## Report on the Primary Lead Quality Control Order, 2025
**1. Executive Summary:**
This report analyzes the newly issued Primary Lead Quality Control Order, 2025, as notified by the Ministry of Mines on April 17, 2025. The core purpose of this order is to mandate compliance with Indian Standards for primary lead sold within India, requiring manufacturers to obtain certification and use the Standard Mark from the Bureau of Indian Standards (BIS). Key findings indicate that this order aims to ensure the quality of primary lead available in the domestic market and will be enforced by the BIS. The order comes into effect six months after its publication date.
**2. Introduction:**
This report provides a detailed overview of the Primary Lead Quality Control Order, 2025, based on the official notification issued by the Ministry of Mines. The report aims to inform affected industries about the order's key provisions, implementation aspects, and expected outcomes. The analysis is solely based on the information provided in the policy text.
**3. Policy Overview:**
* This is a **New Policy**.
* **Core Objective(s):** The primary objective of this order is to ensure the quality of primary lead sold within India by mandating compliance with the Indian Standard IS 27:2023 (or the latest version as notified by BIS) and requiring certification and the use of the Standard Mark.
**4. Background and Rationale:**
As this is a new policy, it is likely that the order addresses concerns regarding the quality and consistency of primary lead available in the Indian market. By mandating adherence to the Indian Standard (IS 27:2023), the government seeks to ensure that primary lead meets specific quality benchmarks, protecting consumers and promoting fair competition. The text explicitly states that the government deems this action "necessary or expedient so to do in the public interest."
**5. Key Provisions / Changes:**
Since this is a new policy, the following are the main components:
* **Short Title and Commencement:** The order is named "Primary Lead Quality Control Order, 2025" and comes into effect six months from the date of publication (April 17, 2025).
* **Application:** The order applies to primary lead goods or articles specified in the Table, but *does not* apply to goods meant for export.
* **Compulsory Use of Standard Mark:** All specified primary lead goods or articles must conform to the Indian Standard IS 27:2023 (or the latest version), and bear the Standard Mark under a license from BIS as per Scheme 1 of Schedule II of the Bureau of Indian Standards Conformity Assessment Regulations, 2018.
* **Certification and Enforcement Authority:** The Bureau of Indian Standards (BIS) is designated as the certifying and enforcing authority for the specified goods or articles.
* **Table:**
* Goods or Articles: Primary Lead
* Indian Standard: IS 27:2023
* Title of Indian Standard: Primary Lead Specification
**6. Target Audience and Stakeholders:**
Based on the text, the primary target audience and stakeholders are:
* **Manufacturers and producers of primary lead within India:** These entities are directly affected as they are required to obtain BIS certification and adhere to the specified Indian Standard.
* **The Bureau of Indian Standards (BIS):** BIS is responsible for certification, enforcement, and updating the relevant Indian Standards.
* **Consumers of primary lead products:** These are indirectly affected as the policy aims to ensure the quality of primary lead available in the market.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Bureau of Indian Standards (BIS) is the primary responsible body. The Ministry of Mines issued the order.
* **Timelines:** The order comes into effect six months from the date of publication (April 17, 2025). This provides manufacturers with a transition period to comply with the requirements. The note regarding the "latest version" of the Indian Standard suggests that compliance with updated standards will be required from the date of such notification by BIS.
* **Procedures:** Manufacturers will need to apply for a license from BIS to use the Standard Mark, following Scheme 1 of Schedule II of the Bureau of Indian Standards Conformity Assessment Regulations, 2018.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes based on the policy's provisions are:
* **Improved Quality of Primary Lead:** Ensuring that primary lead meets the specified Indian Standard (IS 27:2023) will likely lead to improved quality and consistency.
* **Consumer Protection:** Consumers will benefit from the assurance that the primary lead products they purchase meet certain quality standards.
* **Fair Competition:** The mandatory compliance with standards is likely to promote fair competition among manufacturers.
**9. Conclusion:**
The Primary Lead Quality Control Order, 2025, is a significant policy aimed at regulating the quality of primary lead in the Indian market. By mandating compliance with Indian Standards and requiring BIS certification, the order aims to enhance product quality, protect consumers, and promote fair competition. Manufacturers need to take immediate steps to understand the requirements and initiate the certification process to ensure compliance within the stipulated timeframe.
