NOTIFICATION

GUJARAT HOME GUARDS ACT, 1947.
No: GHG/70/HD/HGD/e-file/8/2025/1101/F :- In exercise of the powers conferred by clause (c) of section 8 of the
Gujarat Home Guards Act, 1947 (Bom. III of 1947) and in supersession of all the rules made in this behalf, the
Government of Gujarat, hereby makes the following rules to provide for regulating recruitment to the post of Havaldar
Instructor, Class-III, in the Subordinate Services of office of the Commandant General, Home Guards, Gujarat State,
namely :-
1. (1) These rules may be called the Havaldar Instructor, Class-III, in the Subordinate Services of office of the
Commandant General, Home Guards, Gujarat State, Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Appointment to the post of Havaldar Instructor, Class-III, in the Subordinate Services of office of the Commandant
General, Home Guards, Gujarat State, shall be made either:
(a) by direct selection;
or
(b) by direct selection from Ex-servicemen or Paramilitary Force or State Police Force;
or
(c) by temporary transfer on deputation basis from amongst the persons working on the cadre of Police Head
Constable Gr.I (Havaldar) in the Police Department of Gujarat State preferably having experience or
knowledge of work relating to Home Guards.
3. To be eligible for appointment by direct selection to the post mentioned in rule 2, a candidate shall, -
(a) not be more than 35 years of age;
(b) possess a bachelor's degree obtained from any of the Universities established or incorporated by or under
the Central or a State Act in India; or any other educational institution recognised as such or declared as
deemed to be a University under section 3 of the University Grants Commission Act, 1956; or possess an
equivalent qualification recognised by the Government;
(c) possess a valid light motor vehicle driving licence on the date of appointment;
(d) possess the minimum requisite standard of physique as specified in Appendix-A annexed to these rules;
(e) possess the basic knowledge of computer application as prescribed in the Gujarat Civil Services
Classification and Recruitment (General) Rules, 1967; and
(f) possess adequate knowledge of Gujarati or Hindi or both:
Provided that the upper age limit may be relaxed in favour of a candidate belonging to Scheduled Castes, Scheduled
Tribes, Socially and Educationally Backward Class, Economically Weaker Sections and Women in accordance with the
provisions of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967:
Provided further that the age limit may also be relaxed in favour of a candidate who is already in the service of the
Government of Gujarat, in accordance with the provisions of the Gujarat Civil Services Classification and Recruitment
(General) Rules, 1967.
4. To be eligible for appointment by direct selection from the ex-servicemen or paramilitary force or state police
force to the post mentioned in rule 2, a candidate shall, -
(a) be a retired person not below the rank of Havaldar from the Indian Army or its equivalent post in the Air
force or the Navy or retired police Head Constable Grade-I from the Border Security Force or the Central
Reserve Police Force or the State Reserve Police Force;

(c) not be more than 40 years of age;
(d) possess a bachelor's degree obtained from any of the Universities established or incorporated by or under
the Central or a State Act in India; or any other educational institution recognised as such or declared as
deemed to be a University under section 3 of the University Grants Commission Act, 1956; or possess an
equivalent qualification recognised by the Government; or possess a graduation equivalent certificate issued
by military or paramilitary or State police authorities;
(e) have passed the Indian Army first class certificate and Map Reading Class-II examination or possess an
equivalent qualification recognized as such by the Government for the purpose;
(f) possess a valid light motor vehicle driving licence on the date of appointment;
(g) possess the minimum requisite standard of physique as specified in Appendix-A annexed to these rules;
(h) possess the basic knowledge of computer application as prescribed in Gujarat Civil Services Classification
and Recruitment (General) Rules, 1967; and
(i) possess adequate knowledge of Gujarati or Hindi or both.
5. The provisions of rule 9A of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967 shall
be applicable in respect of the candidate appointed by direct selection.
6. A candidate appointed by direct selection shall have to undergo such training and to pass such examination as may
be prescribed by the Government.
7. A candidate appointed by direct selection will be required to furnish a security and surety bond in such form, for
such amount and for such period as may be prescribed by the Government.
Appendix ‘A’

Minimum Physical Standards for the post of Havaldar Instructor, Class-III, in the Subordinate Services of office
of the Commandant General, Home Guards.

A. For Male candidates:

C. A candidate with any one or more of the following physical defects shall be considered physically unfit:
Knock Knee, Pigeon Chest, Squint Eye, Flat Feet, Varicose Veins, Hammer Toes, Fractured Limb, Decayed Teeth,

Provided that a candidate with colour blindness defects shall be considered unfit for appointment.
E. A candidate shall be free from surgical deformities like Knock Knee, Flat Feet and shall not have a past history of
fits or psychiatric ailments, Varicose Veins etc.”
