Parliament Question: Youth Trained/Employed under PMKVY in Rajasthan

SHRI AMRA RAM: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the number of youth trained and received employment in Rajasthan under the Pradhan Mantri Kaushal Vikas Yojana, district-wise; (b) the details of Skill Development Programmes being run by the Government for Micro, Small and Medium Enterprises (MSMEs) in Rajasthan along with the number of youth participated in them; (c) the details of budget allocated for Skill Development in Sikar Parliamentary Constituency; and (d) the details of programmes being run by the Government to provide training and assistance to MSMEs in Sikar Parliamentary Constituency? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) The district-wise details of the number of youth trained/oriented and reported placed in Rajasthan under the first three versions of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) are given at Annexure I. Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme - PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0, implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0, the focus is to empower trained candidates to choose their varied career path, either self-employment or wage-employment, and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses. District-wise details of the number of youth trained/oriented under the PMKVY 4.0 given at Annexure II. (b) to (d) Under the Government of India’s Skill India Mission (SIM), the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres / institutes etc. under various schemes to all the sections of the society across the country including Rajasthan and Sikar Parliamentary Constituency. The SIM aims at enabling youth of India to get future ready and equipped with industry relevant skills. The brief of these schemes is as under: Pradhan Mantri Kaushal Vikas Yojana (PMKVY): MSDE is implementing its flagship Scheme PMKVY since 2015. Under PMKVY, skill training is imparted through Short Term Training (STT) and Re-skilling and Up-skilling through Recognition of Prior Learning (RPL) to youth across the country.In order to support industries and MSMEs by providing skilled workforce, STT is provided to candidates looking for fresh skilling, out-of-education candidates, school/college dropouts or unemployed youth. Under the RPL component, candidates with prior learning experience or skills are certified with due assessment, enabling youths to obtain industry relevant skill certification. The Government is committed to align training content with real-time job market demands and improve employability linkages under PMKVY by fostering demand-driven skilling and close collaboration with the industries, MSME clusters, business associations, private sector employers, and State/UT skill missions. Funds under PMKVY are released to implementing agencies for meeting the training cost as per prescribed norms. As on 31.12.2025, an amount of Rs. 210.72 crore has been disbursed in the Sikar Parliamentary Constituency. National Apprenticeship Promotion Scheme (NAPS): The Government of India launched ‘National Apprenticeship Promotion Scheme’ (NAPS) in August, 2016 with the objective to promote apprenticeship training and to increase the engagement of apprentices. Since 2022-23, the scheme continues as NAPS-2 and is being implemented throughout the country, including Rajasthan. NAPS-2 aims to promote apprenticeship training in the country, by providing partial stipend support to the apprentices engaged under the Apprentice Act, 1961, undertaking capacity building of the apprenticeship ecosystem, and providing advocacy assistance to the stakeholders. Accordingly, the scheme facilitates a partial stipend support limited to 25% of stipend paid, up to a maximum of Rs.1,500 per month, per apprentice during the training period. The stipend support by the Government of India is being paid through Direct Benefit Transfer (DBT) to the bank account of apprentice. A total of 35,79,798 number of apprentices engaged across the country, of which 79,772 number of apprentices engaged in the state of Rajasthan and 25,646 apprentices engaged in the Sikar Parliamentary constituency (Jaipur and Sikar districts) under NAPS-2 from FY 2022-23 to FY 2025- 26 (Upto December 2025). Under apprenticeship training, as per the provision of the Apprentices Act, 1961, it is not obligatory on the part of the employer to hire apprentices on completion of the training. The scheme encourages enrolment of apprentices in Micro, Small and Medium Enterprises (MSMEs), including Sikar parliamentary constituency, Rajasthan. Apprenticeship training is conducted using the available facilities with the establishment. As per the Apprentices Act, 1961 and Rules there under, establishments/employers having four or more workers shall be eligible to engage apprentices and provide apprenticeship training under the scheme. The objective of the scheme is to increase the household income by promoting self/wage employment through skill development training. The target beneficiaries of the scheme are non-literates, persons having rudimentary level of education and school dropouts up to class 12th in the age group of 15-45 years. The priority groups arewomen (83%), SCs, STs, OBCs and minorities in the rural areas and urban low-income areas. Currently there is one JSS active in the District of Sikar in the state of Rajasthan. Under the Jan Shikshan Sansthan scheme a total of 13,474 beneficiaries have been trained and a total of Rs. 3,76,08,822/- has been released to JSS Sikar from 2018-19 till 31st December 2025. Craftsmen Training Scheme (CTS): Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), implements the Craftsmen Training Scheme (CTS) through a network of Industrial Training Institutes (ITIs) for skilling the youth of the country including Rajasthan. In ITIs, craftsmen training is provided in 169 NSQF aligned trades. Each trade has a dedicated course curriculum. The duration of training is six months, one year and two years. The training courses under CTS are designed to impart basic skills and knowledge in the respective trades so as to prepare trainees for wage employment and self-employment. At present, there are 14,688 ITIs established in the country, out of which 1,543 ITIs are functional in Rajasthan. PM Vishwakarma: PM Vishwakarma scheme was launched on 17.09.2023, to provide end-to-end holistic support to artisans and craftspeople of 18 traditional trades who work with their hands and tools. The scheme is conjointly being implemented by Ministry of Micro, Small and Medium Enterprises (MSME), Ministry of Skill Development and Entrepreneurship (MSDE) and Department of Financial Services (DFS). As of 27.03.2026, 2.17 lakh PM Vishwakarma beneficiaries have been provided basic skill training in the state of Rajasthan and 5,582 beneficiaries in Sikar district. Additionally, Ministry of Micro, Small and Medium Enterprises (MSME) is implementing the Central Sector Scheme, namely, Tool Rooms & Technical Institutions (TRs & TIs). Under this scheme, Ministry of MSME has set up 18 Tool Rooms & Technical Institutions from 1967 to 1999 across the country to provide consultancy services and technological support to MSMEs/industries in various relevant sectors such as General Engineering, Forging & Foundry, Electronics, Electrical Measuring Instruments, Fragrance &Flavour, Glass, Footwear, and Sports Goods through the design and manufacture of tools, precision components, moulds, dies, jig & fixture, etc. These TRs & TIs are commonly called as Technology Centres (TCs).
