**Summary:**
RBI Circular RBI20242564 CO.DPSS.POLC.No.S5280214003202425, dated August 22, 2024, modifies the existing emandate framework for recurring transactions. This circular, issued by the Reserve Bank of India (RBI), specifically addresses the autoreplenishment of balances in FASTag and National Common Mobility Cards (NCMC).
The key change introduced by this circular is the exemption of autoreplenishment transactions for FASTag and NCMC from the mandatory pre-debit notification requirement. This exemption applies when the balance falls below a customer-defined threshold. While these autoreplenishment transactions are recurring, they lack fixed periodicity, thus justifying the exemption.
The circular clarifies that all other instructions and guidelines outlined in the existing emandate framework, as detailed in circulars DPSS.CO.PD.No.44702.14.003201920 dated August 21, 2019, DPSS.CO.PD No.132402.23.001201920 dated January 10, 2020, DPSS.CO.PD No.75402.14.003202021 dated December 04, 2020, CO.DPSS.POLC.No.S34021400320202021 dated March 31, 2021, CO.DPSS.POLC.No.S51802.14.003202223 dated June 16, 2022, and CO.DPSS.POLC.No.S88202.14.003202324 dated December 12, 2023, remain in full effect.
This directive is issued under Section 18 read with Section 10(2) of the Payment and Settlement Systems Act, 2007 (Act 51 of 2007) and takes immediate effect.
The circular is addressed to all Scheduled Commercial Banks (including Regional Rural Banks), Urban Cooperative Banks, State Cooperative Banks, District Central Cooperative Banks, Payments Banks, Small Finance Banks, Local Area Banks, Non-bank Prepaid Payment Instrument issuers, Authorised Card Payment Networks, and the National Payments Corporation of India.
