(यदि उपलब्ध हो), एनरलोिर दफिमेंि और सॉफ्िवेयर/फमचवेयर फ्लैसिंग। 3 डीसी – डीसी कनविचर डीसी-डीसी कनविचर का जवजनमाचण घरेल ू स्ट्तर पर दकया िाएगा जिसम ें मुख्य रूप स े िाजमल ह:ैं पीसीबी पर इलेररॉजनक उनके घरेल ू जवजनमाचण का आकलन करन े के जलए अलग स े दििा-जनििे िारी करेंगी। 2) कई पीएमपी घिकों (िैसे डीसी-डीसी कनविचर, ऑन-बोड च चािरच और इन्विचर सजहत मोिर जनयंत्रक स े युक्त 3-इन- 1 कॉम्बो इकाई) से युक्त एकीकृत इकाई के मामले म,ें अनपु ालन के जलए पीएमपी सत्यापन प्रत्येक पीएमपी घिक के जलए अलग स े दकया िाएगा। 3) ई-िपु जहया, ई-जतपजहया के जलए इन्स्ट्ुमेंि पोिेबल चािरच के मामले म ें इसे वाहन की एरस-फैररी कीमत म ें िाजमल दकया िाना ह।ै 4) “जवजनमाचण” की पररभाषा सीिीएसिी अजधजनयम 2017 म ेंपररभाजषत दकए अनुसार होगी। 5) पीएमपी घिकों और इलेजररक वाहनों (ई-िपु जहया, ई-जतपजहया) के अन्य सभी घिकों के सीकेडी रूप म ें (एकल आपूर्तचकताच स)े आयात की अनमु जत नहीं िी िाएगी। 2. ई-बस (एम2 / एम3) वाहन श्रणे ी के जलए पीएमपी क्र. पीएमपी सघं िक पीएमपी अपक्षे ाएं स.ं 1 एचवीएसी (हीटिंग, अजधसूचना की जतजथ स े 6 महीने से प्रभावी : वेंरिलेिन और एयर एचवीएसी का जवजनमाचण घरेल ू स्ट्तर पर दकया िाएगा जिसम ें कम स े कम ब्लोअर कंडीिसनंग जसस्ट्िम) दफिमेंि, इलेजररक कंप्रेसर दफिमेंि, जचलर यूजनि दफिमिें , हीिर दफिमेंि (यदि (यदि दफि दकया गया उपलब्ध हो), सकुचलेिन वेंि दफिमेंि, दफल्िर दफिमेंि, कंरोल पैनल/यूजनि दफिमेंि और हो) एचएमआई कंसोल दफिमेंि िाजमल ह।ैं 2 ब्रेक के जलए इलेजररक अजधसूचना की जतजथ स े 6 महीने से प्रभावी: कंप्रेसर ब्रेक के जलए इलेजररक कंप्रेसर का जवजनमाचण घरेलू स्ट्तर पर दकया िाएगा जिसम ें कम स े कम केबल दफिमेंि, कनेरिर दफिमेंि, हीि-ससंक दफिमेंि, एनरलोिर दफिमेंि, मोिर दफिमेंि और िाजमल ह।ैं अजधसूचना की जतजथ स े 12 महीने तक बीएमएस के आयात की अनुमजत िी िाएगी। 6 डीसी – डीसी कनविचर अजधसूचना की जतजथ स े 6 महीने से प्रभावी: डीसी-डीसी कनविचर का जवजनमाचण घरेलू स्ट्तर पर दकया िाएगा एनरलोिर दफिमेंि और सॉफ्िवेयर/फमचवेयर फ्लैसिंग िाजमल ह।ैं ई-बस (एम2 / एम3) पीएमपी की अन्य ित ें 1) इलेजररक वाहनों (ई-बसों) के सभी अन्य घिकों का जवजनमाणच घरेल ू स्ट्तर पर दकया िाएगा। परीक्षण एिेंजसयां In partial modification of the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E- DRIVE) Scheme which was notified by Ministry of Heavy Industries vide S.O.4259 (E) dated 29 th September 2024, the following amendments are made with effect from date of its publication in the Official Gazette: - 2. Annexure-5 of the notification, regarding Phased Manufacturing Programme (PMP) for electric vehicles (EVs) is replaced with attached Annexure-5.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Annexure 5 Phased Manufacturing Programme (PMP) for Electric Vehicles for eligibility under PM E-DRIVE Scheme 1. PMP for Vehicle Category e2W (L1 & L2), e3W (L5, E-Rickshaw and E-Cart) Sr. PMP PMP Requirement No. Component (With effect from 1st May 2025 for e2W (L1 & L2) and e3W [L5, E- Rickshaw and E-Cart]) 1 Traction battery Manufacturing of traction battery pack which mainly includes cell-to-cell pack connections, bus bar fitment, sensors mounting, wiring, connector fitment, safety devices (DC contactor, fuses) fitment, BMS (Battery Management System) and thermal management system integration, pressure release valves fitment, enclosure fitment shall be domestically performed. Import of battery modules shall not be permitted. 2 Battery Manufacturing of BMS which mainly includes assembly of electronic Management components/semiconductors/connectors on the PCB, wiring, connector fitment, System (BMS) heat-sink fitment (if provided), enclosure fitment, software/firmware flashing shall be domestically performed. 3 DC – DC Manufacturing of DC – DC converter which mainly includes assembly of converter electronic components/semiconductors/ connectors on the PCB, wiring, connector fitment, heat-sink fitment, enclosure fitment, software/firmware flashing shall be domestically performed. 4 Vehicle control Manufacturing of Vehicle control unit (VCU) which mainly includes assembly unit of electronic components/ semiconductors/ connectors on the PCB, wiring, connector fitment, heat-sink fitment, enclosure fitment, software/firmware flashing shall be domestically performed. 5 On Board Manufacturing of On-Board Charger / external portable charger which mainly Charger/ includes assembly of electronic components/semiconductors/ connectors on the External PCB, wiring, connector fitment, heat-sink fitment, enclosure fitment, Portable Charger software/firmware flashing shall be domestically performed. 6 Traction Motor Manufacturing of traction motor which mainly includes coil winding, magnet fitment, fitment of rotor assembly into motor, fitment of stator assembly into motor, shaft fitment, bearing fitment, enclosure fitment, connectors fitment, wires fitment shall be domestically performed. 7 Traction Motor Manufacturing of Traction Motor controller including inverter which mainly controller includes assembly of electronic components/semiconductors/connectors on the including PCB, wiring, connector fitment, heat-sink fitment, enclosure fitment, inverter software/firmware flashing shall be domestically performed. 8 Instrument Manufacturing of Instrument Cluster which mainly includes assembly of Cluster electronic components/semiconductors/ connectors on the PCB, wiring, display unit, connector fitment, heat-sink fitment, enclosure fitment, software/firmware flashing shall be domestically performed. Additional Conditions of e2W (L1 & L2), e3W (L5, E-Rickshaw and E-Cart) PMP 1. All other Components of electric vehicles (e2W & e3W) shall be domestically manufactured. Testing agencies shall issue separate guidelines for assessing their domestic manufacturing. 2. In the case of integrated unit consisting of multiple PMP components (e.g. 3-in-1 combo unit consisting of DC-DC converter, on-board charger and motor controller including inverter), PMP verification for compliance shall be carried out separately for individual PMP component.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 3. In the case of external portable charger for e-2W and e-3W the same is to be included in the ex- factory price of the vehicle. 4. Definition of “manufacture” shall be as defined in CGST Act 2017. 5. Import of PMP components and all other components of electric vehicles (e-2W & e-3W) in CKD form (from single supplier) shall not be permitted. 2. PMP for Vehicle Category e-buses (M2/M3) Sr. PMP PMP Requirement No. Component 1 HVAC With effect from 6 Months from the date of Notification: (Heating, Manufacturing of HVAC which at least includes fitment of blowers, fitment of Ventilation and Air electric compressor, fitment of chiller unit, fitment of heater (if provided), fitment Conditioning of circulation vents, fitment of filter, fitment of control panel/unit, fitment of HMI System) console shall be domestically performed. (if fitted) 2 Electric With effect from 6 Months from the date of Notification: Compressor for Manufacturing of Electric compressor for brake which at least includes, cable Brake fitment, connector fitment, heat-sink fitment, enclosure fitment, fitment of motor, scroll/reciprocating/vane/screw fitment shall be domestically performed. 3 Charging inlet With effect from 6 Months from the date of Notification: CCS2 Manufacturing of Charging inlet CCS2 which at least includes contact pin fitment, cable integration, housing fitment shall be domestically performed. 4 Traction battery With effect from 6 Months from the date of Notification: pack Manufacturing of traction battery pack which at least includes cell-to-cell connections, bus bar fitment, sensors mounting, wiring and crimping, connector fitment, safety devices fitment, BMS and thermal management system integration, pressure release valves fitment, enclosure fitment shall be domestically performed. Import of battery modules shall not be permitted. 5 Battery With effect from 12 Months from the date of Notification: Management Manufacturing of BMS which at least includes assembly of electronic System (BMS) components/semiconductors/connectors on the PCB, wiring, connector fitment, heat-sink fitment (if provided), enclosure fitment, software/firmware flashing shall be domestically performed. Up to 12 Months from the Date of Notification, import of BMS may be permitted. 6 DC – DC converter With effect from 6 Months from the date of Notification: Manufacturing of DC – DC converter which at least includes integration of assembled PCB (PCBA), wiring and crimping, connector fitment, heat-sink fitment, enclosure fitment, software/firmware flashing shall be domestically performed. With effect from 12 Months from the date of Notification: Manufacturing of DC – DC converter which at least includes assembly of electronic components/semiconductors/ connectors on the PCB, wiring and crimping, connector fitment, heat-sink fitment, enclosure fitment, software/firmware flashing shall be domestically performed. 7 Vehicle Control With effect from 6 Months from the date of Notification: Unit Manufacturing of Vehicle control unit (VCU) which at least includes assembly of electronic components/ semiconductors/ connectors on the PCB, wiring, connector fitment, heat-sink fitment, enclosure fitment, software/firmware flashing shall be domestically performed. 8 Traction Motor With effect from 6 Months from the date of Notification:8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Manufacturing of traction motor which at least includes magnet fitment, fitment of rotor assembly into motor, fitment of stator assembly into motor, shaft fitment, bearing fitment, enclosure fitment, connectors fitment, cables fitment shall be domestically performed. 9 Traction Motor With effect from 6 Months from the date of Notification: controller including Manufacturing of Traction Motor controller including inverter which at least inverter includes integration of assembled PCB (PCBA), high voltage connectors fitment, cables fitment, heat-sink fitment, enclosure fitment, software/firmware flashing shall be domestically performed. With effect from 12 Months from the date of Notification: Manufacturing of Traction Motor controller including inverter which at least includes assembly of electronic components/semiconductors/connectors on the PCB, high voltage connectors fitment, cables fitment, heat-sink fitment, enclosure fitment, software/firmware flashing shall be domestically performed. 10 Instrument Cluster With effect from 6 Months from the date of Notification: Manufacturing of Instrument Cluster which at least includes assembly of electronic components/semiconductors/ connectors on the PCB, display unit, wiring, connector fitment, heat-sink fitment, enclosure fitment, software/firmware flashing shall be domestically performed. Additional Conditions of e-buses (M2/M3) PMP 1. All other Components of electric vehicles (e-Buses) shall be domestically manufactured. Testing agencies shall issue separate guidelines for assessing their domestic manufacturing. 2. In the case of integrated unit consisting of multiple PMP components (e.g. 3-in-1 combo unit consisting of DC-DC converter, on-board charger and motor controller including inverter), PMP verification for compliance shall be carried out separately for individual PMP component. 3. Definition of “manufacture” shall be as defined in CGST Act 2017. 4. Import of PMP components and all other components of electric vehicles (e-Buses) in CKD form (from single supplier) shall not be permitted.
