WORKING WOMEN HOSTELS IN ANDHRA PRADESH

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) whether Government has reviewed the adequacy of Working Women Hostel facilities
(WWH) in view of increasing migration of women for education, employment and
industrial work in Andhra Pradesh, if so, the details thereof;
(b) whether the Government has received any proposals from the said State for
establishment/expansion of WWH outside Visakhapatnam district;
(c) if so, the details thereof along with the steps taken thereon; and
(d) the details of steps taken to ensure safety, affordability/accessibility of said hostels
for working women?

(a) to (d) Sakhi Niwas Scheme [Working Women Hostel (WWH)] under the overarching
Mission Shakti, is a demand driven centrally sponsored scheme where States/UTs assess their
requirement as per local needs and their proposals are approved by the Programme Approval
Board (PAB) after discussion with States/UTs. The Scheme aims to promote availability of
safe and conveniently located accommodation for working women and for those women who
are pursuing higher education and training, with Day care facility for children in urban, semi-
urban and even rural areas where employment opportunity for women exists. In this scheme,
fund is provided for rental accommodation and component of construction has been
discontinued. Funds under the Scheme are released to the States/UTs in accordance with the
guidelines of the Department of Expenditure through the Single Nodal Agency (SNA)/SNA-
SPARSH mechanism of the Public Financial Management System (PFMS).Presently, 23 Sakhi Niwas(WWH) are operational in the State of Andhra Pradesh. The
details of the operational Sakhi Niwas in the State of Andhra Pradesh are given at Annexure-I.
Further, under Part (X) – Construction of Working Women Hostels of the Special
Assistance to States for Capital Investment (SASCI) Scheme, an amount of ₹172.00 crore was
allocated to the Government of Andhra Pradesh. The State Government submitted three
proposals for the construction of Working Women Hostels in Visakhapatnam district, with a
total project cost of ₹172.00 crore. These proposals were approved by the Department of
Expenditure, and the first instalment of ₹113.52 crore was released to the State Government
during 2024–25. The details of the approved proposals are given at Annexure-II.
To ensure the safety, affordability and accessibility of Working Women Hostels,
secure accommodation is provided with boundary walls, security personnel, CCTV
surveillance, biometric access/visitor registers, and adequate lighting, wherever applicable.
Basic amenities such as furnished rooms, safe drinking water, sanitation, electricity, internet
connectivity, and common facilities are also provided. The Ministry also continuously
monitors the implementation of the Scheme through physical and virtual review meetings with
States/UTs, field visits by Ministry officials, and digital monitoring mechanisms. Based on the
findings, appropriate measures are taken, and advisories are issued to States/UTs from time to
time to facilitate effective implementation of the Scheme.
