Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) the details of the four verticals under the Pradhan Mantri Awas
Yojana -Urban (PMAY-U) in the country including Chhattisgarh as on
June, 2025;
(b) the progress of the said yojana with respect to the number of houses
sanctioned, under-construction and completed under each vertical of
the yojana till June, 2025, State/UT-wise including Rajsamand Lok
Sabha Constituency in Rajasthan, Bengaluru Urban and Rural
districts in Karnataka, Sidhi Lok Sabha Constituency, Phulpur Lok
Sabha Constituency, Delhi and Mandi in Himachal Pradesh;
(c) the reasons for delays, if any, in the completion of houses under the
said yojana and the steps being taken by the Government to expedite
its implementation;

(d) the total Central assistance sanctioned, released and utilised for
PMAY-U projects in Karnataka, especially in Bengaluru till June,
2025; and
(e) the category-wise details of beneficiaries such as Economically
Weaker Sections, Low-Income Groups, Scheduled Castes, Scheduled
Tribes, Other Backward Classes, minorities and women-headed
households covered under PMAY-U in Karnataka particularly in
Bengaluru?
ANSWER
THE MINISTER OF STATE IN THE
MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)
(a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with
basic civic amenities to all eligible urban beneficiaries across the
country. The scheme period has been extended up to 31.12.2025 to
complete sanctioned houses without changing the funding pattern
and implementation methodology. Based on the learnings from the
experiences of implementation of PMAY-U, MoHUA has revamped
the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with
effect from 01.09.2024 for implementation in urban areas across the
country to construct, purchase and rent a house by 1 crore
additional eligible beneficiaries at affordable cost in next five years.
PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary
Led Construction (BLC), Affordable Housing in Partnership (AHP),
Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).
The BLC, AHP and ARH verticals of the scheme are implemented as
Centrally Sponsored Scheme (CSS) through States and Union
Territories (UTs). The ISS vertical is implemented as a Central
Sector Scheme through Central Nodal Agencies such as National
housing Bank (NHB), State Bank of India (SBI) and Housing and
Urban Development Corporation Ltd. (HUDCO).
Based on the project proposal submitted by States/UTs, a total of
119.25 lakh houses including 7.09 lakh under PMAY-U 2.0, have
been sanctioned under PMAY-U by the Ministry, so far. Out of which
112.81 lakh houses have been grounded and 93.60 lakh are
completed/delivered to the beneficiaries across the country as on
14.07.2025. State/UT-wise details of houses sanctioned, grounded
and completed under each vertical of PMAY-U till June 2025
including Chhattisgarh is at Annexure-I. Further, houses sanctioned,
grounded and completed in Rajsamand Lok Sabha Constituency of

Rajasthan, Bengaluru Urban and Bengaluru Rural district of
Karnataka, Sidhi Lok Sabha Constituency of Madhya Pradesh,
Phulpur Lok Sabha Constituency of Uttar Pradesh, Delhi and Mandi
of Himachal Pradesh under PMAY-U are at Annexure-II.

PMAY-U is a demand driven scheme. Selection of beneficiaries
under various verticals preferred by the beneficiaries, formulation of
projects and execution are done by States/UTs. The timeline for
completion of houses/projects varies from State to State and it
generally takes 12-36 months in different verticals of the scheme
and as per Detailed Project Reports (DPRs) of respective projects.
The completion timeline for houses depends on various factors like
availability of encumbrance free land, statutory compliances for
start of construction, arrangement of funds by beneficiaries etc.
The Ministry conducts regular reviews with the States/UTs to
monitor progress of implementation of the scheme and expedite
completion of sanctioned houses within the stipulated timeline. The
PMAY-U scheme period has been extended up to 31.12.2025 to
complete all the sanctioned houses without changing the funding
pattern and implementation methodology.
(d) & (e) Total Central Assistance sanctioned, released and utilised till
June 2025 for PMAY-U projects for State of Karnataka is ₹9,804
crore, ₹7,277 crore and ₹7,147 crore respectively and for Bengaluru
is ₹2,693 crore, ₹2,336 crore and ₹2,164 crore respectively. Total
houses sanctioned for Economically Weaker Sections (EWS), Low
Income Groups (LIG), Scheduled Castes (SC), Scheduled Tribes (ST),
Other Backward Classes (OBC), minorities and women-headed
households covered under PMAY-U in State of Karnataka and
Bengaluru is at Annexure-III.
