Purandeswari: Shri Rajesh Verma: Shri Arun Bharti: Shri Atul Garg: Dr. Lata Wankhede: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) the physical progress of the project titled the World's Largest Grain Storage Plan in the Cooperative Sector implemented during 2025-2026 within the States of Bihar, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh; (b) the total number of PACS in Bihar, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh where decentralized godowns, custom hiring centres and fair price shops are actively under construction or operationalized during the last one year; (c) the total central financial convergence funds released from agriculture and food distribution schemes to support these cooperative storage units in Bihar, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh; (d) whether the Government has encountered any land allocation or structural safety challenges during the construction of these storage facilities by local societies in Bihar, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh; and (e) the steps being taken by the Government to integrate these PACS-led godowns with the national electronic warehouse receipt system for Bihar's, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh farmers? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a): The progress in the states of Bihar, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh are at Annexure-A. Page 1 of 3The State of Madhya Pradesh informed that it has surplus storage capacity, therefore, it is not participating under the decentralized plan in cooperative sector. However, one godown was constructed in Paraswada Samiti in Balaghat district of the State. (b) The total number of PACS where decentralized godowns, custom hiring centers and fair price shops constructed/operationalized in Bihar, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh as on date are enclosed at Annexure-B. (c): The subsidy released under Agricultural Marketing Infrastructure (AMI) scheme to support cooperative storage units in Bihar, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh are enclosed at Annexure-C. Subsidy has not been released to the State of Andhra Pradesh under AMI so far. (d): Under decentralised grain storage plan in cooperative sector eligible cooperative societies, including PACS, may establish infrastructure on either self-owned land or leased land. Land allocation is facilitated by the concerned State Governments, wherever required. Further, all storage facilities are constructed in accordance with the prescribed technical standards and WDRA specifications. So far, no structural safety challenges have been reported by the states of Bihar, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh. (e): The godowns constructed under the Plan are registered under Warehousing Development and Regulatory Authority (WDRA) framework. Efforts are made to facilitate registration of eligible PACS and cooperative societies with WDRA so that they may avail the benefits of the electronic Negotiable Warehouse Receipt (e-NWR) system, wherever intended.
