Parliament Question: Water treatment plant under AMRUT 2.0

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 1832 ANSWERED ON 09/03/2026 WATER TREATMENT PLANT UNDER AMRUT 2.0 1832. MS. DOLA SEN: Will the Minister of Housing and Urban Affairs be pleased to state: (a) the number of Water Treatment Plants (WTPs) approved and completed under AMRUT 2.0 and State/UT-wise status; (b) whether it is a fact that 133 WTPs were approved but only 2 were completed and if so, the reasons for such low completion; (c) the details of pending WTPs with stage of work, cost and revised timelines project-wise; and (d) the accountability fixed for delays and cost escalation, if any? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d): Water is a State subject. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States through various Mission/ Schemes such as Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0). Under AMRUT 2.0, States/UTs are empowered to select, appraise, prioritise and implement the projects within the broad framework of Mission guidelines. As per the information updated by the States/ Union Territories (UTs) on AMRUT 2.0 Portal, a total of 910 water supply projects worth ₹ 56,727.68 crore (with Operation and Maintenance Cost) with Water Treatment Plants (WTPs) of a total capacity of 11,395.20 Million Litre per Day (MLD) have been approved under AMRUT 2.0. 792 projects have been awarded so far with cost (capex) of ₹38,750.83 crore and works worth ₹15,985.35 crore have been physically completed. The status of projects, cost and revised timelines of water supply projects with WTPs are available on the website https://amrut.mohua.gov.in/. The projects taken-up under AMRUT and AMRUT 2.0 are large infrastructure projects with long gestation periods. As reported by the States from time to time, delay in some projects occur due to delay in preparation and approval of Detailed Project Reports, statutory clearances, land issues, etc. The Mission guidelines have specific provisions for formation of State High Powered Steering Committee (SHPSC) headed by the Chief Secretary of the State, to monitor and supervise the implementation of the scheme at the State/ UT level. State Level Technical Committee (SLTC) headed by the Secretary, Urban Development & Housing Department provides technical support to the SHPSC in monitoring and supervising the scheme at the State level. Further, an Apex Committee constituted under the ambit of Mission guidelines reviews and monitor the Mission periodically. For assessment and monitoring of work done under AMRUT in the States/ UTs, there is a provision of Independent Review and Monitoring Agencies (IRMAs). Also, in order to fast-track the implementation of AMRUT, the progress is periodically reviewed & monitored through regular video conferences/ webinars/ workshops/ site-visits etc. by Ministry of Housing and Urban Affairs (MoHUA) with the States/ UTs & their Urban Local Bodies. There is a dedicated AMRUT 2.0 online portal for tracking the progress and monitoring of projects provided by the States/ UTs. *****
