L.-33004/99 सी.जी.-डी.एल.-अ.-17062026-273533 CG-DxLx-xEG-I1D7H0x6x2x0 26-273533 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 3069] नई दिल्ली, बुधवार, िनू 17, 2026/ज्य ष्े ठ 27, 1948 No. 3069] NEW DELHI, WEDNESDAY, JUNE 17, 2026/JYAISTHA 27, 1948 भारी उद्योग मत्रं ालय अजधसचू ना नई दिल्ली, 17 िून, 2026 का.आ. 3191(अ).—पीएम इलजे ररक ड्राइव ररवोल्यिू न इन इनोवरेिव व्हीकल एनहासं मिें (पीएम ई-ड्राइव) स्ट्कीम। पृष्ठभजू म 1. भारी उद्योग मंत्रालय द्वारा समय-समय पर यथासंिोजधत का.आ. 4259 (अ), दिनांक 29 जसतम्बर, 2024 के माध्यम स े पीएम इलेजररक ड्राइव ररवोल्यूिन इन इनोवेरिव व्हीकल एनहांसमेंि स्ट्कीम ("पीएम ई-ड्राइव" अथवा "स्ट्कीम") अजधसूजचत की गई थी। 2. यह अजधसूचना जविेष रूप से इलेजररक एम्बुलेंस (ई-एम्बुलेंस) के जलए िारी की िा रही ह ैतथा इसे उक्त स्ट्कीम के साथ पढा िाएगा। यह अजधसूचना रािपत्र म ेंइसके प्रकािन की जतजथ से प्रभावी होगी। 4435 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अहतह ा 3. केंद्रीय मोिर वाहन जनयम (सीएमवीआर) के अंतगहत अजधसूजचत ऑिोमोरिव उद्योग मानक एआईएस-125 (भाग- 1): सड़क एम्बुलेंसों हते ु जनमाणह संबंधी एव ं कायाहत्मक आवश्यकताओं म ें पररभाजषत ई-एम्बलु ेंसों की जनम्नजलजखत श्रेजणयां स्ट्कीम के अंतगहत मांग प्रोत्साहन प्राप्त करन े हते ु पात्र होंगी, अथाहत:् – क. रोगी पररवहन वाहन (पीिीवी) अथवा "िाइप-बी"; ख. बुजनयािी िीवन रक्षक (बीएलएस) एम्बलु ेंस अथवा "िाइप-सी"; तथा ग. उन्नत िीवन रक्षक (एएलएस) एम्बुलेंस अथवा "िाइप-डी"। 4. ई-एम्बुलेंसों को एआईएस-145 (श्रणे ी एम एवं एन वाहनों हते ु अजतररक्त सुरक्षा जविेषताएं), एआईएस-038 (संिोधन-2) (वाहनों के इलेजररक पावर रेन हते ुजवजिष्ट आवश्यकताएं) तथा सड़क पररवहन और रािमाग हमंत्रालय (एमओआरिीएच) एवं स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय (एमओएचएफडब्लल्यू) द्वारा समय-समय पर िारी अन्य सभी प्रासंजगक जवजनयमों का अनुपालन करना होगा। 5. केंद्र सरकार तथा राज्य सरकारों के जवभागों एवं उनकी एिेंजसयों/लोक उपक्रमों को भी मांग प्रोत्साहन प्राप्त करन े हते ु पात्र माना िाएगा। ये प्रोत्साहन, राष्ट्रीय स्ट्वास्ट््य जमिन अथवा अन्य दकसी सरकारी स्ट्कीम/कायहक्रम के अंतगहत प्राप्त की िाने वाली जवत्तीय अथवा अन्य प्रकार की सहायता के अजतररक्त होगा। 6. पीएम ई-ड्राइव स्ट्कीम के अंतगतह मांग प्रोत्साहन हते ु पात्रता को, स्ट्वतः, राष्ट्रीय एम्बलु ेंस सेवा (एनएएस)/राष्ट्रीय स्ट्वास्ट््य जमिन (एनएचएम) के अंतगहत तैनाती हते ु प्रचालन स्ट्वीकृजत के रूप में नहीं माना िाएगा। ऐसी तैनाती के जलए क्रयकारी एिेंजसयों द्वारा यह सुजनजित दकया िाएगा दक स्ट्वास्ट््य एव ं पररवार कल्याण मंत्रालय (एमओएचएफडब्लल्य)ू , राष्ट्रीय एम्बुलेंस सेवा (एनएएस) के प्रचजलत प्रचालन दििा-जनििे ों तथा एम्बुलेंस जवन्यास संबंधी अपेजक्षत मानकों/आवश्यकताओं का पणू ह अनुपालन दकया गया हो। 7. जविुद्ध ई-एम्बुलेंसों के जलए जनष्पािन एवं िक्षता संबंधी पात्रता मानिंड अनलु ग्नक-3 ख के अनसु ार होंगे। 8. समर्थहत दकए िान े वाल ेवाहनों की लजक्षत सख्ं या, प्रजत दकलोवाि-घंिा प्रोत्साहन, भारी उद्योग मंत्रालय द्वारा कुल जनजध सहायता तथा अन्य जववरण अनलु ग्नक-4 ख के अनुसार होंगे। मागं प्रोत्साहन 9. ई-एम्बुलेंस का एरस-फैरिरी मल्ू य, सीएमवीआर के अतं गतह अजधसूजचत एआईएस-125 (भाग-1) की आवश्यकताओं के अनरूु प होगा। ई-एम्बुलेंस म ें उपलब्लध कराए गए दकसी भी अजतररक्त घिक/प्रणाली/उपकरण का पृथक रूप स े इन्वॉइस दकया िाएगा तथा उसे ई-एम्बुलेंस के एरस-फैरिरी मूल्य म ेंसजम्मजलत नहीं दकया िाएगा। इस आिय का एक वचन-पत्र वाहन जवजनमाहता द्वारा प्रस्ट्तुत दकया िाएगा। 10. ई-एम्बुलेंसों को प्रिान की िान े वाली मांग प्रोत्साहन राजि वह होगी िो जनम्नजलजखत में स ेकम हो:– क) ₹ 30,000 × बैिरी क्षमता (दकलोवाि-घंिा (केडब्लल्यूएच) में); तथा ख) वाहन के एरस-फैरिरी मल्ू य का 35% । मागं प्रोत्साहन प्राप्त करन ेकी ितें 11. ई-एम्बुलेंसों के जलए चरणबद्ध जवजनमाहण कायहक्रम (पीएमपी) अनलु ग्नक-5 ख में उजल्लजखत ह।ै 12. ई-एम्बुलेंसों के जलए वारंिी सबं ंधी आवश्यकताए ंनीचे िी गई ताजलका-1 के अनुसार होंगी:–[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 ताजलका-1 : ई-एम्बलु सें ों हते ुन्यनू तम वारंिी (िाइप-बी, सी, डी) न्यनू तम वारंिी क्र. स.ं श्रणे ी बिै री (वष हअथवा दकलोमीिर, मोिर (वष हअथवा दकलोमीिर, वाहन (वष हअथवा दकलोमीिर, िो भी पहल ेहो) िो भी पहल ेहो) िो भी पहल ेहो) M1, M2 या 5 वषह अथवा 1,25,000 5 वषह अथवा 1,25,000 M3 कैिेगरी पर दकलोमीिर दकलोमीिर आधाररत ई- 5 वषह अथवा 1,25,000 1 एम्बुलेंस (परू ी दकलोमीिर तरह स े इलेजररक) [फा. स. ं 12(29)/2025-AEI(31016)] डॉ. हनीफ कुरैिी, अपर सजचव अनलु ग्नक–3 ख पीएम ई-ड्राइव स्ट्कीम के अतं गतह ई-एम्बलु सें ों हते ुजनष्पािन और िक्षता सबं धं ी पात्रता मानिंड ताजलका-1 : परू ी तरह स ेइलजे ररक ई-एम्बलु सें के जलए जनष्पािन और क्षमता के मानक (एम1/एम2 श्रणे ी के वाहन पर आधाररत) वाहन मॉडल पात्रता मानिडं (अनलु ग्नक म ेंजनर्िष्टह मानकों/प्रदक्रयाओं के अनसु ार मापन दकया िाएगा) अजधकतम न्यनू तम क्र. स.ं वाहन खडं *1 वाहन श्रणे ी*1 न्यनू तम रेंि*2 इलजे ररक ऊिा ह अजधकतम न्यनू तम त्वरण*3 खपत*2 (दकलोवाि- गजत*3 (मीिर/सके ंड²) (दक.मी.) घिं ा/100 दक.मी.) वायटरंग, कनेरिसह का तथा कनेरिसह का दफिमेंि, वायटरंग, कनेरिर दफिमेंि, हीि-नसंक दफिमेंि (यदि उपलब्लध कराया का दफिमेंि, हीि-नसंक का दफिमेंि (यदि गया हो), एनरलोिर दफिमेंि तथा उपलब्लध कराया गया हो), पीसीबी पर इलेररॉजनक घिकों, इन्िीग्रेिन, वायटरंग एवं दक्रनम्पंग, कनेरिर का सेजमकंडरिसह तथा कनेरिसह का दफिमेंि, वायटरंग दफिमेंि, हीि-नसंक दफिमेंि, एनरलोिर एवं दक्रनम्पंग, कनेरिसह का दफिमेंि, हीि-नसंक दफिमेंि तथा सॉफ्िवेयर/फमहवेयर फ्लैनिंग दफिमेंि, एनरलोिर दफिमेंि तथा सजम्मजलत हो, िेि में दकया िाएगा। सॉफ्िवेयर/फमहवेयर की फ्लैनिंग सजम्मजलत हो, िेि में दकया िाएगा। 1 माच,ह 2027 स ेप्रभावी डीसी-डीसी कनविहर का जवजनमाहण, जिसम ें कम-से-कम पीसीबी पर इलेररॉजनक घिकों, सेजमकंडरिसह तथा कनेरिसह का दफिमेंि, वायटरंग एवं दक्रनम्पंग, कनेरिर का दफिमेंि, हीि-नसंक दफिमेंि, एनरलोिर दफिमेंि तथा सॉफ्िवेयर/फमहवेयर की फ्लैनिंग सजम्मजलत हो, िेि में दकया िाएगा। 31 अगस्ट्त, 2026 तक डीसी-डीसी कनविहर के आयात की अनुमजत िी िा सकेगी। 7 वाहन जनयत्रं ण इकाई 1 जसतबं र, 2026 स ेप्रभावी अजधसचू ना की जतजथ से वाहन जनयंत्रण इकाई (वीसीयू) का जवजनमाहण, वाहन जनयंत्रण इकाई (वीसीयू) का जवजनमाहण, जिसमें कम-से-कम पीसीबी पर इलेररॉजनक जिसमें कम-से-कम पीसीबी पर इलेररॉजनक घिकों, सेजमकंडरिसह तथा कनेरिसह का दफिमेंि, घिकों, सेजमकंडरिसह तथा कनेरिसह का वायटरंग, कनेरिर का दफिमेंि, हीि-नसंक दफिमेंि, दफिमेंि, वायटरंग, कनेरिर का दफिमेंि, हीि- एनरलोिर दफिमेंि तथा सॉफ्िवेयर/फमहवेयर की नसंक दफिमेंि, एनरलोिर दफिमेंि तथा फ्लैनिंग E-DRIVE) Scheme. Background 1. The PM Electric Drive Revolution in Innovative Vehicle Enhancement (“PM E-DRIVE” or “the Scheme”) was notified by Ministry of Heavy Industries vide S.O.4259 (E) dated 29th September 2024 as amended from time to time. 2. This notification is being issued specifically for electric ambulances (“e-ambulances”) and it should be read in conjunction with the Scheme. This notification will be in effect from the date of its publication in the Official Gazette. Eligibility 3. The following categories of e-ambulances, as defined in the Automotive Industry Standards AIS-125 (Part 1): Constructional and Functional Requirements for Road Ambulances, notified under CMVR, will be eligible for the Demand Incentives under the Scheme: a. Patient Transport Vehicle (PTV) or “Type B”, b. Basic Life Support (BLS) Ambulance or “Type C”, and c. Advanced Life Support (ALS) Ambulance or “Type D” 4. e-ambulances should comply with AIS 145 (Additional Safety features for Category M & N Vehicles), AIS 038 (Rev 2) (Specific Requirements of Electric Power Train of Vehicles), and such ambulance related standards, guidelines or regulations as may be approved or issued by Ministry of Road Transport & Highways (MoRTH) and Ministry of Health & Family Welfare (MoHFW), from time to time. 5. Departments of the Central and State governments and their agencies/PSUs shall also be eligible for the demand incentive. These incentives will be in addition to other forms of support availed through National Health Mission or other government-run schemes/programs. 6. Eligibility for demand incentive under PM E-DRIVE Scheme shall not, by itself, be construed as operational approval for deployment under NAS/NHM. For such deployment, procuring agencies shall ensure compliance with applicable MoHFW/National Ambulance Services (NAS) operational guidelines and ambulance fit-out requirements. 7. The performance & efficiency eligibility criteria for pure e-ambulances will be as per Annexure-3B. 8. The target number of vehicles to be supported, incentive per kWh, total fund support from MHI and other details will be as per Annexure-4B. Demand Incentive 9. Ex-factory price of e-ambulance shall be corresponding to requirements as per AIS 125 (Part 1) notified under CMVR. Any additional components/systems/equipment provided in the e-ambulance shall be invoiced separately and shall not be included in the ex-Factory price of the e-ambulance. Undertaking to this effect shall be provided by the vehicle manufacturer. 10.
