PART IV-A Rules and Orders (Other than those published in Parts I, I-A, and I-L) made by the Government of Gujarat under the Central Acts AGRICULTURE, FARMERS WELFARE AND CO-OPERATION DEPARTMENT NOTIFICATION Sachivalaya, Gandhinagar, 29th September, 2025 AADHAAR (TARGETED DELIVERY OF FINANCIAL AND OTHER SUBSIDIES, BENEFITS AND SERVICES) ACT, 2016. No.GKH/154/2025/ACD/ITC/e-file/2/2022/2722/I.T. section:- WHEREAS, the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a documents to establish identity, simplifies processes and promotes transparency and efficiency; AND WHEREAS, the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter no. 13(4)/2020-EG- II(Vol-I), dated the 22nd April, 2025 to the Agriculture, Farmers welfare and Co-operation Department (hereinafter referred to as “the said department”), Government of Gujarat (hereinafter referred to as “the said Government”) for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as “the said rules”) that the said Department may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as “the Act”). 534535 GUJARAT GOVERNMENT GAZETTE, 13-11-2025 [ PART IV-A AND WHEREAS, the Aadhaar authentication shall be performed for authenticating the farmers/fishermen/ livestock farmers/beneficiary/citizens/ vendors and Government officers of the department on i-Khedut portal for offering schemes and services of the department to them using Yes/No or/and eKYC authentication facilities (hereinafter referred to as “the said purpose”) as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the Department shall perform the Aadhaar authentication only for authenticating the farmers/fishermen/livestock farmers/beneficiary/ citizens/ vendors and Government officers of the department on i-Khedut portal for offering schemes and services of department to them using Yes/No or/and eKYC authentication facilities. (hereinafter referred to as “the use case(s)”). NOW, THEREFORE, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act, the said department hereby notifies the following, namely: — 1. (1) The said department, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein. (2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis, the said department shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely: — (a) Bank or Post Office Passbook with Photo; or (b) Permanent Account Number (PAN) Card; or (c) Passport; or (d) Ration Card; or (e) Voter Identity Card; or (f) MGNREGA Card; or (g) Kisan Photo Passbook; or (h) Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (i) Certificate of identity having photo of such person issued by a Gazetted Officer; or (j) Any other document as specified by the Department: Provided that the above documents may be checked by an officer specifically designated by the Department for that purpose. (3) The said Government has decided to use e-KYC and Yes/No authentication of the farmers/fishermen/ livestock farmers/beneficiary/citizens/ vendors and Government officers of the department on i-Khedut portal. (4) The Aadhaar Authentication is used to verify the identity of the farmers/fishermen/livestock farmers/ beneficiary/citizens/vendors and Government officers of the department on i-Khedut portal. (5) The instant approval is for both Yes/No authentication and e-KYC authentication facilities. The said department will be SUB-AUA for the above purpose. (6) The Aadhaar number holder shall be informed about the purpose and manner of collecting and using the Aadhaar number and related information. (7) The Aadhaar number shall not be displayed anywhere in the system and wherever required only the last four digits of the Aadhaar number may be displayed. (8) The complete details of the e-KYC information of the User shall not be displayed on the screen instead only necessary demographic details such as first name, year of birth, etc. shall be displayed. 2. This notification shall come into effect from the date of its publication in the Official Gazette. CONSTITUTION OF INDIA. No. GY/27/HFWD/MSM/e-file/7/2024/3450/B (E) - In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all the rules made in this behalf, the Governor of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of Laboratory Technician, Class III, in the subordinate services of the Commissionerate of Health, Medical Services and Medical Education and Research / the Directorate of Medical Services, Employees’ State Insurance Scheme, Gujarat State, namely;- 1. (i) These rules may be called the Laboratory Technician, Class III in the subordinate services of the Commissionerate of Health, Medical Services and Medical Education and Research / the Directorate of Medical Services, Employees’ State Insurance Scheme, Gujarat State, Recruitment Rules, 2025. (ii) They shall come into force from the date of their publication in the Official Gazzatte. 2. In these rules unless the context otherwise requires (a) Laboratory Technician, Class III, means the posts included in Annexure-I and Annexure-II annexed to these rules. (b) Laboratory Assistant, Class III, means the posts included in Annexure-III annexed to these rules. 3. Appointment to the post of: Laboratory Technician, Class III included in Annexure-I annexed to these rules in the subordinate services of the Commissionerate of Health, Medical Services and Medical Education and Research / the Directorate of Medical Services, Employees’ State Insurance Scheme, Gujarat State, shall be made, either, - (a) by promotion of a person who possesses ‘Good’ benchmark for being considered fit for promotion within the zone of consideration as laid down in the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967, from amongst the persons who, - (i) have worked for not less than five years in the cadre of Laboratory Assistant, Class III included in Annexure-III annexed to this rules in the respective subordinate services of the Commissionerate of Health, Medical Services and Medical Education and Research / the Directorate of Medical Services, Employees’ State Insurance Scheme; (ii) possess the Certificate of having passed the Laboratory Technician course conducted by recognised institution or a Medical College in Gujarat State; and (iii) have passed the qualifying examination for computer knowledge in accordance with the provisions of the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006: Provided that, where the appointing authority is satisfied that a person having experience, specified in sub-clause (i) above is not available for promotion and that it is necessary in the public interest to fill up the post by promotion even of a person having experience for a lesser period, if may, for reasons to be recorded in writing, promote such person who possesses experience of a period; of not less than two-thirds of the period specified in sub-clause (i) above; Note:- So far as the promotional post is concerned, the person to be promoted from different Head of the Departments/Offices shown in Annexure-III annexed to these rules shall be promoted under the relevant Additional Director. Or (b) by direct selection. 4. To be eligible for appointment by direct selection to the post included in Annexure-I and Annexure-II annexed to these rules mentioned in rule-2(a), a candidate shall, – (a) not be more than 36 years of age; Provided that, the upper age limit may be relaxed in favour of the candidate who is already in the services of the Government of Gujarat in accordance with the provisions of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967;537 GUJARAT GOVERNMENT GAZETTE, 13-11-2025 [ PART IV-A (b) possess; (i) a Bachelor’s degree in Chemistry / Microbiology / Bio-chemistry / Bio-technology obtained from any of the Universities established or incorporated by or under the Central or State Act in India; or any other educational institution recognised as such or declared as deemed to be a University under Section 3 of the University Grants Commission Act, 1956; and (ii) have passed the Diploma in Laboratory Technician or Medical Laboratory Technician Course or Post- graduate Diploma in Medical Laboratory Technology or one year Medical Laboratory Technology Training Course or Laboratory Technician Training Course from any of the Government recognised Institution or Universities established or incorporated by or under the Central or State Act in India; or any other educational institution recognised as such or declared as deemed to be University under Section 3 of the University Grants Commission Act, 1956; (c) possess the basic knowledge of computer application as prescribed in the Gujarat Civil Services Classification (General) Rules, 1967; and (d) possess adequate knowledge of Gujarati or Hindi or both. 5. The provision of Rule-9(A) of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967 shall be applicable in respect of a candidate appointed by direct selection. 6. The candidate appointed either by direct selection or by promotion shall be required to undergo such training and pass such examination as may be prescribed by the Government. 7. The candidate appointed by direct selection shall be required to furnish a security and a surety bond in such form, for such amount and for such period as may be prescribed by the Government. No. GJ/10/2025/RBD/WRT/e-file/16/2024/0050/Section G:- In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all the rules made in this behalf, the Governor of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of Agriculture Overseer, Class III, in the subordinate services of the Directorate, Parks and Garden, Gujarat State, namely :- 1. (1) These rules may be called the Agriculture Overseer, Class III in the subordinate services of the Directorate, Parks and Garden, Recruitment Rules, 2025. (2) They shall come into force from the date of their publication in the Official Gazette. 2. Appointment to the post of Agriculture Overseer, Class III in the subordinate services of the Directorate, Parks and Garden shall be made by direction selection. 3. To be eligible for appointment by direct selection to the post mentioned in rule 2, a candidate shall,- (a) not be more than 33 years of age; Provided that the upper age limit may be relaxed in favour of the candidate who is already in the service of the Government of Gujarat in accordance with the provisions of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967. (b) possess ,- (i) A Diploma in Horticulture obtained from any Polytechnic of the Agriculture/Horticulture Universities incorporated or established by or under the Central Agriculture/ Horticulture University Act or a State Agriculture/ Horticulture University Act in India; (ii) the basic knowledge of computer application as prescribed in the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967; and (iii) the adequate knowledge of Gujarati or Hindi or both. 4. The provisions of rules 9A of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967 shall be applicable in respect of a candidate appointed by direct selection. 5. The candidate appointed by direct selection shall be required to undergo such training and pass such examination as may be prescribed by the Government. 6. The candidate appointed by direct selection shall be required to furnish a security and surety bond in such form, for such amount and for such period as may be prescribed by the Government.
