(a) the details of funds allocated, disbursed and utilized for the welfare of Scheduled Caste (SC) students under the Samagra Shiksha scheme and each of its sub-components during the last five years, State/UT-wise and year-wise;

(b) the total number of beneficiaries including the number of SC beneficiaries under the said scheme and each of its components during the above said period, State/UT-wise and year-wise;

(c) the details of funds allocated, disbursed and utilized for the welfare of SC students under the PM SHRI Scheme during the above said period, year-wise and State/UT-wise; and

(d) the total number of beneficiaries including the number of SC beneficiaries under PM SHRI, during the above said period, year-wise and State/UT-wise? A N S W E R MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY)

(a): Department of School Education and Literacy (DoSEL), Ministry of Education is implementing the scheme of Samagra Shiksha, effective from 2018-19, for universalization of quality education throughout the country in coordination with the States and UTs. Annual Work Plan and Budget (AWP&B) is prepared by the States and UTs based on their requirements. These plans are then appraised/approved by Project Approval Board (PAB) in consultation with the States and UTs as per the programmatic and financial norms of the scheme and availability of budgetary resources. Based on the approved AWP&B, the Central Share under Samagra Shiksha is released to the respective State/UT in lumpsum.

The Samagra Shiksha scheme is implemented on the pillars of equity & access. As per the Development Action Plan for Scheduled Castes (DAPSC) of Ministry of Social Justice and Empowerment, a minimum 20% of expenditure should be on SCs. As the percentage of SC students in each of the year is

22.99% (2021-22), 22.88% (2022-23), 22.96% (2023-24), 22.84% (2024-25), the expenditure on SC students is in the same proportion.State/UT-wise details of funds approved and released under Samagra Shiksha Scheme including for SC students during last five years is at Annexure-I.

(b): Samagra Shiksha is an overarching programme for the school education sector extending from pre- school to class XII and aims to ensure inclusive and equitable quality education at all levels of school education. The scheme also reaches out to children belonging to Socio-Economically Disadvantaged Groups (SEDGs) such as SC, ST, OBC and others. Further, NEP 2020 focuses on ‘Equitable and Inclusive Education’ which reverberates the idea that no child should be left behind in terms of educational opportunity because of their background and socio-cultural identities.

As per UDISE, the State/UT-wise details of total enrollment and Scheduled Caste (SC) enrollment in Govt. Schools from 2021-22 to 2024-25 are at Annexure-II.

(c): The centrally sponsored scheme of PM SHRI was approved by Cabinet on 07th September, 2022.

Subsequent to the approval, fund allocation and release began in FY 2023-24. State/UT-wise details of funds approved and released under PM SHRI scheme for all students including SC students from 2023-24 to 2025-26 are at Annexure-III.
