CONSTITUTION OF INDIA.
No. GKH/37/2026/ACD/PTP/e-file/2/2025/4427/P2 Section - AH HOD Estt :- In exercise of the powers conferred by
the proviso to article 309 of the Constitution of India, the Governor of Gujarat hereby makes the following rules further
to amend the Veterinary Officer, Class II, in the Gujarat Animal Husbandry Services, Recruitment Rules, 2013, namely:-
1. (1) These rules may be called the Veterinary Officer, Class II, in the Gujarat Animal Husbandry Services,
Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Veterinary Officer, Class II, in the Gujarat Animal Husbandry Services, Recruitment Rules, 2013, for rule 8,
the following shall be substituted namely:-
“8. A candidate appointed by direct selection shall get himself registered with the Gujarat veterinary council or
Veterinary Council of India statutory bodies established under the Indian Veterinary Council Act, 1984 at the time
of his appointment, if he is not so registered.”.

CONSTITUTION OF INDIA.
No. G/SH/11/2026/ED/out/e-file/3/2025/5968/GH: In exercise of the powers conferred by the proviso to article 309 of
the Constitution of India, the Governor of Gujarat hereby makes the following rules further to amend the Cataloguer,
Class III, (Non-Teaching) Recruitment Rules, 2015, namely:-
1. (1) These rules may be called the Cataloguer, Class III, (Non-Teaching) Recruitment (Amendment) Rules,
2026.
(2) They shall come into force on the date of their publication in Official Gazette.
2. In the Cataloguer, Class III, (Non-Teaching) Recruitment Rules, 2015 (hereinafter referred to as “the said rules”),
in rule 3, in clause (a), for the figures and word “31 years”, the figures and word, ‘‘36 years” shall be substituted.
3. In the said rules, in rule 3, in clause (b), in sub-clause (i), the words “second class” shall be deleted.

of Gujarat hereby amends, the Government Notification, Home Department No. GG/44/TTC/10(2002)/1310/V, dated the

In the said notification, in the Schedule, -
(i) in the entry at serial No. 5 relating to “Kalol” Sub-Division specified in column 2, in the entry relating to “(5)

No.GG/55/PST/102010/848/C: In exercise of the powers conferred by clause (u) of sub-section (1) of section 2 of the
Bharatiya Nagarik Suraksha Sanhita, 2023 (46 of 2023) in its application to the State of Gujarat, the Government of
Gujarat hereby amends the Government Notification, Home Department No. GG/87/PST/102010/848/V, dated the
15th December, 2010, as under:-
In the said notification, in the Schedule, -
(i) in the entry at serial No. 2 relating to “Sarkhej Sub-Division” specified in column 2, in the entry relating to “Bopal”
Police Station specified in column 4, -
(a) in column 7 relating to local areas/villages, after the entry “(11) Shantipura”, the following entry shall be
added, namely:-
“(12) The area to the west of the Ring Road, from Sheelaj Railway Track to Vakil Bridge, Mohammadpurab
Bridge, and the northern edges of Shantipurab Bridge, including the service road on the western side of the
Ring Road, is included (the area outside the Ring Road). [This area has been excluded from Sarkhej Police
Station of Ahmedabad City.]”;
(b) in the entries relating to local areas/villages specified in column 7 under the heading “Local
Areas/Villages”, the following entries shall be deleted, namely:-

CONSTITUTION OF INDIA.
No. GG/17/2026/FSL/102008/1639/A:- In exercise of the powers conferred by the proviso to article 309 of the
Constitution of India and in supersession of all the rules made in this behalf, the Governor of Gujarat hereby makes the
following rules to provide for regulating recruitment to the post of Administrative Officer, Class II, in the General State
Services, under the Directorate of Forensic Science, Gujarat State, namely:-
1. (1) These rules may be called the Administrative Officer, Class II, in the General State Services, under the
Directorate of Forensic Science Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Appointment to the post of Administrative Officer, Class II, in the General State Service, under the Directorate of
Forensic Science, shall be made either, -
(a) by promotion of a person who possesses a ‘Good’ benchmark for being considered fit for promotion within the
zone of consideration as laid down in the Gujarat Civil Services Classification and Recruitment (General)
Rules, 1967 from amongst the persons, who, -
(i) have worked for not less than five years in the cadre of Office Superintendent, Class II, in the General
State Services under the Directorate of Forensic Science; and
(ii) have passed the qualifying examination for computer knowledge in accordance with the provisions of the
Gujarat Civil Services Computer Competency Training and Examination Rules, 2006:
Provided that where the appointing authority is satisfied that the person having the experience
specified in sub-clause (i) is not available for promotion and that it is necessary in public interest to fill
up the post by promotion even of a person having lesser period; it may, for reasons to be recorded in
writing, promote such person who possesses experience of a period of not less than two-thirds of the
period specified in sub-clause (i) above; or
(b) by temporary transfer on deputation basis from amongst the persons working on the cadre of Administrative
Officer, Class II, or its equivalent post of the Head of Department under the administrative control of the Home
Department.
3. The candidate appointed by promotion shall be required to undergo such training and pass such examination as may
be prescribed by the Government.

2 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (46 of 2023) in its application to the State of Gujarat and in

CONSTITUTION OF INDIA.
No.GU/2026/02/IMD/COG/e-file/9/2024/1039/D3 : In exercise of the powers conferred by the proviso to article 309 of
the Constitution of India, the Governor of Gujarat hereby makes the following rules to provide for regulating the
conditions of service of persons directly recruited to the post of Surveyor, Class III, in the Commissionerate of Geology
and Mining, in so far as they relate to their Pre-service training and passing of the Post- training Examination, namely:-
1. Short title, commencement and application. -
(1) These rules may be called the Surveyor, Class III (Pre-service training and passing of Post-Training
Examination) Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
(3) They shall apply to the persons directly recruited on the post of Surveyor, Class III, in the Commissionerate of
Geology and Mining.
2. Definitions. - In these rules, unless the context otherwise requires-
(a) “Appendix” means the Appendix appended to these rules.
(b) “Contractual Post” means the post of the Surveyor, Class III, in the Commissionerate of Geology and Mining
on which direct recruits are appointed on contractual basis;
(c) “Director General” means the Director General of the Sardar Patel Institute of Public Administration(SPIPA);
(d) “Direct recruit” means a person appointed on contractual basis on the post of Surveyor, Class III, in the
Commissionerate of Geology and Mining on the recommendation of the Gujarat Subordinate Service Selection
Board (GSSSB) through Competitive examination;
(e) “Examination” means Post-training examination held by the Institute that has imparted the Pre- service training
to the direct recruits;
(f) “Government” means the Government of Gujarat;
(g) “Institute” means the Sardar Patel Institute of Public Administration (SPIPA);
(h) “Specified chances” means the number of chances specified in these rules within which a person is required to
pass the examination;
(i) “Specified period” means the period prescribed in the Gujarat Civil Services Classification and Recruitment

3. Institutional training and examination. -
Every direct recruit shall be required to undergo institutional training in the Institute and pass the examination
conducted by the Institute in accordance with the following provisions, namely: -
(1) The institutional training shall be for a period of eight weeks. This training shall be imparted by the Institute.
(2) The direct recruit shall be under the control of the Director General during the period of their institutional
training.
(3) The examination shall be held by the Institute after the institutional training period is over. The direct recruits
who have completed the institutional training shall be required to pass the post-training examination. After
completion of the institutional training, the direct recruits shall be required to work in their respective offices
until their examination.
4. Eligibility to appear in examination. -
In order to qualify for appearing at the examination, a direct recruit shall be required to attend a minimum of 85%
of the total number of lectures in the institutional training otherwise he shall be disqualified for appearing in the
examination and his service shall be liable to be terminated from his contractual appointment.
5. Non entitlement of leave. -
During the period of institutional training, a direct recruit shall not be allowed any type of leave or absence for more
than three days. If the direct recruit remains absent for more than three days and the Director General is satisfied
that his absence is not due to any unavoidable circumstances beyond his control, he may allow the direct recruit
subject to the deduction of the pay of the days of his absence, for appearing in the examination.
6. Chances for passing of examination. -
(1) The direct recruits shall be required to pass the examination within three chances and during specified period:
Provided that a person belonging to Scheduled Castes or Scheduled Tribes who is unable to pass the
examination within three chances, shall be allowed one additional chance which shall have to be availed of
within a period of one year from the date of declaration of the result of the examination of his third chance.
(2) If a direct recruit fails to pass the examination within the specified chances or specified period as required
under these rules, his service shall be terminated:
Provided that if, the Government is satisfied that a person could not pass the examination within specified
chances for the reasons beyond his control, it may, after recording the reasons in writing allow him not more
than two additional chances to pass such examination on payment of such examination fees as may be
determined by the Government:
Provided further that, if a person passes the examination after availing the additional chances, he shall not
be entitled to claim seniority over those persons who have passed such examination earlier than him within the
specified chances and specified period.
(3) In the circumstances mentioned in sub-rule (1) and sub-rule (2) above, if the examination is not conducted in
time or result thereof cannot be declared before the specified period is over, the said period shall be deemed to
have been extended till the declaration of the result of the examination of the last additional chance availed to
him.
(4) Not appearing in the examination, shall be considered as a chance.
7. Qualifying standard for passing of examination. -
(1) The standard for passing the examination shall be fifty percent. (50%) of the total marks assigned to each paper.
(2) An unsuccessful candidate who secures fifty per cent. (50%) or more marks in any one or more papers shall be
exempted from appearing in that or those papers at the subsequent examinations.
(3) In case a candidate is not able to obtain the qualifying standard in only one question paper in examination, such
candidate shall be given grace marks up to 5% of the total marks for that question paper and after availing
grace marks, if he obtains the marks equal to the qualifying standard, he shall be declared pass.177 GUJARAT GOVERNMENT GAZETTE, 12-03-2026 [ PART IV-A
8. Syllabus and Scheme of examination. -
(1) The examination shall consist of five papers. Each paper shall be of 100 (one hundred) marks. The syllabus of
each paper shall be as specified in Appendix-I.
(2) The examination shall consist of Multiple-Choice Questions (MCQs) except Paper 5, which shall be
descriptive. Answers of Paper 5 shall be required to be written in English or Gujarati as per the instructions
given in the paper.
(3) The candidate shall be allowed to answer the questions of Papers 1 to 4 with the help of books except Paper 5
which shall be answered without books.
Explanation:- “With books” means original book of the subject approved by the Government or the Institute from
time to time which includes bare Acts and / or Rules without any commentaries or case laws and includes manuals
issued under the Act, published or approved by the Government.
9. Books for the Institutional training and examination. -
The Institute shall provide books for institutional training and examination to the direct recruits without obtaining
any security deposit during their institutional training in the Institute. The direct recruits shall be required to return
the books as soon as the examination is over. In case of their loss or damage, price of the books shall be recovered
from the direct recruits by the Institute.
10. Prohibition to use certain device in the examination hall. -
No direct recruit shall be allowed to carry with him any type of electronic communication devices like pager, cellular
phone, laptop, i-pad, calculator, smart watch etc. in the examination hall.
11. Publication of result. -
The Director General shall declare the result of each examination and shall submit the same to the Government. The
Government shall publish the same in the Official Gazette.
12. Security and Surety Bond. -
Every direct recruit shall be required to execute a Security and Surety Bond in the form as specified in Appendix-II.
13. Miscellaneous Provisions. -
The Director General shall entitle to change or alter Training Schedule of institutional training and/or examination
as per the prevailing circumstances.

4. સ્ત્ત્રી શ્રમયોગીના ૦૬ વર્ભથી નાના બાળકો માટે લાગુ પડત ુાં હોય તેવા કકસ્ત્સામાાં કારખાના અચધચનયમ ૧૯૪૮ની કલમ-૪૮ મા ાં ઉલ્લેચખત
જરૂરી સુચવધાઓ સ્ત્થાપવાની-સાંિાલન કરવાની રહેશ.ે તે અચધચનયમની જોગવાઇઓ મુજબ રાખવાના થતા ઘોકડયા ઘર માટે ગુજરાત કારખાના
ચનયમ-૧૯૬૩ના ચનયમ-૮૩ અને ચનયમ ૮૩-એ ની જોગવાઇઓ મુજબની યોગ્ય લાયકાતવાળી સ્ત્ત્રીની ચનમણૂક કરવી.

6. જે સ્ત્ત્રી શ્રમયોગીઓન ેબીજી પાળીમા ાંબપોરના ૦૨.૦૦ થી રાત્રીના ૧૦.૦૦ કલાક તથા ત્રીજી પાળીમાાં રાત્રીના ૧૦.૦૦ કલાકથી સવારના
૦૬.૦૦ કલાક સુધી કામ ે રાખવામાાં આવે તે સ્ત્ત્રી શ્રમયોગીઓની કામ કરવાની લેચખતમાાં સાંમચત મેળવવાની રહેશે.
7. ગર્ભ ધારણ અથવા બાળ જન્મને સાંબાંચધત ન હોય તેવા ન્યાચયક કારણો ચસવાય સ્ત્ત્રી શ્રમયોગીઓને ડીસમીસ કરી શકાશે નહીં કે નોટીસ
આપી શકાશે નહીં. તે અાંગેની જાણકારી સ્ત્ત્રી શ્રમયોગીઓને કરવાની રહેશે.
8. બીજી અને ત્રીજી પાળી દરચમયાન કામે રાખવામાાં આવેલ સ્ત્ત્રી શ્રમયોગીઓ માટે સ્ત્ત્રી સુપરવાઇઝરની વ્યવસ્ત્થા કરવાની રહેશે.181 GUJARAT GOVERNMENT GAZETTE, 12-03-2026 [ PART IV-A
9. ફેકટરી એકટની કલમ-૬૬(૧)(એ) મુજબ, સદરહં એકટની કલમ-પ૪ અન્વયે ચનયત થયેલ કલાકથી વધુ સમય માટે (એક પાળીમાાં) સ્ત્ત્રી
શ્રમયોગીઓ પાસેથી કામ લઇ શકાશે નચહ.
10. સ્ત્ત્રી શ્રમયોગીઓની જાચતય સતામણી ન થાય તે માટે નામ. સુચપ્રમ કોટટના રીટ પીટીશન નાં.૬૬૬ થી ૬૭૦/૧૯૯૨ ના તા.૧૩-૬-૯૭ ના
િુકાદાની સુિનાઓનો અમલ કરવાનો રહેશે તથા The Sexual Harassment of Women at Work place (Prevention, Prohibition
and Redressal Act – 2013ની જોગવાઇ મુજબ Internal Complaints Committee બનાવવાની રહેશે.
11. નામદાર ગુજરાત હાઈકોટટના સીએવી જજમેંટ સ્ત્પે.સી.એ. નાં.૨૯૮૪/૨૦૧૨ના પારા ૨૫.૧ મા ાંઆપેલ િૂકાદા મુજબ મચહલા શ્રમયોગીઓન ે
રાત્રી પાળીમાાં રાખવામાાં આવે ત ે માટે કંપનીએ સેફ્ટી અને સીકયુરીટીની િુસ્ત્તપણે કાળજી લેવાની રહેશે.
12. સદર પરવાનગી નવા વર્ભ માટે લેવા ઇચ્છતા કારખાનાએ તેઓને મળેલ પરવાનગી પુરા થવાના ૦૩ માસ અગાઉ તમામ દસ્ત્તાવેજી પુરાવા
સાથે નવસે રથી અરજી કરવાની રહશે ે.
13. સ્ત્ત્રી શ્રમયોગીઓના કૌશલ્યમા ાં વધારો થાય ત ે માટે સમયાાંતર ે યોગ્ય તાલીમી સાંસ્ત્થાઓ પાસેથી તાલીમ અપાવવાની રહેશે.
14. આ શરતોનો ર્ાંગ/ઉલ્લાંઘન થયેલ જણાશે તો કારખાના ધારાની કલમ- ૬૬(૧)(બી) માાંથી આપવામાાં આવેલ મુચિ રદ થયેલ ગણાશે અન ે
માંજૂર કરેલ નાઇટ શીફ્ટસ બાંધ કરવાની રહેશે અન્યથા સાંસ્ત્થા સામે કાયદસે રની કાયભવાહી કરવામાાં આવશે.
15. આ હકમથી આપવામાાં આવેલ માંજુરીમાાં જણાવેલ શરતોના પાલનનો અહેવાલ દર માસે ચનયામક, ઔદ્યોચગક સલામચત અને સ્ત્વાસ્ત્્ય તાંત્ર

થી સવારના ૦૬.૦૦ કલાક સુધી કામ ે રાખવા માટેની રજઆૂ તના સાંદર્ભમા ાં ચનયામકશ્રી, ઔદ્યોચગક સલામતી અને સ્ત્વાસ્ત્્ય, અમદાવાદના
તા.૧૭/૦૧/૨૦૨૬ના પત્રની ર્લામણ અન્વયે જાહેરનામુાં પ્રચસદ્ધ થયા તારીખથી એક વર્ભ માટે નીિેની શરતોને આધીન રહીને બીજી પાળીમા ાં
બપોરના ૦૨.૦૦ થી રાત્રીના ૧૦.૦૦ તથા ત્રીજી પાળીમાાં રાત્રીના ૧૦.૦૦ થી સવારના ૦૬.૦૦ કલાક સુધી સ્ત્ત્રી શ્રમયોગીઓને કામ ેરાખવાની
આથી માંજુરી આપવામાાં આવે છે.
1. સ્ત્ત્રી શ્રમયોગીઓને તેમના રહેઠાણથી કારખાનામાાં અને કારખાનામાાંથી રહેઠાણ સુધી લાવવા લઇ જવાની મફત વ્યવસ્ત્થા શીફ્ટવાર કરવાની
રહેશે.
2. ઉપર મુજબની વ્યવસ્ત્થા પુરી પાડવામાાં આવે તે સ્ત્ત્રી શ્રમયોગીઓને લાવવા લઇ જવા માટેના વાહનમાાં પૂરતી સલામતીની વ્યવસ્ત્થા કરવાની
રહેશે.
3. સ્ત્ત્રી શ્રમયોગીનુાં રહેઠાણન ુાં સરનામુાં બદલાઇ જાય (સામાન્ય રીત ે લગ્ન થતા સરનામ ુાં બદલાય છે) તો પીક- અપ સ્ત્થાન ફરીથી નક્કી કરવ ુાં
અથવા સદરહં સ્ત્ત્રી શ્રમયોગીને પ્રથમ પાળી કે જનરલ પાળીમાાં જ કામ ે રાખવામાાં આવે તે રીત ે વ્યવસ્ત્થા કરવાની રહેશે.
4. સ્ત્ત્રી શ્રમયોગીના ૦૬ વર્ભથી નાના બાળકો માટે લાગુ પડત ુાં હોય તેવા કકસ્ત્સામાાં કારખાના અચધચનયમ ૧૯૪૮ની કલમ-૪૮ મા ાં ઉલ્લેચખત
જરૂરી સુચવધાઓ સ્ત્થાપવાની-સાંિાલન કરવાની રહેશ.ે તે અચધચનયમની જોગવાઇઓ મુજબ રાખવાના થતા ઘોકડયા ઘર માટે ગુજરાત કારખાના
ચનયમ-૧૯૬૩ના ચનયમ-૮૩ અને ચનયમ ૮૩-એ ની જોગવાઇઓ મુજબની યોગ્ય લાયકાતવાળી સ્ત્ત્રીની ચનમણૂક કરવી.PART IV-A ] GUJARAT GOVERNMENT GAZETTE EX., 12-03-2026 182
5. કારખાના ધારો, ૧૯૪૮ની કલમ, ૬૬(૧)(બી)માાંથી જે શરતોએ મુચિ આપવામાાં આવે તે શરતો ગુજરાતી ર્ાર્ામાાં કારખાનામા ાંશ્રમયોગીઓ
વાાંિી શક ે તે રીત ે મુચિના સમયગાળા દરચમયાન કારખાનામાાં પ્રદચશભત કરવાની રહેશ.ે
6. જે સ્ત્ત્રી શ્રમયોગીઓને બીજી પાળીમાાં બપોરના ૦૨.૦૦ થી રાત્રીના ૧૦.૦૦ તથા ત્રીજી પાળીમાાં રાત્રીના ૧૦.૦૦ થી સવારના ૦૬.૦૦
કલાક સુધી કામ ે રાખવામાાં આવે ત ે સ્ત્ત્રી શ્રમયોગીઓની કામ કરવાની લચેખતમાાં સાંમચત મેળવવાની રહેશે.

India and in supersession of all the rules made in this behalf, the Governor of Gujarat hereby makes the following rules
to provide for regulating recruitment to the post of Deputy Secretary (Legal side) in the Gujarat Secretariat Service,
Class-I,Gujarat State namely-
1. (1) These rules may be called the Deputy Secretary (Legal Side), in the Gujarat Secretariat Service, Class-I,
Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Appointment to the post of Deputy Secretary to Government in the Gujarat Secretariat Service (Legal), Class-I shall
be made by promotion of a person who possesses “Very Good” benchmark for being considered fit for promotion
within Zone of consideration as laid down in the Gujarat Civil Services Classification and Recruitment (General)
Rules, 1967 from amongst the persons who:-183 GUJARAT GOVERNMENT GAZETTE, 12-03-2026 [ PART IV-A
(1) have worked for not less than five years in the cadre of Under Secretary (Legal Side) in Gujarat Secretariat
Service, Class-I and
(2) have passed the qualifying examination for Computer Knowledge in accordance with the Gujarat Civil Services
Computer Competency Training and Examination Rules, 2006.
Provided that where the appointing authority is satisfied that the person having the experience specified
in sub-rule (1) above is not available for promotion and that it is necessary in the public interest to fill up the
post by promotion even of a person having experience for a lesser period, it may, for reasons to be recorded in
writing, promote such person who possesses experience of a period of not less than two thirds of the period as
specified in sub-rule (1) above.
3. The candidate appointed by promotion shall be required to undergo such training and pass such examination as may
be prescribed by the Government.
