[G.O. Ms. No. 217, Agriculture (AA IV(2)), 20th July 2016, Ý® 5, ¶¡ºA, F¼õœÀõ˜ ݇´-2047.] No. SRO B-37/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Agricultural Extension Subordinate Services (Section 1 in Volume III of the Tamil Nadu Services Manual, 1970). Amendment hereby made shall be deemed to have come into force on the 11th day of February, 2014. AMENDMENT In the said Rules, in rule 2, in the tabular column, for the entry, “By promotion from among the holders of the post of Assistant Agricultural Officer in Category 3 including the Assistant Seed Officer in Category 2 who is promoted from the post of Assistant Agricultural Officer in Category 3”, in column (3) against the entry “Category I” in column (1) and the entry “Deputy Agricultural Officer” in column (2) thereof, the following entry shall be substituted, namely:- "By promotion from among the holders of the post of Assistant seed Officer in Category 2." Amendments to the Special Rules for the Tamil Nadu Agricultural Extension Service. [G.O. Ms. No. 66, Agriculture (AA 4), 7th March 2017, ñ£C 23, ¶¡ºA, F¼õœÀõ˜ ݇´-2048.] No.SRO B-38/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Agricultural Extension Service (Section 36 in Volume II of the Tamil Nadu Service Manual, 1989). 2.(a) Amendment (1) shall be deemed to have come into force on the 15th May 1996. (b) Amendment (2) hereby made shall be deemed to have come into force on the 7th March 2017. AMENDMENTS In the said Special Rules, (1) in rule 7 after sub-rule (c), the following sub-rule shall be added, namely:- “(d) If an Agricultural Officer (Extension) does not pass the tests specified in sub-rule (b) within the period of his probation, he shall not be deemed to have completed his probation satisfactorily and increments in the time scale of pay applicable to him shall be stopped without cumulative effect”. (2) in rule 9, sub-rule (aa), the following sub-rule shall be substituted, namely:- “Every person appointed by Recruitment by transfer to the post of Agricultural Officer (Extension) shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years”. Amendment to the Special Rules for the Tamil Nadu Agricultural Extension Subordinate Service. [G.O. Ms. No. 76, Agriculture (AA IV (2)), 17th March 2017, ðƒ°Q 4, ¶¡ºA, F¼õœÀõ˜ ݇´ 2048.] No. SRO B-39/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu Agricultural Extension Subordinate Service (Section-I in Volume III of the Tamil Nadu Services Manual 1970) The amendment hereby made shall be deemed to have come into force on the 30th January, 2015. AMENDMENT In the said Special Rules, in rule 7, in sub-rule (b), in the Table, against the post “Assistant Agricultural Officer”, in column (1), after the heading "By direct recuritment" and the entries thereunder in Column (2), the following entry shall be added, namely:- 3. Must possess adequate knowledge of Tamil as referred to in item (i) to the Explanation of sub section 1 of Section 21 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016.June 21, 2017] TAMIL NADU GOVERNMENT GAZETTE 83 Provided that the qualification relating to adequate knowledge of Tamil shall be given effect to the notification issued by the Tamil Nadu Public Service Commission on 30-1-2015 for the post of Assistant Agricultural Officer and thereafter the provisions contained in the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 may be followed. HEALTH AND FAMILY WELFARE DEPARTMENT Amendments to the Ad hoc Rules relating to the Temporary Post of Dialysis Technician Grade-II in Tamil Nadu Medical Subordinate Service. [G.O. Ms. No. 176, Health and Family Welfare (C2), 11th May 2017, Chithirai 28, Hevilambi, Thiruvalluvar Aandu-2048.] No.SRO B-40/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Adhoc Rules published with the Health and Family Welfare Department Notification No. SRO B-62/2016, at pages 90-92 of Part III—Section 1(b) of the Tamil Nadu Government Gazette, dated the 28th September 2016. AMENDMENTS. In the said Rules,- (1) in rule 5,- (a) for sub-rule (a), the following sub-rule shall be substituted, namely:- “(a). Age.-No person shall be eligible for appointment to the posts by direct recruitment, if he has completed or will complete 30 years of age on the first day of July of the year in which the selection for appointment in made”; (b) in sub-rule (b), in the ‘Table”, for the entries in item (ii) in column (2), against the entries “Dialysis Technician Grade II” in column(1) thereof, the following entries shall be substituted, namely:- “(ii). By direct recruitment:- (a) Must have passed Higher Secondary Course with the following science subjects, namely:- (a) physics, chemistry Botany and Zoology: or (b) Physics, Chemistry, Biology and any other related subjects; (b) Must have passed one year Certificate course in Dialysis Technology conducted at the Government Medical Institutions or any other Institution recognized by the State or Central Government.”; (2) in rule 7, the following provisos shall be added, namely:- “Provided that on and from the 1st June 1988, a monthly pay shall be calculated in the scale of pay of Rs. 1200-30-1560-40-2040: Provided further that on and from the 1st January 1996, a monthly pay shall be calculated in the scale of pay of Rs. 4500-125-7000: Provided also that on and from the 1st January 2006, a monthly pay shall be calculated in the Pay Board of PB-2 Rs. 9300-34,800 with Grade Pay of Rs. 4200". [G.O.Ms. No.31, Micro, Small and Medium Enterprises (E.I.1), 8th May 2017, CˆF¬ó 25, «ýM÷‹H, F¼õœÀõ˜ ݇´-2048.] No. SRO B-41/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following rules.84 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b) 2. The rules hereby made shall be deemed to have come in to force on the 4th June 1998. RULES The Tamil Nadu Government Servants (Conditions of Service) Act, 2016 and the Special Rules applicable to the holders of the permanent posts in category 3 of the Tamil Nadu Industries Service shall apply to the holders of the temporary post of System Analyst, sanctioned from time to time in the Industries and Commerce Department, subject to the modifications specified in the following rules:- 2. Constitution.—The post shall constitute a distinct and separate post under category 3 of the said service. 3. Appointment.—Appointment to the post shall be made as follows:- (i) by recruitment by transfer from among the holders of the post of Assistant Programmer in the Industries and Commerce Department; or (ii) by recruitment by transfer from any other service; or (iii) by direct recruitment 4. Qualification (a) Age.—No person shall be eligible for appointment to the post by direct recruitment, if he has completed or will complete 30 years of age on the first day of July of the year in which the selection for appointment is made. (b) Other qualifications.—No person shall be eligible for appointment to the post by the method of appointment specified in column (1) of the Table below, unless he possesses the qualifications specified in the corresponding entries in column (2) thereof:- THE TABLE Method of Appointment Qualifications (1) (2) Recruitment by transfer from among (i) BE/B.Tech. Computer Science/Information the holders of the post of Assistant Programmer Technology in Industries and Commerce Department. (or) M.C.A./MSc., (I.T.) with two years experience in Software (ii) Must be an approved probationer in the post of Assistant Programmer Recruitment by transfer from other any other service or B.E/B.Tech. Computer Science/ Information Technology direct Recruitment. (or) M.C.A./M.Sc. (I.T.) with two years experience in Software 5. Probation.—Every person appointed to the post by direct recruitment shall from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years and by recruitment transfer be on probation for a total period of one year on duty within a continuous period of two years. 6 (a) Posting and Transfer.—The Government shall be the competent authority to issue postings and transfers. (b) Leave and reposting .—The Industries Commissioner and Director of Industries and Commerce shall be the authority competent to grant leave and issue orders of re-postings. 7. Pay.—(a) There shall be paid to the holder of the post a monthly pay calculated in the scale of pay of Rs.8000-275-13,500 with effect from the 4th June 1998. (b) There shall be paid to the holder of the post a monthly pay calculated in the scale in PB-3, 15600-39100+5400 G.P. with effect from 1st January 2006. 8. Saving clause.—Nothing contained in this rule shall affect the holders of the post of System Analyst as on the 11th March 2010. [G.O.Ms. No. 110, School Education (SE2(1), 26th May 2017, ¬õè£C 12, «ýM÷‹H, F¼õœÀõ˜ ݇´-2048.] No. SRO B-42/2017.—In exercise of the powers conferred by the proviso to Article 309 of the constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu School Educational Subordinate Service (Section 48 in Volume III of the Tamil Nadu Services Manual). 2. The amendments hereby made shall come into force on 26-5-2017. AMENDMENT In the said rules, in rule 3, in sub-rule (a), in the Table, under Class I, against Category-I ‘Deputy Inspector of Schools and School Assistants’ in column (1) for the proviso in column (2) thereof, the following proviso shall be substituted, namely:- “Provided that fifty percent of the substantive vacancies shall be filled by direct recruitment and out of this ten percent shall be filled from among the qualified Secondary Grade Teachers, and other teachers with Secondary Grade scale of pay, working in Government Higher Secondary Schools, Government High Schools, recognized Higher Secondary Schools, High Schools, Middle Schools and Elementary Schools under the Local Bodies (Corporation or Municipal or Panchayat Union) and all Aided Managements: Provided further that if sufficient number of suitable Secondary Grade Teachers and other Teachers with Secondary Grade Scale of Pay working in the type of schools specified in the aforesaid proviso are not available for direct recruitment, such vacancies shall be filled up from other candidates available for selection in open market.” Amendment to the Special Rules for the Tamil Nadu Higher Secondary Educational Service. [G.O.Ms. No. 110, School Education (SE2(1), 26th May 2017, ¬õè£C 12, «ýM÷‹H, F¼õœÀõ˜ ݇´-2048.] No. SRO B-43/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu Higher Secondary Educational Service (Section 37 in Volume II of the Tamil Nadu Services Manual, 1969). 2. The amendment hereby made shall come into force on 26-5-2017. AMENDMENT In the said rules, in rule 2, in sub-rule (b), in clause (ii) for the provisos, the following provisos shall be substituted, namely:- “Provided that fifty percent of the substantive vacancies in Category I, ‘Post Graduate Assistants in Academic subjects’ under Class-II of the service shall be filled by direct recruitment and out of this, ten percent shall be filled from among the qualified Secondary Grade Teachers and other Teachers with Secondary Grade scale of pay working in Government Higher Secondary Schools, Government High Schools, recognized Higher Secondary Schools, High Schools, Middle Schools and Elementary Schools under the Local Bodies (Corporation or Municipal or Panchayat Union) and all Aided Managements: Provided further that fifty percent of the substantive vacancies in category 2, “Post Graduate Assistants in Languages,’ under Class II of the service shall be filled by direct recruitment and out of this, ten percent shall be filled from the qualified Secondary Grade Teachers and other Teachers with Secondary Schools, Government High Schools, recongnized Higher Secondary Schools, High Schools Middle Schools and Elementary Schools under the Local Bodies (Corporation or Municipal or Panchayat Union) and all Aided Manaments: Provided also that if sufficient number of suitable Secondary Grade Teachers and other Teachers with Secondary Grade Scale of Pay working in the type of schools specified in the aioresaid provisos are not available for direct recruitment, such vacancies shall be filled up from other candidates available for selection in open market.” T.
