Parliament Question: Women Artists under Kala Sanskriti Vikas Yojana

GOVERNMENT OF INDIA MINISTRY OF CULTURE LOK SABHA UNSTARRED QUESTION No. 2637 ANSWERED ON 09.03.2026 WOMEN ARTISTS UNDER KALA SANSKRITI VIKAS YOJANA 2637. Adv. Priya Saroj, Shri Babu Singh Kushwaha, Shri Pushpendra Saroj and Shri Devansh Shakya: Will the MINISTER OF CULTURE be pleased to state: (a) the details of number of women artists and women-led cultural organizations from Uttar Pradesh, particularly in Etah, Kasganj and Jaunpur received assistance under the Kala Sanskriti Vikas Yojana during the last five years, year and component-wise; (b) whether the Government has assessed gender-wise access to grants and scholarships under the said scheme in the State, particularly in the said districts and if so, the outcome thereof; (c) the details of the steps taken or proposed to improve outreach and inclusion of women artists, particularly from rural and marginalised communities, under the said scheme in Uttar Pradesh, particularly in the said districts; (d) whether the Government proposes to introduce women-specific provisions or earmarked support under the said scheme to strengthen the livelihood security of women artists in the State; and (e) if so, the details thereof, particularly in the said districts? ANSWER MINISTER OF CULTURE AND TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) and (b) The Ministry of Culture implements the Kala Sanskriti Vikas Yojana (KSVY) under which financial assistance is provided to eligible cultural organizations and individual artists engaged in performing arts across the country, including the State of Uttar Pradesh. Under the scheme, support is extended through various components and sub-components aimed at promoting, preserving and disseminating different forms of performing arts. The details regarding the number of cultural organizations, including women-led organizations, and individual artists including women artists, supported under the scheme, along with the amount disbursed/authorized during the last five financial years in the state of Uttar Pradesh are provided in the Annexure. No separate exercise has been undertaken for a gender-wise assessment of the grants released under the scheme.(c) The Ministry of Culture has been making continuous efforts to enhance the outreach of its schemes and promote the inclusion of women artists, including those from rural and marginalized communities in the State of Uttar Pradesh. In this regard, the scheme guidelines and application forms are made available on the Ministry’s official website. In addition, wide publicity is given through advertisements in newspapers, the Ministry’s official website, and its social media platforms, as well as those of the concerned nodal agencies. Further, the Zonal Cultural Centres (ZCCs) and the Sangeet Natak Akademi (SNA) also undertake outreach activities during their festivals and programmes in order to reach a larger number of potential beneficiaries (d) and (e) Ministry of Culture administers ‘Kala Sanskriti Vikas Yojana (KSVY)’ to provide financial support to individual artists, including women artists.
