PART IV-B Rules and Orders (Other than those published in Parts I, I-A, and I-L) made by the Government of Gujarat under the Gujarat Acts URBAN DEVELOPMENT AND URBAN HOUSING DEPARTMENT

NOTIFICATION Sachivalaya, Gandhinagar, 11th November, 2025 THE GUJARAT TOWN PLANNING AND URBAN DEVELOPMENT ACT, 1976.

No. GH/V/386 of 2025/UDUHD/DVP/e-File/18/2022/6914/L:- WHEREAS, under Government Notification, Urban Development and Urban Housing Department No. GH/V/109 of 2023/UDUHD/MSM/e-file/18/2023/4339/L, dated

17.06.2023, the Revenue Limits of Saragvala Gram panchayat and its surroundings areas of Gram panchayats was declared as the development area and for this development area the Lothal Area Development Authority was constituted under sub-section (1) and sub-section (2) of section 3 and sub-section (1) of section 5 read with sub-section (3) of

section 5 of the Gujarat Town Planning and Urban Development Act, 1976 (President’s Act No. 27 of 1976) (hereinafter referred as “the said Authority” and "the said Act");

AND WHEREAS, the State Government in Urban Development and Urban Housing Department by Notification No.

GH/V/158 OF 2025/UDUHD/MSM/e-file/18/2023/4339/L-PF-1, dated 06.05.2025 extended the development area of the said Authority under the sub-section (3) of section 3 of the said Act;

AND WHEREAS, the said Authority prepared and published a Draft Revised Development Plan (hereinafter referred to as "the said Draft Development Plan") in respect of the area within limit of the Lothal Area Development Authority under the provisions of Section 13(1) of the said Act;

AND WHEREAS, notice regarding publication of the said Development Plan for calling objection or suggestion, if any, with respect to the said Development Plan was published in the Part II Extra Ordinary section of the Gujarat Government Gazette, page no.1-2, dated 29.05.2025 by the said Authority;

AND WHEREAS, the said Authority submitted the said Development Plan under sub section (1) of section 16 of the said Act to the Government of Gujarat for sanction on dated 30.10.2025;

AND WHEREAS, the State Government is of the opinion that the said Development Plan submitted by the said Authority on dated 30.10.2025 needs to be prepared afresh in light of objections and suggestions so received;

NOW THEREFORE, in exercise of the powers conferred by sub clause (ii) of clause (a) of sub-section (1) of section 17 of the said Act 1976, the Government of Gujarat hereby;

Return the said Draft Development Plan to the said Authority to carry out the directions as mentioned in the Annexure attached herewith and then after following the prescribed procedure from section 9 and onwards and submit it to the State Government under section 16 of said Act within four months from the date of notification or within such time as the State Government may, from time to time extend.

1. મીનીસ્ટ્રી ઓફ પોર્ટસ, શીપીંગ એન્ડ વોર્રવેઝના તા.૧૮.૦૩.૨૦૨૫ તથા તા.૦૬.૦૫.૨૦૨૫ના ૫ત્રોથી લોથલ વવસ્ટ્તાર વવકાસ સત્તામંડળની મુસદારૂ૫ વવકાસ યોજનાની દરખાસ્ટ્તોને સંબવંિત કરવામાં આવેલ સચૂ નો આમેજ કરવાના રહેશ.ે

2. લોથલ વવસ્ટ્તાર વવકાસ સત્તામંડળની પ્રવસદ્ધ કરેલ મુસદારૂ૫ વવકાસ યોજનાની દરખાસ્ટ્તો ૫રત્વે તા.૨૪.૦૬.૨૦૨૫ના રોજ અને ત્યારબાદ સમયાંતર ે આકીર્ેક્ર્શ્રી હાફફઝ કોન્રાક્ર્ર સાથે થયેલ ચચાાની વવગતોએ કરવામાં આવેલ સચૂ નો ધ્યાને લેવાના રહેશે.

3. લોથલ વવસ્ટ્તાર વવકાસ સત્તામંડળને કલમ-૧૩ હેઠળ પ્રવસદ્ધ કયા ા બાદ કુલ ૩૨ વાંિાસૂચનો મળેલ જે પૈકી સમયમયાાદામાં મળેલ કુલ-૨૪ વાંિા/સચૂ ન તથા સમયમયાાદા બાદ કુલ-૦૮ વાંિા/સૂચનો વનયમોનુસાર ધ્યાને લેવાના રહેશે.

4. અરજદારશ્રી ગીરીશભાઈ એસ. પર્ેલ અને કરણભાઈ વજ. પર્ેલ દ્વારા તારીખ વગરની અરજી તથા અરજદારશ્રી અરજણભાઈ એસ. ઓડેદરા દ્વારા તા.૦૬.૦૬.૨૦૨૫ના પત્રથી કરેલ અરજીઓ વનયમોનુસાર ધ્યાન ે લેવાના રહેશે.
