WELFARE OF URBAN INFORMAL AND MIGRANT WORKERS IN
MAHARASHTRA

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a)whether the Government is aware that a large section of urban
informal and migrant workers in Maharashtra, particularly those
engaged in construction, transport, manufacturing and urban service
sectors remain outside effective and comprehensive social security
coverage despite the existence of multiple centrally sponsored
schemes and if so, the reasons therefor;
(b)whether the Government has any data of the workers registered on
the e-Shram portal, including the extent of Aadhaar and bank account
seeding and the actual benefits delivered to them so far and if so, the
details thereof, district-wise in Maharashtra;
(c)whether the Government has reviewed complaints relating to non-
payment of wages, denial of insurance coverage, unsafe working
conditions and workplace accidents reported by urban workers in the
said State and if so, the details thereof;
(d)whether gaps persist between e-Shram registration and access to
welfare benefits, including accident insurance, health cover and
portability for migrant workers and if so, the reasons therefor; and
(e)the details of the time-bound steps proposed by the Government to
strengthen labour law enforcement, improve e-Shram-linked benefit
delivery and ensure effective social security for unorganised and
migrant workers in Maharashtra?

(a) to (e): The Ministry of Labour and Employment launched Pradhan
Mantri Shram Yogi Maan-dhan (PM-SYM) scheme to provide old age
protection to the workers of unorganised sector. This is a voluntary

and contributory pension scheme. Under the scheme, a monthly assured
pension of Rs. 3000/- is provided to the unorganised workers after
attaining the age of 60 years. The workers in the age group of 18 to 40
years whose monthly income is Rs. 15000/- or less and not a member of
EPFO/ESIC/NPS (Govt. funded) are eligible to join the scheme. The
monthly contribution amount ranges from Rs. 55/- to Rs. 200/-, depending
upon the entry age of the beneficiary. Under the scheme, 50% monthly
contribution is payable by the beneficiary and equal matching
contribution is paid by the Central Government. Enrolment in the Scheme
is done through the Common Service Centres, with its network of about
4 lakh Centres across the country. Eligible unorganised workers can also
self-enrol through visiting the portal www.maandhan.in.
The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August, 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
including platform workers, migrant workers etc. The e-Shram portal
registers the unorganised workers including gig and platform workers
and provides them a Universal Account Number (UAN) on a self-
declaration basis.
As on 18th March 2026, over 31.57crore unorganised workers
have already been registered on eShram portal. District-wise details of
unorganised workers registered on eShram portal in Maharashtra is at
annexure-I.
District-wise details of unorganised workers registered on
eShram portal in Maharashtra enrolled under various social welfare
schemes is at annexure-II.
So far, fourteen (14) schemes of different Central
Ministries/Departments have been integrated with eShram to extend
benefits and access to social security, insurance and skill development
programmes to eShram cardholders across the country. These include
Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PM SVANidhi),
Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan
Jyoti Bima Yojana (PMJJBY), Viksit Bharat – Guarantee for Rozgar and
Ajeevika Mission (Gramin) (VB-GRAMG), Pradhan Mantri Awas Yojana –
Gramin (PMAY-G), Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana
(AB-PMJAY), Pradhan Mantri Awas Yojana – Urban (PMAY-U), Pradhan
Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri Kisan Samman
Nidhi (PM-KISAN), One Nation One Ration Card (ONORC) and Pradhan
Mantri Matru Vandana Yojana (PMMVY).

Apart from the above, eShram has linkages with the National
Career Service (NCS) for job opportunities, Skill India Digital Hub (SIDH)
for skill development, Pradhan Mantri Shram Yogi Maandhan (PM-SYM)
for pension benefits.
The portal serves as a facilitative platform designed to
consolidate beneficiary data for the delivery of Central Government
social security/welfare schemes. While it provides a one-stop solution for
schemes integrated/mapped with the portal, it does not serve as a
gatekeeper. Eligible beneficiaries can avail benefits under these
schemes irrespective of their eShram registration status.
The Code on Wages 2019 has come into force with effect from
21.11.2025 across the country. Under the Code on Wages, 2019, there
are provisions for fixation and payment of minimum wages and equal
remuneration, its payment and bonus. Further, the Code has provisions
related to offences and penalties in case there is any violation including
non payment of wages.
The Code on Occupational Safety, Health and working
conditions code, 2020 provides for universal application of occupational
safety, health and welfare standards in all establishments having 10 or
more workers and even for establishment with one employee, carrying
out hazardous or life-threatening occupations.
