EDUCATION DEPARTMENT NOTIFICATION Sachivalaya, Gandhinagar, 4th May, 2026 GUJARAT PRIMARY EDUCATION ACT, 1947. No. K/SH/22/2026/ED/MSC/e-file/3/2025/6410/CH: WHEREAS the Government of Gujarat is satisfied that circumstances exist which render it necessary to take immediate action to make rules and dispense with the previous publication thereof under the proviso to sub-section (3) of section 63 of the Gujarat Primary Education Act, 1947 (Bom. LXI of 1947); NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) of section 63 read with sub-section (3) of section 23 of the Gujarat Primary Education Act, 1947 (Bom. LXI of 1947), the Government of Gujarat hereby makes the following rules to provide for regulating the method of Special Competitive Examination for promotion to the post of Head Teacher (Class III), in the Subordinate Services under the Directorate of Primary Education or Respective District or Municipal Primary Education Committee, namely: - 1. Short title, commencement and application. - (1) These rules may be called the Head Teacher (Class III), (Special Competitive Examination) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. (3) They shall apply to persons eligible for appointment to the post of Head Teacher (Class III), in the Subordinate Services under the Directorate of Primary Education or Respective District or Municipal Primary Education Committee. 2829 GUJARAT GOVERNMENT GAZETTE, 07-05-2026 [ PART I-A 2. Definitions. - (1) In these rules, unless the context otherwise requires; - (a) "Appendix" means an Appendix appended to these rules; (b) "Appointed date" means the date on which these rules shall come into force; (c) " Head Teacher " means the Head Teacher (Class III), in the Subordinate Services of the Directorate of Primary Education or Respective District or Municipal Primary Education Committee; (d) "Board" means the State Examination Board, Gandhinagar; (e) "Chairman" means the Chairman of the State Examination Board, Gandhinagar; (f) "Examination" means the Special Competitive Examination for promotion to the post of Head Teacher (Class III), which shall include the Written Examination as specified in these rules; (g) "Government" means the Government of Gujarat; (h) “District Promotion Committee-DPC” means a Committee consists of District Primary Officer/ Administrative Officer, District Education Officer and Principal, District Institute of Education and Training. (i) "paper" means any question paper set at an Examination; (j) "Relevant Recruitment Rules" means the recruitment rules prescribed for the post of Head Teacher (Class III), in the Subordinate Services of the Directorate of Primary Education or Respective District or Municipal Primary Education Committee. 3. Eligibility to appear in Examination. - A candidate who possesses the requisite qualifications for the post of Head Teacher (Class III), in the Subordinate Services of the Directorate of Primary Education or Respective District or Municipal Primary Education Committee, as prescribed under the Relevant Recruitment Rules, shall be eligible for admission to the examination. 4. Holding of Examination. - (1) The Board, on receiving the requisition from the Government in the Education Department or, as the case may be, the Directorate of Primary Education, shall hold a Special Competitive Examination for selection of candidates for promotion to the post of Head Teacher (Class III) in the Subordinate Services under the Directorate under Primary Education or the respective district or Municipal Primary Education Committee. (2) The date, time and place for holding the examination shall be determined by the Board. (3) The candidate shall be required to attend all stages of the examination at his own expense on the date, time and place as may be notified by the Board. (4) The application for the examination shall be submitted online only, and such application shall be accepted by the Board in the format specified by it. 5. Mode of Examination and Syllabus. - (1) The examination shall be conducted in a single stage of written examination, as specified in APPENDIX-A. The syllabus for the examination shall be as mentioned in APPENDIX-A appended to these rules. (2) The Board, on receiving the instructions from the Directorate of Primary Education, shall hold the written examination, which shall consist of one paper of 150 (One Hundred Fifty) marks. The paper shall be of the Multiple-Choice Questions (MCQs) type and shall be conducted without books only. (3) The medium of the examination shall be Gujarati or English, or Hindi, as specified in the question paper. 6. Decision of the Board shall be Final. - (1) No candidate shall be allowed to appear in the examination unless the Board is satisfied that the candidate,- (i) possesses the requisite qualifications as prescribed under the relevant recruitment rules for the post; (ii) has paid the requisite fee along with the application; andCENTRAL SECTION ] GUJARAT GOVERNMENT GAZETTE, 07-05-2026 30 (iii) is eligible in all respects and complies with all the requirements for appearing in the examination. (2) The decision of the Board regarding the eligibility of a candidate for admission to the examination shall be final. (3) If, at any stage, a candidate is found to be ineligible to appear in the examination, his candidature shall be cancelled, and if already been selected and appointed, his appointment shall be treated as cancelled ab-initio. 7. Standard for passing Examination. The standard for passing the Examination shall be forty percent (40%) of total marks assigned to the paper for general candidate; Provided that a relaxation of five per cent (5%) in the qualifying standard shall be granted to candidates belonging to the Scheduled Caste and Scheduled Tribes. 8. Prohibition on Use of certain Devices in the Examination Hall. No candidate shall be permitted to carry or use any electronic communication device including laptop, tablet, cellular phone, calculator, pager, iPod or any other similar devices in the examination hall. 9. Disciplinary Actions. - The candidate who is, or has been, declared by the Board to be guilty of any of the following acts, namely:- (a) obtaining support for his candidature by any means; impersonating or (b) procuring impersonation by any person; (c) submitting fabricated documents or documents which have been tempered with; (d) making statements which are incorrect or false, or suppressing material information; (e) resorting to any other irregular or improper means in connection with his candidature for the examination; (f) using unfair means during the examination; (g) writing irrelevant matter, including absurd or obscene language, in the answer sheets: (h) misbehaving in any manner in the examination hall; (i) harassing or causing bodily harm to any staff employed of the Board for the conduct of the examination; (j) attempting to commit or, as the case may be, abetting any of the acts specified in the foregoing clauses; or (k) violating any of the conditions for admission to the examination as prescribed or specified in the admission certificate, shall, in addition to rendering himself liable to departmental inquiry, be liable, - (i) to be disqualified by the Board from the examination for which he is a candidate; or (ii) to be debarred either permanently or for a specified period, by the Board from appearing in any examination or from candidature for the concerned post; or (iii) disciplinary action under the relevant rules. 10. Failure to Attend the Examination.- A candidate who fails to attend the examination on the specified date and time shall not be considered for selection. 11. Preparation of List of Successful Candidates.- The State Examination Board shall prepare a list of successful candidates in the order of merit, based on the total marks obtained by each candidate in the examination, having regard to the number of vacancies requisitioned by the concerned District/Nagar Education Committee. Mere obtaining of the minimum qualifying marks shall not confer any right to promotion, and promotion shall be granted strictly in proportion to the number of vacant posts indicated in the requisition. 12. Publication of result.- The Board shall publish the result of the examination in the following manner, namely: -31 GUJARAT GOVERNMENT GAZETTE, 07-05-2026 [ PART I-A Part I: The result of the successful candidates shall be arranged in the order of merit, specifying their names, seat numbers, and total marks obtained, and the same shall be published on the notice board and on the official website of the Board, and a copy of the result so published shall be sent to the Government in the Education Department and to the Directorate of Primary Education. Part II: The result of the unsuccessful candidates who are not included in Part I, specifying their names, seat numbers, and total marks obtained shall also be published on the notice board and on the official website of the Board. 13. Appointment. - Appointment of selected candidates shall be made strictly in the order of the merit as determined by the Board. 14. No right to appointment. - The successful candidates shall ordinarily be considered for appointment to the post of Head Teacher (Class III), in the subordinate services under the Directorate of Primary Education or the respective district or Municipal Primary Education Committee, in the order of merit determined by the Board up to the number of posts to be filled. Provided that mere success in the examination shall not confer any right to appointment, and no candidate shall be appointed to the said post, unless the appointing authority is satisfied, after making such inquiries as may be considered necessary, that the candidate is suitable in all respects for appointment to the post and for public service. Appendix-A (See rule 5(1)) Syllabus for the Special Competitive Examination for promotion to the post of Head Teacher (Class III), in the Subordinate Services under the Directorate of Primary Education or Respective District or Municipal Primary Education Committee. PART-1-GENERAL SYLLABUS Time: 45 min No. of Questions: 50 Total marks: 50 (MCQs) 1. Geography of India - Physical, Economic, Social, Natural resources and Population issues with special reference to Gujarat. 2. History of India - With special reference to Gujarat. 3. General Mental Ability Test. 4. Fundamental Rights and Duties, Directive Principles of State Policy. 5. General Science, Environment and Information and Communication Technology (ICT). 6. Current Events of Regional, National and International Importance. PART-2-SYLLABUS OF RELATED SUBJECTS Time: 90 min No. of Questions: 100 Total marks: 100 (MCQs) 1. The Gujarat Primary Education Act, 1947. 2. The Bombay Primary Education Rules, 1949. 3. The Right of Children to Free and Compulsory Education Act, 2009. 4. The Right of Children to Free and Compulsory Education Rules – 2012. 5. Education Policies in India, NEP-2020. 6.
