GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 989 TO BE ANSWERED ON 25.07.2025 WOMEN EMPOWERMENT SCHEMES +989. SHRI BRIJENDRA SINGH OLA: Will the Minister of Women and Child Development be pleased to state: (a) the present status of the scheme- Beti Bachao, Beti Padhao, Anganwadi services and POSHAN abhiyan in Rajasthan; (b) the number of women benefited through women empowerment initiatives including Self-Help Groups and Skill Development Programmes in the said State during the last five years district-wise and year-wise including those in Jhunjhunu Lok Sabha constituency; (c) the number of malnourished children increased/decreased in said State alongwith the steps being taken to improve nutrition level; (d) the details of the financial assistance provided to the said State by the Government for the schemes related to women and child welfare during the last two years alongwith the funds utilized therefor; (e) whether the Government is contemplating taking new initiative for creating digital platform for women safety, helpline services and assistances; and (f) if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) The present status of Beti Bachao, Beti Padhao, Anganwadi Services and POSHAN Abhiyan schemes in Rajasthan is as under: (i) Beti Bachao Beti Padhao (BBBP): Beti Bachao Beti Padhao (BBBP) Scheme was launched on 22nd January 2015 to help address declining Child Sex Ratio (CSR) andattended issue of empowerment of girls and women. The scheme tries to create mindset and behavioural changes towards the girl child by informing, influencing, motivating, engaging, and empowering various stakeholders. BBBP has transformed from a policy initiative into a national movement by mobilizing stakeholders including government agencies, media, civil society, and the public at large. This movement not only highlights immediate concerns related to sex ratio and gender- based discrimination but also to foster a cultural shift towards valuing the girl child and ensuring realization of her rights and opportunities. The latest reports of Health Management Information System (HMIS) of Ministry of Health & Family welfare (MoHFW) reveal that SRB has increased from 929 to 941 in the State of Rajasthan during 2014- 15 to 2023-2024. Further, enrolment of girls in the schools at secondary level has increased from 65.35 percent in 2014-15 to 79 percent in 2023-24 for the state of Rajasthan [as per UDISE-data, Ministry of Education, GOI]. (ii) Mission Saksham Anganwadi & POSHAN 2.0: Under the 15th Finance Commission, various components like Anganwadi services, Poshan Abhiyaan and Scheme for Adolescent girls (of 14-18 years in Aspirational Districts and North-Eastern region) have been subsumed under the umbrella Mission Saksham Anganwadi and Poshan 2.0 (Mission Poshan 2.0) to address the challenge of malnutrition. (b) The year-wise, district-wise details of number of women benefited through women empowerment initiatives in Rajasthan, including Jhunjhunu Lok Sabha constituency, during the last five years are at Annexure-I. District-wise beneficiary data is not maintained under the schemes of Shakti Sadan & Sakhi Niwas. (c) As per NFHS-5 (2019–21) and Poshan Tracker (as on June 2025), malnutrition status in the State of Rajasthan is- Indicator NFHS-5 (2019–21) Poshan Tracker (June 2025) Stunting 31.8% 36.0% Wasting 16.8% 6.0% Underweight 27.6% 17.0% Under Mission Poshan 2.0, a new strategy has been made for reduction in malnutrition and for improved health, wellness and immunity through activities like community engagement, outreach, behavioral change, and advocacy. It focuses on Maternal Nutrition, Infant and Young Child Feeding Norms, treatment of Severe Acute Malnutrition (SAM)/ Moderate Acute Malnutrition (MAM) and wellness through AYUSH practices to reduce prevalence of wasting, stunting, anaemia and being underweight. Ministry of Women & Child Development and Ministry of Health & Family Welfare have jointly released the protocol for Community Management of Malnutrition (CMAM) toprevent and treat severely acute malnutrition in children of the Community and for reducing associated morbidity and mortality. The community-based approach involves timely detection and screening of children with severe acute malnutrition in the community, management for those without medical complications with wholesome, local nutritious foods at home and supportive medical care. The CMAM protocol includes an appetite test and screening process for children aged 6 months to 6 years who are severely acute malnourished (SAM) or severely underweight (SUW). Post-screening, such children are referred to Nutrition Rehabilitation Centers (NRC) or hospital facilities for further care. The steps involved under CMAM protocol are as follows: Step-1: Growth monitoring of children Step-2: Appetite Test for SAM Children Step-3: Medical Assessment of SAM children Step-4: Decide level of care of malnourished children Step-5: Nutritional Management Step-6: Medical Management Step-7: Nutrition, Health Education and counseling including WASH practices Step-8: Visit by Anganwadi worker and referral Step-9: Duration of Monitoring Step-10: Follow-up Care (d) The details of funds released to/ utilised by State Government of Rajasthan under the schemes related to women and child welfare during the last two years are annexed at Annexure-II. (e) & (f) The Ministry has launched the Mission Shakti dashboard which is a comprehensive web-based reporting system developed to enable real time monitoring in accordance with Mission Shakti guidelines. It aims to streamline and strengthen the monitoring of services provided to beneficiaries through OSCs. The web enabled monitoring system is a user- friendly portal providing Management Information System (MIS) while giving due regard to data confidentiality. It enables monitoring of the programmes including inter alia establishment of service delivery structures, accurate information about location of OSCs, services being provided, OSC staff, and beneficiaries. A national dashboard for Women Helpline has been operational for monitoring the implementation of the scheme across all States/UTs. Furthermore, Software 2.0 has been introduced in March,2024 for the call operators with enhanced features like comprehensive directory, search and reporting options This has improved the operational efficiency of the call operators. A new portal, Pradhan Mantri Matru Vandana Yojana Software (PMMVYSoft) has been developed and launched in March, 2023. Under PMMVYSoft, Aadhaar authentication through UIDAI is done digitally and National Payment Corporations of India (NPCI) verification is ensured so that funds are directly transferred to their DBT-enabled Aadhaar- seeded bank or post office accounts. The implementation of the Scheme is done by officials of States and UTs using the new Software mentioned above through their field functionaries.A number of reforms have been introduced in the PMMVY portal, to ensure smoother delivery and greater coverage of the scheme. Some of them are: o PMMVY portal is completely Paperless. o Mobile-App based right from Anganwadi worker level and provides the Services at the beneficiaries’ door step. o Payments are through Adhaar Bridge Payment System [ABPS]. o PMMVY portal is enabled for Aadhar-based biometric verification (by means of facial recognition) to confirm identity details of the applicants. o All the mandatory provisions like Aadhaar verification, DBT enablement of bank account etc. are checked at the time of registration for faster processing. o Search and Track Status for all enrolled beneficiaries to check the approval and payment status of their applications. o Grievance Lodging and status module for all citizens to lodge any PMMVY related grievance.
