(1) इस स्ट्कीम के अधीन लाभ प्राप्त करन े का इच्छुक दकसी भी व्यजि के जलए प्रमाणीकरण स े गुिरन े या आधार संख्या होने का प्रमाण प्रस्ट्तुत करना अपेजक्षत होगा। (2) यदि ऐसे व्यजि को आधार संख्या आिंरित नहीं की गई ह,ै तो उसे नामांकन के जलए आिेिन करना होगा। (3) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के उपर्ंधों के अनुसार, मंत्रालय उन लाभार्थचयों का नामांकन सुजनजश्चत करेगा जिनका नामांकन होना अभी िेष ह,ै या उपयुि उपायों के माध्यम से उनके आधार जििरणों को अद्यतन करेगा, जिसमें रजिस्ट्रारों के साथ समन्िय करना और सुजिधािनक स्ट्थानों पर नामांकन केंद्र स्ट्थाजपत करना या स्ट्िय ंरजिस्ट्रार र्नकर नामांकन सुजिधाएं प्रिान करना िाजमल ह:ै परंतु यह दक िर् तक दकसी लाभाथी को आधार संख्या आिंरित नहीं की िाती, तर् तक िह उि लाभ प्राप्त करन े के जलए अपनी पहचान जनम्नजलजखत िस्ट्तािेिों को प्रस्ट्ततु करके स्ट्थाजपत कर सकता है, जिनका िह हकिार ह ैऔर िो प्रस्ट्तुजत के समय िैध हों, या, यदि ऐसी पहचान के जलए मंत्रालय द्वारा प्रिान दकया गया या अजधकृत सॉफ्ििेयर ऐसे िस्ट्तािेिों की सामग्री को प्रमाजणत करने िाली िानकारी को उनके तैयार करन े या रखरखाि करन े िाले अजधकाररयों के डेिार्ेस स े इलेररॉजनक रूप स ेप्राप्त करने में सक्षम ह,ै तो ऐसी िानकारी प्राप्त करन े के जलए अपनी सहमजत िेकर, अथाचत:् – क. अठारह िष च या उससे अजधक आय ु के ऐस े लाभाथी के जलए, जिसे आधार संख्या आिंरित नहीं की गई ह,ै – (i) नामांकन केंद्र पर संचालक द्वारा प्रिान की गई लाभाथी के नामांकन की प्रदिया पूरी करने की पािती, जिसमें नामांकन पहचान (ईआईडी) ििच हो; और (ii) जनम्नजलजखत िस्ट्तािेिों में से कोई भी एक, जिसमें लाभाथी का फोिोग्राफ हो, अथाचत:् – (क) भारत जनिाचचन आयोग द्वारा िारी दकया गया जनिाचचक फोिो पहचान पत्र; (ख) रािन काडच; (ग) िो दकसी रािपजत्रत अजधकारी राज्य सरकार के कम स े कम तहसीलिार रैंक का कायकच ारी मजिस्ट्रेि या रािस्ट्ि अजधकारी हो, द्वारा िारी दकया गया िाजत प्रमाण पत्र या जनिास प्रमाण पत्र; (घ) दकसी सरकारी संस्ट्था या सािचिजनक क्षत्रे के उपिम द्वारा दकसी सेिाजनिृत्त या सेिारत लोक सेिक या उसके पररिार के सिस्ट्य को िारी दकया गया जचदकत्सा या र्ीमा पहचान पत्र; (ङ) भारतीय पासपोिच; (च) दकसी मान्यता प्राप्त र्ोड चद्वारा िारी मैररकुलेिन या 10िीं कक्षा या उच्चतर माध्यजमक या 12िीं कक्षा का प्रमाण पत्र या अंक जििरण; (छ) दकसी सरकारी संस्ट्था या सािचिजनक क्षेत्रक उद्यम द्वारा सेिारत या सेिाजनिृत्त लोक सेिक को िारी दकया गया पहचान पत्र या अन्य पहचान िस्ट्तािेि; (ि) दिव्यांगिन अजधकार जनयम, 2017 के अंतगचत अजधसूजचत जचदकत्सा प्राजधकरण द्वारा िारी दकया गया दिव्यांगता प्रमाण पत्र, या भारत सरकार के दिव्यागं िन सिजिकरण जिभाग द्वारा िारी दकया गया जिजिष्ट दिव्यागं ता पहचान पत्र (यूडीआईडी); (झ) भारत म ेंिारी दकया गया ड्राइविंग लाइसेंस; (ञ) कोई अन्य िस्ट्तािेि िो मत्रं ालय जनर्िचष्ट करे।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (4) इस संर्ंध म ेंमंत्रालय द्वारा नाजमत अजधकारी उप-अनुच्छेि (3) के अंतगचत प्रस्ट्तुत िस्ट्तािेिों या उनकी जिषयिस्ट्तु को प्रमाजणत करने िाली सूचना की िाूँच करेगा,- (क) नामांकन पहचान (ईआईडी) को माईआधार पोिचल (https://myaadhaar.uidai.gov.in/portal) पर िमा करके नामांकन अनुरोध की जस्ट्थजत, इसकी पुजष्ट करने के जलए दक नामांकन पहचान (ईआईडी) िैध ह ैऔर नामांकन अनरु ोध अस्ट्िीकृत नहीं हुआ ह;ै और (ख) अन्य िस्ट्तािेिों के जलए, और इस उद्दश्े य के जलए, दकसी भी सरकारी संस्ट्था या प्राजधकरण की सहायता ले सकता ह ैऔर प्रस्ट्ततु िानकारी को उनके साथ साझा कर सकता ह ैिो ऐसे िस्ट्तािेिों में जनजहत िानकारी की तैयारी या रखरखाि से संर्ंजधत ह।ै 2. लाभाथी को इस स्ट्कीम का लाभ सुगमतापूिचक प्राप्त करन े में सक्षम र्नाने के जलए, मंत्रालय मीजडया के माध्यम स े व्यापक प्रचार सुजनजश्चत करने के जलए सभी आिश्यक किम उठाएगा तादक लाभार्थचयों को स्ट्कीम के तहत आधार संख्या की आिश्यकता के र्ारे म ेंिागरूक दकया िा सके। 3. यदि दकसी लाभाथी के आधार नंर्र का प्रमाणीकरण र्ायोमेररक आधाररत प्रमाणीकरण जिजधयों (िैसे चेहरे की छजि, उंगजलयों के जनिान या आइररस स्ट्कैन आधाररत प्रमाणीकरण) में स े दकसी के माध्यम से दकया िाता ह ै और यह प्रमाणीकरण र्ायोमेररक िानकारी की खरार् गुणित्ता दकसी भी कारण से जिफल हो िाता है तो जनम्नजलजखत उपचारात्मक उपाय अपनाए िाएंग,े अथाचत:्– (क) यदि र्ायोमेररक आधाररत प्रमाणीकरण का कोई जििेष तरीका सफल नहीं होता है, तो िहां भी संभि और स्ट्िीकायच हो, र्ायोमेररक आधाररत प्रमाणीकरण या िन-िाइम जपन (ओिीपी) आधाररत प्रमाणीकरण का कोई अन्य तरीका उपलसध कराया िाएगा; (ख) जिन मामलों म ेंर्ायोमेररक-आधाररत या िन-िाइम जपन (ओिीपी)-आधाररत प्रमाणीकरण संभि नहीं ह,ै िहा ं आधार सुरजक्षत त्िररत प्रजतदिया (रयूआर) कोड या आधार पपे रलेस ऑफलाइन ई-केिाईसी िस्ट्तािेज़ पर भारतीय जिजिष्ट पहचान प्राजधकरण (यआू ईडीएआई) के जडजििल हस्ट्ताक्षर प्रमाणपत्र का ऑफलाइन सत्यापन करके आधार संख्या की प्रामाजणकता स्ट्थाजपत करन े के र्ाि, जनम्नजलजखत म ें से दकसी भी आधार पर योिना के तहत लाभ दिया िा सकता ह,ै अथाचत:् - i. आधार काडच, आधार पत्र (अथातच , आधार नंर्र धारक को उसका आधार नंर्र िनरेि होन े पर िारी दकया गया पत्र) या ई-आधार (अथाचत, आधार पत्र की पासिडच-सुरजक्षत इलेररॉजनक प्रजत जिसे भारतीय जिजिष्ट पहचान प्राजधकरण (यआू ईडीएआई) की िेर्साइि से डाउनलोड दकया िा सकता ह ैया उसके mAadhaar एजललकेिन का उपयोग करके प्राप्त दकया िा सकता ह)ै युि आधार जसरयोर दिक ररस्ट्पांस (QR) कोड, जिसकी प्रामाजणकता, आधार दिक ररस्ट्पांस (QR) स्ट्कैनर या mAadhaar एजललकेिन (mAadhaar) का उपयोग करके दिक ररस्ट्पांस (QR) कोड को स्ट्कैन करके ऑफ़लाइन सत्यापन के माध्यम स ेस्ट्थाजपत होन े के र्ाि मान्य होती ह।ै ii. आधार पेपरलेस ऑफलाइन ई-केिाईसी िस्ट्तािेज़ [जिसे भारतीय जिजिष्ट पहचान प्राजधकरण की िेर्साइि से डाउनलोड दकया िा सकता ह ैया इसके mAadhaar एजललकेिन (mAadhaar) का उपयोग करके प्राप्त दकया िा सकता ह]ै , जिसकी प्रामाजणकता भारतीय जिजिष्ट पहचान प्राजधकरण के जडजििल हस्ट्ताक्षर प्रमाणपत्र के ऑफलाइन सत्यापन के माध्यम से स्ट्थाजपत की िाती है, िो दक इस उद्देश्य के जलए मंत्रालय या संर्ंजधत जनकाय भारतीय जिजिष्ट पहचान प्राजधकरण की िेर्साइि पर इस संर्ंध म ेंदिए गए जििरण के अनुसार द्वारा जिकजसत एजललकेिन के माध्यम से दकया िाता ह।ै 4. यह सुजनजश्चत करने के जलए दक अठारह िषच या उससे अजधक आयु के िास्ट्तजिक लाभाथी इस स्ट्कीम के अंतगचत उन्ह ें जमलने िाल े लाभ से िंजचत न रह िाएं, मंत्रालय प्रत्यक्ष लाभ हस्ट्तांतरण जमिन, कैजर्नेि सजचिालय, भारत सरकार के कायाचलय ज्ञापन संख्या डी-26011/04/2017-डीर्ीिी, दिनांक 19 दिसंर्र, 2017 (https://dbtbharat.gov.in पर उपलसध) म ेंजनर्िचष्ट अपिाि प्रर्धं न तंत्र का पालन करेगा। 5. यह अजधसूचना रािपत्र म ेंइसके प्रकािन की जतजथ से प्रिृत्त होगी। [फा.सं. 12(59)/2024-एईआई (29723)] डॉ. हनीफ कुरैिी, अपर सजचि4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF HEAVY INDUSTRIES NOTIFICATION New Delhi, the 27th March, 2026 S.O. 1628(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency; And whereas, the Ministry of Heavy Industries (hereinafter referred to as the Ministry) in the Government of India (hereinafter referred to as the Government) is administering PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme (hereinafter referred to as the Scheme); And whereas, under the Scheme demand incentive (hereinafter referred to as the Benefit) is given to individual buyers and authorised representatives of non-individual buyers for purchase of Hybrid or Electric Vehicles (hereinafter referred to as the Beneficiary) under the Scheme and the instructions and guidelines issued in respect thereof; And whereas, expenditure for the Scheme is incurred from the Consolidated Fund of India; And whereas, the Ministry is desirous that the Government, for the purpose of establishing identity of a Beneficiary as a condition for the receipt of the Benefit, requires that he has to undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, make an application for enrolment; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) and in suppression of the notification of the Government of India in the erstwhile Ministry of Heavy Industries and Public Enterprises, (Department of Heavy Industry) number S.O. 1410 (E), dated the 25th April, 2017, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii) dated the 4th May, 2017, except as respects things done or omitted to be done before such supersession, the Central Government hereby notifies the following, namely:– 1. (1) An individual desirous of availing of the Benefit under the Scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number. (2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an application for enrolment. (3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry shall ensure enrolment of Beneficiary who is yet to be enrolled, or update their Aadhaar details through appropriate measures, including coordination with Registrars and setting up enrolment centres at convenient locations or providing enrolment facilities by becoming a Registrar itself: Provided that till such time an Aadhaar number is assigned to a Beneficiary, he may establish his identity to avail of the said Benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provided or authorised by the Ministry for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:– (a) For Beneficiary aged eighteen years or more to whom an Aadhaar number has not been assigned, – (i) the acknowledgement of the Beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the enrolment identification (EID); and (ii) any one of the following documents, having the photograph of Beneficiary, namely: – (A) Elector's Photo Identity Card issued by the Election Commission of India; (B) Ration card; (C) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a Revenue Officer of the State Government, not below the rank of Tahsildar; (D) Medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member; (E) Indian passport; (F) Certificate or statement of marks of matriculation or 10th class or Higher secondary or 12th class, issued by a recognised Board; (G) Identity card or other identity document issued to serving or retired public servant by a government entity or a public sector enterprise; (H) Disability certificate issued by notified medical authority under the Rights of Persons with Disabilities Rules, 2017, or Unique Disability Identification (UDID) card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Government of India;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (I) Driving licence issued in India; (J) Any other document as the Ministry may specify. (4) An officer designated by the Ministry in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under sub-paragraph (3), – (a) status of the enrolment request by submitting the enrolment identification (EID) on myAadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the enrolment identification (EID) is valid and that the enrolment request does not stand rejected; and (b) other documents, and for this purpose, may take the assistance of and share the information presented with any government entity or an authority that deals with the preparation or maintenance of the information contained in such documents. 2. In order to enable the Beneficiary to avail of the Benefit conveniently, the Ministry shall make all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the Scheme. 3. Where the authentication of the Aadhaar number of a Beneficiary done through any of the biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely: – (a) in case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered; (b) in cases where biometric-based or one-time pin (OTP) based mode of authentication is not possible, Benefit under the Scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of Unique Identification Authority of India (UIDAI) on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be given on the basis of any of the following, namely:- (i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter downloadable from the website of Unique Identification Authority of India (UIDAI) or accessible using its mAadhaar application), after its genuineness is established through offline verification by scanning the Quick Response (QR) Code using the Aadhaar Quick Response (QR) Scanner or mAadhaar application (mAadhaar). (ii) Aadhaar paperless offline e-KYC document [downloadable from the website of Unique Identification Authority of India (UIDAI) or accessible using its mAadhaar application {mAadhaar}], after its genuineness is established through offline verification of the digital signature certificate of Unique Identification Authority of India (UIDAI) on the document through the application developed by the Ministry or concerned for this purpose, in accordance with the details given in this regard on the website of Unique Identification Authority of India (UIDAI). 4. In order to ensure that bonafide Beneficiary who is aged eighteen years or more are not deprived of the Benefit due to them under the Scheme, the Ministry shall follow the exception handling mechanism specified in the Office Memorandum No. D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in). 5.
