WATERLOGGING AND DRAINAGE ISSUES IN ETAWAH

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether any technical survey, site inspection or assessment has been
carried out regarding the serious problem of waterlogging and drainage in
Etawah district of Uttar Pradesh, particularly in the "Line Paar" area of
Etawah city and if so, the findings thereof;
(b) whether any permanent action plan has been prepared by the Municipal
Corporation or any other local body to improve the drainage system along
with the progress made in this regard so far and if so, the details thereof;
(c) whether there is any arrangement by the Government to provide technical
guidance or financial assistance to the areas affected by the problem of
urban waterlogging thereby enabling Etawah in getting benefits therefrom
and if so, the details thereof; and
(d) whether the Government has any plan to widen the old and narrow
culverts constructed for drainage in the said "Line Paar" area and if so,
the details thereof?

(a) to (d): Management of urban flooding falls under the purview of the
State Governments and the Urban Local Bodies (ULBs)/ Urban
Development Authorities at city level, who are responsible for maintaining
the drainage and sewerage system. Further, as per 12th Schedule of the
Constitution, Urban Planning is the function of Urban Local Bodies (ULBs)/
Urban Development Authorities. Government of India supplements the
efforts of the States through schematic interventions/ advisories. It
provides financial and technical support to the States to strengthen Urban
Planning ecosystem.

The State Government has informed that a detailed survey of the
problem of waterlogging and drainage in the "Line Paar" area of Etawah
city has been done by the Uttar Pradesh Jal Nigam. Based on the survey,
a detailed estimate for drainage was prepared for Etawah Municipal
Council area. The Etawah Municipal Council has constructed eight drains,
with funds received under 15th Finance Commission's recommendations.
The construction of these drains has provided relief from waterlogging to
the residents of the Municipal area including Rahatpura, Shiva Colony,
Sariya, Numaish Chauraha, Avas Vikas, Baeeskhwaja, Kashiram Colony
near Road Transport office, etc. The State has also informed that in the
Line Paar area, the work of hume pipe culverts widening has been
undertaken on the Pachawali service road.

Under Atal Mission for Rejuvenation and Urban Transformation 2.0
(AMRUT 2.0), rejuvenation of water bodies and wells is one of the main
components. States/UTs are empowered to select, prioritise, design and
implement the projects within the broad framework of Mission guidelines.
Under AMRUT 2.0, 194 water body rejuvenation projects of Uttar Pradesh
worth ₹385.64 crore have been approved so far. The State has not taken
up any water body rejuvenation project in Etawah district under AMRUT
2.0 so far.
