PREAMBLE: The Honourable Anthony Rota, M.P., Speaker of the House of Commons of Canada and President of the Commonwealth Parliamentary Association has sent an invitation to the Commonwealth Parliamentary Association, Karnataka Branch read at (1) above, requesting to send Delegate/ Observers to attend the 65th Commonwealth Parliamentary Conference scheduled be held in Halifax, Canada from 20th to 26th August 2022. (1)2 Subsequently, the Hon’ble Chairman and the Hon’ble Speaker who are the Joint Presidents of CPA Karnataka Branch, have approved the name of Shri BASAVARAJ SHIVALINGAPPA HORATTI, Hon’ble Member, Karnataka Legislative Council to attend the 65th Commonwealth Parliamentary Conference as Observer from CPA Karnataka Branch in the file read at (2) above. The Government of India, in the Ministry of External Affairs vide Office Memorandum read at (4) above has conveyed the “No Objection from Political Angle” to the participation of Indian Parliamentary Delegation led by Hon’ble Speaker of Lok Sabha in the 65th Commonwealth Parliamentary Conference scheduled to be held in Halifax, Canada from 20th to 26th August 2022. The CPA India Branch Secretariat, New Delhi vide its letter read at (5) above has permitted the delegates attending the Annual CPA Conference to undertake Pre/Post Conference Study Tour to three countries excluding host country for a period of maximum 6 days (excluding travel time). Accordingly, Shri BASAVARAJ SHIVALINGAPPA HORATTI, Hon’ble Member, Karnataka Legislative Council will be utilizing the said facility and would undertake Pre- Conference Study Tour from 20th to 22nd August, 2022 in Paris (France) and Post- Conference Study Tour from 27th August to 3rd September, 2022 in New York (U.S.A.) and London (U.K.), as per the itinerary for a total period of 6 days (excluding travel time). The entire expenditure in connection with this Foreign Tour will have to be borne by the State Government i.e., Karnataka Legislative Council Secretariat. No. RNP/KA/BGS/2202/2017-19 Licensed to post without prepayment WPP No. 297 3 The Hon’ble Special Board consisting of Hon’ble Chairman, Karnataka Legislative Council, Hon’ble Minister of Law and Parliamentary Affairs and Hon’ble Chief Minister, Government of Karnataka has approved the proposal of the foreign tour of Shri Basavaraj Shivalingappa Horatti, Hon’ble Member, Karnataka Legislative Council in the file read at (3) above. Hence this Order: ORDER NO. KLCS/CPA/95/65TH CPC/2020 BENGALURU, DATED THE 28th JULY, 2022 In pursuance of the provisions of Section 8 of the Karnataka Legislature Salaries, Pension and Allowances Act, 1956, the Special Board of Karnataka Legislative Council, has accorded approval for the participation of Shri BASAVARAJ SHIVALINGAPPA HORATTI, Hon’ble Member, Karnataka Legislative Council in the 65th Commonwealth Parliamentary Conference scheduled to be held in Halifax, Canada from 20th to 26th August 2022 and also to undertake Pre Conference Study Tour from 20th to 22nd August, 2022 in Paris (France) and Post Conference Study Tour from 27th August 2022 to 3rd September 2022 in New York (U.S.A) and London (U.K.), as per the itinerary for a total period of 6 days (excluding travelling days) and also for the payment of admissible estimated Travel Expenses of Rs. 14,18,732 (Fourteen Lakh Eighteen Thousand and Seven Hundred Thirty-two only) as advance subject to the adjustment in the final travelling allowance bills at the Exchange Rate on the said dates. In addition to this, if there is any claim from the Hon’ble Member, the said expenditure will also be reimbursed as per Rules. The entire expenditure in this behalf shall be debited to the Head of Account “8443-00-106-0-18-686”.
