SHRI TANUJ PUNIA: Will the Minister of CORPORATE AFFAIRS be pleased to state: (a) the number of posts sanctioned for Scheduled Castes, Scheduled Tribes and Other Backward Classes in the Ministry of Corporate Affairs and its headquarters and regional offices along with the group-wise details thereof; and (b) the number of posts lying vacant out of the said sanctioned posts, Group-wise, Scheduled Caste-wise, Scheduled Tribe-wise and Other Backward Class-wise details thereof? ANSWER MINISTER OF STATE OF THE MINISTRY OF CORPORATE AFFAIRS AND MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (HARSH MALHOTRA) (a) & (b) The posts sanctioned at the Ministry level include posts of the Indian Corporate Law Service (ICLS), those of various other cadres such as Central Secretariat Service(CSS), Indian Economic Service (IES), Indian Statistical Service (ISS), Indian Information Service (IIS), Indian Cost Accounts Service (ICo&AS), etc. and also from the Central Staffing Scheme. The sanctioned strength including category-wise and group-wise details of the posts in the Services other than the ICLS is centrally maintained by the respective cadre controlling authorities and Department of Personnel and Training (DoP&T) for all Ministries/ Departments and not at the level of the Ministry of Corporate Affairs. The category wise, group-wise sanctioned strength and vacancy position for the Indian Corporate Law Service and Group B services at the Ministry Headquarters, Regional Directorates and their subordinate field offices is at Annexure-I and for Group B and Group C Services working at Regional Directorates and their subordinate field offices is at Annexure-II.Annexure referred to in reply to part (a) and (b) of the Lok Sabha Unstarred Question No. † 2651 for answer on 09.03.2026 Annexure-I Table 1: Information in respect of Ministry of Corporate Affairs, Regional Directorates and Field Offices (Group ‘A’) Grade Total Category-wise Vacancy Position Remarks Sanctioned posts SC ST OB SC ST OBC C Junior 153 19 10 17 12 07 10 Out of the posts of Junior Time Scale, Time yearly vacancies are divided between Scale Direct Recruitment (DR) and (JTS) Promotion (DP) in the 60:40 ratio as per the Recruitment Rules. Currently 90 posts are for Direct Recruitment and remaining 63 posts are in promotion quota. This leads to annual changes in the DR/DP rosters based on the bifurcation of vacancies, thereby affecting the category-wise reservation for SC/ST/OBC. Further, there is no reservation for OBCs in promotions from feeder cadre. Out of the 153 posts mentioned, 16 are newly created and will be filled in a phased manner in the coming years.
