Thiru Thanga Tamilselvan: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether it is true that the Union Government has amalgamated the earlier implemented Integrated Watershed Management Programme (IWMP) as the Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY) in 2015-16 and again as WDC-PMKSY 2.0 from 2021; (b) if so, the details thereof; (c) the purpose for which the WDC-PMKSY 2.0 is being implemented; (d) the funding pattern for the projects; (e) the total amount spent on the scheme during the last three years, State-wise; and (f) the total number of peoples/institutions have benefitted under this scheme during the last five years, State-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (Dr. CHANDRA SEKHAR PEMMASANI) (a) to (c) Since 2009-10, the Department of Land Resources (DoLR) has been implementing Integrated Watershed Management Programme (IWMP) for the development of rainfed / degraded areas. In 2015-16, IWMP was amalgamated as the Watershed Development Component (WDC) of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). Under WDC- PMKSY-1.0 (projects sanctioned during 2009-10 to 2014-15), DoLR supported implementation of 6382 watershed projects covering an area of 2.95 crore hectare in 27 States and UTs of J&K and Ladakh. The period of WDC-PMKSY 1.0 projects got over in March, 2022. On 15.12.2021, Government approved the continuation of programme as WDC- PMKSY 2.0 for the period of 2021-22 to 2025-26 with a physical target of 49.5 lakh ha and indicative financial outlay of Rs. 8,134 crore, as the Central share. Under WDC-PMKSY 2.0, 1a total of 1220 watershed projects covering an area of 52.95 lakh ha at a total cost of Rs.12404 crore have been sanctioned to all States and UTs of J&K and Ladakh. An amount of Rs. 6079.31 crore of Central share has been released to them from 2021-22 to 2025-26 (as on 18.03.2026). The activities being undertaken under this programme inter alia include ridge area treatment, drainage line treatment, soil and moisture conservation, rain water harvesting, nursery raising, afforestation, horticulture, pasture development, improvement in livelihood/income potential of land etc. These activities are aimed for resource conservation, resource generation and sustainable resource utilization. WDC-PMKSY, through these interventions, seeks to ensure sustainable development through improved natural resource management and better resilience of farmers to climate change. (d) Under WDC-PMKSY 2.0, the funding pattern between the Centre and States is 60:40 and for North Eastern Region States and the Hilly States of Himachal Pradesh & Uttarakhand, it is 90:10 and for UT of Jammu & Kashmir and UT of Ladakh, it is 100%. (e) The State-wise details of Central share released under WDC-PMKSY 2.0 during the last three years are given at Annexure-I. (f) WDC-PMKSY is an area development programme and all the people of the project areas are benefitted through the activities and interventions carried out in the project areas under the programme.
