L.-33004/99 सससीीी...जजजीीी...---डडडीीी...एएएललल...---अअअ...---111444000888222000222666---222777555444888000 CCCGGG---DDDxLLLx---xEEEG---I111D444H000x888x222x000 222666---222777555444888000 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 666] नई ददल्ली, बृहस्ट्प जतवार, अगस्ट्त 13, 2026/श्रावण 22, 1948 No. 666] NEW DELHI, THURSDAY, AUGUST 13, 2026/SHRAVAN 22, 1948 परे ोजलयम और प्राकृजतक गसै मत्रं ालय आदेि नई ददल्ली, 13 अगस्ट् त, 2026 सा.का.जन. 730(अ).— केन्द्रीय सरकार, आवश्यक वस्तु अधिधियम, 1955 (1955 का 10) की िारा 3 द्वारा प्रदत्‍त शध‍त‍ यों का प्रयोग करत ेहुए, पट्रे ोधियम उत्पाद (उत्पादि, भडं ारण और प्रदाय का रखरखाव) आदेश, 1999 का और संशोिि करिे के धिए धिम्ि‍ धिधखत आदशे करती ह,ै अर्ाात् :- 1. सधं िप्त िाम और प्रारंभ -- (1) इस आदेश का संधिप्‍त िाम पट्रे ोधियम उत्पाद (उत्पादि, भडं ारण और प्रदाय का रखरखाव) संशोिि आदेश, 2026 ह।ै (2) यह राजपत्र म ेंइसके प्रकाशि की तारीख को प्रवृत्‍त होगा। 2. पेट्रोधियम उत्पाद (उत्पादि, भडं ारण और प्रदाय का रखरखाव) आदशे , 1999 (धजसे इसम ेंइसके पश्चात ्उक्त आदशे कहा गया ह)ै के खडं 2 म,ें उपखंड (झ) के पश्चात,् धिम्नधिधखत उपखंड अतं :स्र्ाधपत ककया जाएगा, अर्ाात:् - ‘(ञ)‍“अिुसूची”‍स े इस आदशे स े उपाबद्ध अिुसूची अधभप्रेत ह।ै ’ 6259 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. उक्त आदेश म ें खडं 3 के पश्चात् धिम्नधिधखत खडं अंत:स्र्ाधपत ककया जाएगा, अर्ाात् :-- “3क. तरि पेट्रोधियम गैस उत्पादि और प्रदाय के धिए पररचािि धिदशे -- (1) यह आदेश ककया जाता ह ैकक सभी सावाजधिक ित्रे , संयुक्त उद्यम और धिजी ित्रे की तिे शोिि कंपधियां और अपस्ट्रीम तिे कंपधियां,-- i. अिुसूची म ें धवधिर्दाष्ट मात्राओं के धिए पयााप्त मात्रा म ें तरि पट्रे ोधियम गैस के भंडारण, धिकासी और पररवहि के धिए स्वय ं या अन्द्य संस्र्ाओं जैस े रेिवे या सड़क टैंकरों के माध्यम स े पयााप्त अवसंरचिा का धवकास, संविाि और प्रत्येक समय रखरखाव करेंगी; ii. उच्च प्रौद्योधगकी केंर या ककसी अन्द्य प्राधिकृत एजेंसी को सूचिा के सार्, जब भी ऐसा उन्नयि ककया जाता ह,ै अिुसूची म ें यर्ाधवधिर्दाष्ट वतामाि न्द्यिू तम उत्पादिीय मात्रा स े अधिक तरि पेट्रोधियम गैस उत्पादि को अधिकतम करि े के धिए, िफ़्र्ा-से- तरि पेट्रोधियम गैस रूपांतरण, गैसोिीि-आिाररत तरि उत्प्ररे क क्रैककंग इकाई स े पेट्रो-तरि उत्प्रेरक क्रैककंग इकाई, या अन्द्य उन्नयि जैसी सभी तकिीकी और आर्र्ाक रूप स े व्यवहाय ा उपायों और प्रौद्योधगककयों को कायााधन्द्वत करेंगी। स्पष्टीकरण— इस धियम के प्रयोजिों के धिए "अपस्ट्रीम तिे कंपिी" स े कोई भी व्यधक्त, फमा, कंपिी या अन्द्य कािूिी इकाई अधभप्रेत ह,ै जो खधिज तेिों की खोज, मूलयांकि, धवकास और उत्पादि म ें िगी हुई ह ै या ऐसा काय ा कर रही ह।ै (2) यकद केंरीय सरकार की राय ह ै कक घरेि ू तरि पेट्रोधियम गैस की पयााप्त उपिब्िता, साम्यापूणा धवतरण और उधचत मूलय पर उपिब्िता सुधिधश्चत करिा जिधहत म ेंआवश्यक ह,ै तो वह स्वय ंया उच्च प्रौद्योधगकी केंर या ककसी अन्द्य प्राधिकृत एजेंसी के माध्यम स,े धिधखत आदशे द्वारा तिे शोिि कंपधियों, तेि धवपणि कंपधियों और अपस्ट्रीम तेि कंपधियों को तरि पेट्रोधियम गैस उत्पादि स्तर को उसम ें धवधिर्दाष्ट ऐसी मात्रा और अवधि के धिए बढाि े का धिदेश जारी कर सकेगी, धजसके अतं गता तरि पेट्रोधियम गैस के उत्पादि के धिए अपेधित इिपटु स्ट्रीम के वैकधलपक उपयोगों पर ककसी धिबंिि का अिुपािि भी ह।ै (3) उपखंड (2) के अिीि जारी ककए गए धिदशे ों म ें कंपधियों स े धििााररत समय-सीमा के भीतर तरि पेट्रोधियम गैस उत्पादि स्तर बढाि े की अपेिा की जाएगी। (4) केंरीय सरकार प्रत्येक वर् ा 1 जिवरी और 1 जिु ाई को अिुसूची को अद्यति करेगी, धजसके अंतगता िई ररफाइिररयों और अपस्ट्रीम तिे कंपधियों स े तरि पेट्रोधियम गैस उत्पादि या तरि पेट्रोधियम गैस की संबद्ध अवसंरचिा और उत्पादि प्रौद्योधगकी, धिकासी, प्रदाय, पररवहि या धवतरण म ें पररवतिा के कारण धवद्यमाि ररफाइिररयों और अपस्ट्रीम कंपधियों स े अधतररक्त मात्रा म ें तरि पेट्रोधियम गैस की अद्यति जािकारी भी ह।ै (5) उच्च प्रौद्योधगकी केंर या कोई अन्द्य प्राधिकृत एजेंसी इस खडं के अिीि जारी धिदेशों के कायाान्द्वयि की धिगरािी करेगी । (6) इस खडं के अंतगात जारी ककए गए धिदेशों का कोई उलिघं ि आवश्यक वस्तु अधिधियम, 1955 के उपबंिों के अिीि दंडिीय होगा।”[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 4. उक्त आदेश के खंड 10 के पश्चात् धिम्नधिधखत अिुसूची अंत:स्र्ाधपत की जाएगी, अर्ाात ् :-- “अिसु चू ी (खंड 3क देख)ें ररफाइिरी और अपस्ट्रीम तिे कंपिी ित्रे अधिकतम तरि पट्रे ोधियम गसै उत्पादि क्रम स.ं ररफाइिरी/अपस्ट्रीम तिे कंपिी अधिकतम तरि पट्रे ोधियम गसै उत्पादि (हजार मीरट्रक टि प्रधतकदि) (1) (2) (3) 1. आईओसीएि- धडगबोई 0.04 2. आईओसीएि-गुवाहाटी 0.15 3. आईओसीएि- बरौिी 1.12 4. आईओसीएि-गुजरात 1.59 5. आईओसीएि- हधलदया 0.85 6. आईओसीएि-मर्ुरा 2.20 7. आईओसीएि- पािीपत 2.36 8. आईओसीएि- बोंगाईगांव 0.76 9. आईओसीएि- पारादीप 3.36 10. सीपीसीएि- मिािी 1.48 11. एचपीसीएि-मुंबई 1.82 12. एचपीसीएि- धवशाख 2.02 13. एमआरपीएि-मगं िौर 4.60 14. बीपीसीएि-मुंबई 1.80 15. बीपीसीएि कोधच्च 4.80 16. बीपीसीएि-बीिा 0.78 17. एिआरएि- िुमािीगढ 0.24 18. एचआरआरएि 1.54 कुि योग (पीएसय ू कंपिी) 31.47 19. एचएमईएि 3.40 20. िायरा 4.48 21. आरआईएि-डीटीए 18.00 आरआईएि-एसईजेड कुि (धिजी कंपिी) 25.88 कुि योग पीएसय ू+ धिजी 57.354 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 22. ओएिजीसी 2.45 23. ओआईएि 0.98 24. जीएआईएि 3.03 कुि अपस्ट्रीम ित्रे 6.46 कुि तरि पट्रे ोधियम गसै िमता 63.81”. Short title and commencement. – (1) This Order may be called the Petroleum Products (Maintenance of Production, Storage and Supply) Amendment Order, 2026. (2) It shall come into force on the date of its publication in the Official Gazette. 2. In the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999 (herein after referred to as the said Order), in clause 2, after sub-clause (i), the following sub-clause shall be inserted, namely: – ‘(j) “Schedule” means a Schedule appended to this Order.’. 3. In the said Order, after clause 3, the following clause shall be inserted, namely: – “3A. Operational directions for Liquified Petroleum Gas production and supply. – (1) It is hereby ordered that all public sector, joint venture and private sector oil refining companies, and upstream oil companies shall, – (i) develop augment and at all times maintain adequate infrastructure for storage, evacuation and transport of Liquified Petroleum Gas either by itself or through other entities viz railways or road tankers adequate for the quantities specified in the Schedule; (ii) implement all technically and economically feasible measures and technologies such as naphtha-to- liquified petroleum gas conversion, gasoline-based fluid catalytic cracking unit to petro-fluid catalytic cracking unit, or other upgrades, to maximise Liquified Petroleum Gas production beyond current minimum producible quantities as specified in the Schedule, with intimation to Centre for High Technology or any other authorised agency, whenever such an upgrade is undertaken. Explanation. – For the purposes of this rule “upstream oil company”, means any person, firm, company or other legal entity engaged in or undertaking the exploration, appraisal, development and production of mineral oils. (2) If Central Government is of the opinion that it is necessary in public interest to ensure adequate availability, equitable distribution and availability at fair prices of domestic Liquified Petroleum Gas, it may by itself or through Centre for[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 High Technology or any other authorised agency, by order in writing, issue direction to oil refining companies, oil marketing companies and upstream oil companies to ramp up the Liquified Petroleum Gas production levels for such quantity and period specified therein, including compliance with any restrictions on alternative uses of input streams required to produce the Liquified Petroleum Gas. (3) The directions issued under sub-clause (2) shall require the companies to ramp-up the Liquified Petroleum Gas production levels within the stipulated time frame. (4) The Central Government shall update the Schedule on 1st January and 1st July of every year including updates to Liquified Petroleum Gas production from new refineries and upstream oil companies or additional Liquified Petroleum Gas quantities from existing refineries and upstream companies due to changes to associated infrastructure and production technology, evacuation, supply, transport or distribution of Liquified Petroleum Gas. (5) The Centre for High Technology or any other authorised agency shall monitor the implementation of the directions issued under this clause. (6) Any contravention of directions issued under this clause shall be punishable under the provisions of the Essential Commodities Act, 1955.”. 4.
