AMENDMENTS In the said Regulations,- (1) in regulation 13, in clause (1), in the first and second provisos, for the expression “Accountant”, the expression “Assistant Section Officer-cum-Programmer” shall be substituted; (2) in ANNEXURE-III, under the heading “STAFF OF THE COMMISSION”, in the tabular column, for the expression “Accountant” in column (1), and the figure “10” in the column (2) thereof, the expression “Assistant Section Officer-cum- Programmer” and the figure “26” shall, respectively, be substituted; (3) in ANNEXURE V,- (A) in clause 1,- (i) sub-clause (a) shall be renumbered as sub-clause (a) (i); (ii) in sub-clause (a) (i) as so renumbered, the expression “Accountants” shall be omitted; (iii) in sub-clause (a) (i) as so amended, the following sub-clause shall be added namely:- “(ii) (a) the post of Assistant Section Officer-cum-Programmer shall constitute as a distinct category and the Secretary shall be the authority competent to make appointment, in respect of the said post;Mar. 29, 2017] TAMIL NADU GOVERNMENT GAZETTE 49 (b) Appointment to the post of Assistant Section Officer-cum-Programmer shall be made by direct recruitment or by promotion from the category of Data Entry Operator in the Commission. (c) (i) No person shall be eligible for appointment to the category of Assistant Section Officer-cum-Programmer by direct recruitment, if he has completed or will complete the age of 30 years on the 1st day of July of the year in which the selection for appointment is made. (ii) No person shall be appointed to the category of Assistant Section Officer-cum-Programmer by the method of direct recruitment or by promotion unless he possesses the qualification of a Master Degree in Computer Application or Master Degree in Science (Information Technology/Computer Science). (d) The principle of reservation of appointments as provided in Section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply to the category of Assistant Section Officer- cum-Programmer to be filled by direct recruitment”; (B) in clause 2,- (1) in sub-clause (a)(i),- (a) the expression “/Accountant” occurring in two places shall be omitted; (b) before the proviso, the following paragraph shall be inserted, namely:- “Every person appointed to the post of Assistant Section Officer-cum-Programmer by direct recruitment shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years”; (2) in sub-clause (a)(ii),- (a) for the expression “/Accountant” in the main provision, the expression ”Assistant Section Officer-cum-Programmer” shall be substituted; (b) in the proviso, the expression “/Accountant” shall be omitted; (3) in sub-clause (b),- (a) the expression “/Accountant” shall be omitted; (b) the following paragraphs shall be added at the end, namely:- “Every person appointed to the post of Assistant Section Officer-cum-Programmer by direct recruitment shall complete the foundational training at Civil Service Training Institute, Bhavanisagar and shall pass the test conducted at the end of training within the period of probation: Every person appointed to the post of Assistant Section Officer-cum-Programmer shall pass the Tamil Nadu Government Office Manual Test and the Departmental Test in Tamil Nadu Services Manual Volume-I within the period of his probation. If a person appointed to the post of Assistant Section Officer-cum-Programmer does not pass the prescribed Tests within the period of his probation, he shall not be allowed to draw his second and subsequent increments until he passes the said Tests. Such ineligibility to draw increments shall not have the effect of postponing his future increments after he has passed the Tests”; (4) in sub-clause (c), for the expression “Accountants”, the expression "Assistant Section Officer-cum-Programmers" shall be substituted; (C) in clause 3, the following paragraph shall be added, namely:- “The service rules applicable to the post of Assistant Section Officer in the Commission, shall, except or otherwise provided in these Regulations, be applicable to the holders of the post of Assistant Section Officer-cum-Programmer in the Commission”; (D) in clause 8, for the expression “Assistant promoted to officiate as Accountant”, the expression “Data Entry Operator promoted to officiate as Assistant Section Officer-cum-Programmer” shall be substituted.
