority, Pawan Hans Limited and other
associated bodies, department-wise;
(b) the number of sanctioned posts for Unreserved, Other Backward Classes, Scheduled Castes and
Scheduled Tribes, department-wise;
(c) the number of employees working in each category, department-wise; and
(d) the number of vacant posts in each category, department-wise?
ANSWER
Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol)
(a) to (d): The posts sanctioned at the Ministry level include posts of the various cadres such as
Central Secretariat Service (CSS), Indian Economic Service (IES), Indian Statistical Service (ISS),
Central Secretariat Official Language Service (CSols) etc. and also from the Central Staffing Scheme.
The sanctioned strength, including category-wise and group-wise details of the posts in these Services
is centrally maintained by the respective Cadre Controlling Authorities and Department of Personnel
and Training (DoP&T) for all Ministries/ Departments and not at the level of the Ministry of Civil
Aviation.
The appointments in the different grades in the Ministry of Civil Aviation and its
Attached/Subordinate Offices, Autonomous Bodies and PSUs are made as per the relevant
Recruitment Rules for the posts. Further, Government of India reservation policy for OBCs, SCs &
STs is followed in the Ministry.
The requisite details regarding total sanctioned posts, reserved sanctioned posts, working employees,
and vacant posts across the Ministry of Civil Aviation and its Attached/Subordinate Offices,
Autonomous Bodies and PSUs are at Annexure.

group-wise due to non-operational status after a ban on regular recruitment since 1996).
Reserved Sanctioned Posts: Reservation distribution against sanctioned strength is not
operational/applicable due to the recruitment ban.
Working Employees: 50 regular employees are in position (Group 'A': 3 [UR: 3]; Group ‘B’
Nil; Group 'C': 47 [UR: 8, OBC: 24, SC: 14, ST: 1]).
Vacant Posts: Specific category-wise regular vacancy breakup cannot be provided as regular
recruitment has remained under ban since 1996.
9. AI Assets Holding Limited (AIAHL) & Subsidiaries
AI Assets Holding Ltd (AIAHL):
Sanctioned Strength: Nil
Reserved Posts: Nil
Working Employees: Group A: 16 (UR: 15, SC: 1)*All 16 employees in AIAHL are on Fixed Term Contract (FTC).
AI Engineering Services Limited (AIESL):
Sanctioned & Reserved Posts: As a part of the Turn Around Plan, a policy decision
was taken by Air India Ltd to hive off the Engineering services of MRO to its wholly
owned subsidiary AIESL. Post disinvestment of Air India, AIESL become wholly
owned subsidiary of Al Assets Holding Limited. There is no recruitment of permanent
posts in AIESL. 3/4th of the employees in the AIESL are working on Fixed Term
Employment basis. However, manpower assessment is done regularly and hiring of
fixed term employees is done based on the requirement and prevailing business
scenario.

Al Airport Services Limited (AIASL) were transferred from the then parent company,
Air India Limited in 2013 (prior to its disinvestment in Jan2022). Recruitments of any
permanent employees was banned by the then parent company, Air India then and
accordingly has been put on hold in the subsidiary company, Air India Air Transport
Services Limited (now AIASL). Hence, there is no further recruitment of permanent
(regular) employees in AIASL.
