WOMEN SAFETY-RELATED SCHEMES
4757. DR. T SUMATHY ALIAS THAMIZHACHI THANGAPANDIAN:
Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) whether allocations under women-centric and safety-related schemes for 2025–26 and
2026–27 have been reduced for Tamil Nadu, including components linked to shelter
homes, One Stop Centres and women safety infrastructure, if so, the details thereof;
(b) whether a shortfall of approximately Rs.700 crore in central assistance relating to
women and child welfare and allied schemes in the said State, if so, the details thereof;
(c) the details of the allocation/release of funds under major women safety and protection
schemes during the last three years and the current year; and
(d) the details of the steps taken by the Government to ensure adequate and timely release
of funds to the said States with high case load relating to gender-based violence and
women welfare needs?

(a) to (d): The Government gives utmost priority to the safety, security, health, education,
nutrition, rehabilitation and empowerment of women and children and has adopted multi-
pronged approach to address their educational, social and economic empowerment across the
country.
Mission Shakti aims at strengthening interventions for women safety, security and
empowerment. Mission Shakti comprises of two verticals ‘Sambal’ for safety and security of
women and ‘Samarthya’ for empowerment of women. Mission Shakti is Centrally Sponsored
Scheme implemented across the country including the State of Tamil Nadu.One Stop Centre (OSC) provides integrated and immediate support and assistance under one
roof to women affected by violence and those in distress, both in private and public spaces
and provided assistance to over 1.45 lakh women in the State of Tamil Nadu since inception
till 31st December, 2025. OSC provides services like medical aid, legal aid and advice,
temporary shelter, police assistance and psycho-social counselling to needy women. Women
Helpline (181) provides 24-hour toll-free telecommunication services to support women in
both emergency and non-emergency situations. Since inception till 28th February, 2026, over
2.20 lakh women have been assisted in the State of Tamil Nadu through WHL. The details of
Budget Estimate, Revised Estimate and release/expenditure under Sambal vertical of Mission
Shakti during financial year 2022-23 to 2024-25 are at Annexure-I.
The overall implementation of the Mission Shakti scheme lies with the State Governments
and UT Administrations and funds are being released on the basis of guidelines of Department
of Expenditure, prescribed for Single Nodal agency (SNA) or SNA SPARSH of the Public
Financial Management System (PFMS). The details of release/expenditure to under Mission
Shakti, Mission Vatsalya and Mission Saksham Anganwadi and Poshan 2.0 for the State of
Tamil Nadu during FY 2022–23 to FY 2025-26 are placed at Annexure-II.
