THIRU D M KATHIR ANAND: Will the Minister of SOCIAL JUSTICE AI\D EMPOWERMENT be pleased to state: (a) whether the Union Govemment has allocated funds for the Welfare and Development of BC/OBC People in Tamil Nadu; (b) if so, the details of funds released during the last four Financial Years to the State of Tamil Nadu under the Special Central Assistance to OBC and BC communities, Post-matric Scholarship for OBC students and to National Backward Classes Finance and Development Corporation (NBCFDC); and (c) the proactive measures taken by the Union Govemment to provide holistic development of people belonging to BC/OBC communities in Tamil Nadu, particularly in Vellore Lok Sabha Constituency? ANSWER MINISTEROF'STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SHRI B.L.VERMA) (a): The Department of Social Justice and Empowerment allocates funds for the welfare of Other Backward Classes (OBCs) to all the StateV UTs including the State of Tamil Nadu tfuough following schemes:- (I) PM Young Achievers' Scholarship Award Scheme for Vibrant India for OBCs and others (PM -YASASVI) with following components: i. Pre-Matric Scholarship Scheme for OBCs, EBCs and DNTs: ii. Post-Mahic Scholarship Scheme for OBCs, EBCs and DNTs: iii. Top Class Education in Schools for OBCs, EBCs and DNTs iv. Top Class Education in College for OBCs, EBCs and DNTs v. Construction of Hostel for OBC Boys and Girls. (II) Scholarships for Higher Education for Young Achievers Scheme (SHREYAS-OBC) with following components: i. National Fellowship for OBC Students ii. Dr. Ambedkar Central Sector Scheme of Interest Subsidy on Educational Loans for Overseas Studies for Other Backward Classes (OBCs) and Economically Backward Classes (EBCs). (III) Vanchit Ikai Samooh aur Vargon ko Aarthik Sahalta (VISVAS-BC) (IV) Venture Capital Fund for Backward Classes (VCF-BC)Funds released to the State of Tamil Nadu under Post-Matric Scholarship scheme for OBC students and by National Backward Classes Finance and Development Corporation (NBCFDC) during the last four years is at Annexure. In addition to the above, Rs. 4.05 Cr has been disbursed to 38,615 beneficiaries through DBT mode in Tamil Nadu under the VISVAS-BC scheme, and Rs. 5.13 Cr has been disbursed to two companies owned by BC entrepreneurs in the State of Tamil Nadu during the last 4 years under VCF-BC. (b): There is no concept of Special Central Assistance to OBC and BC communities in the department. (c): Some of t}re steps undertaken by the DeparEnent of Social Justice and Empowement to ensure the effective implementation and to monitor the progress and outreach of welfare schemes for the Other Backward Classes (OBCs) for all States & UTs including the State of Tamil Nadu are as under. i. Regular Hand holding meetings/workshops with StateYUTs including recently held Regional Meeting at Chennai on 27 October, 2025; ii. On boarding of Schemes on National Scholarship Portal; iii. Online end to end processing, verification of eligibility credentials through online transaction to ensure greater transparency and control duplicity; iv. Periodic review by holding meetings at National level, Regional level, State level and Field visits by Senior Officers; and v. Periodic review of the implementation of the schemes through third party evaluation studies. vi. / / IFCI Venture has been organizing several Conclaves Seminars Workshops/ Webinars to educate the applicants from the Backward Classes for availing the funds. vii. IFCI Venture has launched an online mentorship portal which is operational in all the states including Tamil Nadu where industry experts provide guidance & hand-holding support to aspirant applicants in various areas.
