READ : (1) G.O.No: FD 9 PCL 2004 (I), dated:6.8.2005 (2) G.O.No: FD 04 PCL 2007, dated:2.4.2008 (3) G.O.No: FD 04 PCL 2008, dated:14.10.2008 (4) G.O.No: FD 480 Exp-12/2014, dated:19.07.2014 (5) G.O.No: FD 876 Exp-12/2017, dated:10.10.2017 (6) G.O.NO: FD 611 EXP-12/2023, dated:03.02.2024 * * * * * PREAMBLE : In the Budget Speech for the year 2023-24 (7th July 2023), at para 164, it was announced that considering the recommendation of the Karnataka Permanent Backward Classes Commission to provide reservation to the Backward Classes in contract works, reservation would be given to all castes under Category-I and II(A) of backward classes in all the construction works (civil) up to Rs.1.00 crore. In view of the above, a proviso under Section 6 of Karnataka Transparency in Public Procurements (KTPP) Act, 1999 has been inserted vide Karnataka Act No.29 of 2024 with effect from 10th June, 2024, for giving preference to the contractors belonging to Category I and Category II(A) for participating in the tenders of Construction Works upto Rs.1.00 crore. Rule 27A of KTPP has also been amended vide Notification No:FD 468 Exp-12/2024, dated:09.08.2024, to provide the preference to the Contractors belonging to Backward Castes as specified in Category-I and Category-II(A) as Backward Classes. No. RNP/KA/BGS/2202/2017-19 Licensed to post without prepayment WPP No. 297 2 Further, Karnataka State Backward Classes (Category-1&2A) Contractors Association have represented the Government to extend all the relaxations provided to the Contractors belonging to Scheduled Castes and Scheduled Tribes category, vide Government Order read at (6) above to facilitate their participation in tenders of Construction Works up to Rs.1.00 crore. In the Government Order read at (6) above, certain modifications were brought to the clauses of Standard Tender Documents prescribed in Government Order read at (1) above, to facilitate the participation of the tenderers belonging to Scheduled Castes/Scheduled Tribes category in the tenders of construction works up to Rs.1.00 crore. In view of the above, it has been decided that the relaxations which have been provided to the contractors belonging to Scheduled Castes and Scheduled Tribes Category may be extended also to the contractors belonging to Category-I and Category-II(A) of the Backward Classes. Hence the following order. GOVERNMENT ORDER NO: FD 506 EXP-12/2024, BANGALORE, DATED:20.08.2024 Under the circumstances explained in the preamble, it is directed that all the modifications brought to the clauses of Standard Tender Documents vide Government Order read at (6) above are also applicable to the tenders invited among the Contractors belonging to the Backward Castes as specified in Category-I and Category-II(A) as Backward Classes. 2) This order will apply for invitation of tenders for procurement of construction works to be invited hereafter and shall not be applicable for tenders already invited. 3) There is no change in the remaining clauses of the Standard Tender Documents.
