L.-33004/99 सी.जी.-डी.एल.-अ.-11032025-261542 xxxGIDHxxx CG-DL-E-11032025-261542 xxxGIDExxx असाधारण EXTRAORDINARY भाग I—खण्ड 1 PART I—Section 1 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 70] िई ददल्ली, सोमिार, मार् च10, 2025/फाल्ग िु 19, 1946 No. 70] NEW DELHI, MONDAY, MARCH 10, 2025/PHALGUNA 19, 1946 भारी उद्योग मत्रं ालय आदेि नई ददल्ली, 10 मार्,च 2025 फा. स.ं 8(1)/2018-एर्ईआई- भाग (1) .––जिद्यतु उपकरण (गणु ित्ता जियत्रं ण) आदिे , 2020 और समय-समय पर दकए गए उत्त रिती सिं ोधिों के अतं गतच जिम्न - िोल्टेि जस्ट्िर्जगयर और जियत्रं ण जगयर: जस्ट्िर्, जडस्ट्किक्े टर, जस्ट्िर्-जडस्ट्किक्े टर और फ्यज़ू -कोंजिििे ि यजू िट्स के जलए आईएस/आईईसी 60947-3:2020 के अिरूु प उत्पाद जिजिष्ट ददिाजिदेि । 1. इस उत्पाद जिजिष्ट ददिाजिदेि / प्रजतदि चका उपयोग जिद्युत उपकरण (गुणित्ता जियंत्रण) आदिे , 2020 के अतं गतच जिम्न - िोल्टेि जस्ट्िर्जगयर और जियंत्रण जगयर: आईएस/आईईसी 60947-3:2020 के अिुरूप जस्ट्िर्, जडस्ट्किेक्टर, जस्ट्िर्- जडस्ट्किेक्टर और फ्यूज़-कोंजििेिि यूजिट्स के जलए लाइसेंस प्रदाि करि े / लाइसेंस के दायरे में पररितचि करिे के उद्देश्य स े और िाद म ें समय-समय पर दकए गए संिोधि और भारतीय मािक ब्यूरो द्वारा तदिुसार पररभाजित प्रदिया के अिुसार दकया िाएगा। 2. ब्यूरो से लाइसेंस प्राप्त करि/े लाइसेंस के दायरे में पररितचि करि ेके प्रयोिि से, जिजिमाचता, जिद्युत उपकरण (गणु ित्ता जियंत्रण) आदिे , 2020 और समय-समय पर दकए गए उत्तरिती संिोधिों में यथोजल्लजखत अिुरूपता मल्ू यांकि स्ट्कीम के 1641 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] अंतगतच भारतीय मािक ब्यूरो द्वारा पररभाजित प्रदिया के अिुसार लाइसेंस के दायरे कों ध्याि में रखते हुऐ, उत्पाद श्रंखला / रेंि अथिा समूह के संिंध में प्रजतदिच की न्यूितम संख्या सुजिजित करके परीक्षण ररपोटच / प्रमाणपत्र आदद सजहत तकिीकी फाइल के साथ भारतीय मािक ब्यूरो को आिेदि करेगा | 3. उत्पाद समूहि 3.1 उपकरण (उपकरणों) की उत्पाद श्रंखला: जस्ट्िर्, जडस्ट्किक्े टर, जस्ट्िर्-जडस्ट्किेक्टर और/या फ्यूि संयोिि यूजिट्स का समूह िो दकसी जििेि प्रकार के िाम/अजभधाि (टाइप डेजसग्नैिि) या मॉडल को संदर्भचत करता ह,ै िोदक अिलु ग्नक-I म ें ताजलका ‘अ’ म ें उजल्लजखत िगीकरण के अंतगचत जिजिष्टताओं के एक अजद्वतीय संयोिि के साथ करंट रेटटंग की एक श्रंखला हो। िोट 1: जस्ट्िर्, जडस्ट्किेक्टर, जस्ट्िर्-जडस्ट्किेक्टर और फ्यूज़-कोंजििेिि यूजिट्स को "उपकरण" से व्यक्त दकया गया ह।ै िोट 2: दकसी उत्पाद श्रंखला के उपकरणों में समाि या जभन्न मौजलक जडिाइि और कायच हो सकते ह।ैं िोट 3: पोल की संख्या या टर्मिच ल के प्रकार के अिुसार उत्पाद श्रंखला के भीतर र्ौडाई या ऊंर्ाई जभन्न हो सकती ह।ै िोट 4: यह िगीकरण सांकेजतक ह ैऔर दकसी जिजिष्ट आिश्यकता के आधार पर संभाजित िगीकरण िढ़ सकता ह।ै 3.2 समाि मलू भतू (फंडामटें ल) जडिाइि िाल ेउपकरणों (आईएस/आईईसी 60947-3: 2020 के खडं 9.3.3.3 के अिसु ार) के जलए आिश्यकताएँ जस्ट्िर्, जडस्ट्किेक्टर, जस्ट्िर्-जडस्ट्किेक्टर या फ्यूि संयोिि इकाइयाँ समाि मूलभूत जडिाइि के रूप में स्ट्िीकरजत के जलए जिम्नजलजखत मािदंडों को पूरा करेंगी: क) टर्मचिल की जडिाइि और फ्यूि अटैर्मेंट के साधिों में जभन्नता को छोडकर, करंट का संिहि करिे िाल े पुिों की सामग्री, दफजिि और आयाम समाि हों; ख) कांटैक्ट आकार, सामग्री, जिन्यास और अटैर्मेंट की तरीका समाि हों; ग) संर्ालि तंत्र समाि मलू भूत जडिाइि का ह,ै सामग्री और भौजतक जििेिताएं समाि हों; घ) कांटैक्ट के िंद होिे और खलु िे की गजत काफी हद तक समाि हों; ङ) मोलल्डंग और इन्सुलेटटंग सामग्री समाि हों; र्) दकसी भी आकच जिलुजप्त उपकरण की जिजध, सामग्री और जिमाचण समाि हों। जिम्नजलजखत जिजिधताओं की भी अिुमजत ह,ै आईएस/आईईसी 60947-3: 2020 के खडं 9.3.3.4 या 4.1.3 के प्रािधािों का उपयोग दकया िाता ह:ै छ) उपयोग श्णे ी और संर्ालि िोल्टेि; ि) 50 हट्िच या 60 हट्िच के जलए अिुप्रयोग; झ) तीि या र्ार पोल िाल े उपकरण (जस्ट्िच्ड या िॉि-जस्ट्िच्ड न्यरू ल), िित े आईएस/आईईसी 60947-3:2020 के खंड 8.1.9 की आिश्यकताएं लागू हों; ञ) टर्मचिल का जडज़ाइि ििते क्लीयरेंस और िीपेि की दरू ी कम ि हो (आईएस/आईईसी 60947-3:2020 के खडं 9.2.5 और 9.3.4.3 देखें और आईएस/आईईसी 60947-1:2020 का खंड 8.1.4 भी देखें); ट) जिजभन्न प्रकार के अजतररक्त या अजभन्न एक् र्ुएटर, िित े प्रत्यके प्रकार के एक् र्ुएटर पर एक्र् ुएटर के स्ट् रेंथ की आिश्यकताओं को सत्याजपत दकया गया हो, जििम ें से एक परीक्षण अिुिम-I (test sequence-I )के दौराि हो (आईएस/आईईसी 60947-3: 2020 का खंड 9.2.6 देख)ें ; ठ) जिजभन्न प्रकार के फ्यूि-ललंक के साथ जस्ट्िर्-फ्यूि, जडस्ट्किेक्टर-फ्यूि और जस्ट्िर्-जडस्ट्किेक्टर-फ्यूि के फ्यूि-िेस संपकच (फ्यूि-ललंक केिल िो-लोड की जस्ट्थजतयों के तहत हटाया गया हो)। 4. िमिू ाकरण और परीक्षण 4.1 िमिू ाकरण और परीक्षण: प्रत्येक उत्पाद श्रंखला के जलए टाइप परीक्षण जिम्नांदकत अिुसार होगा:[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3 4.1.1 प्रत्येक उत्पाद श्रंखला की टाइप परीक्षण ररपोटच के जलए, अजधकतम करंट रेटटंग और अजधकतम जििेिताओं िाल े उपकरणों, संर्ालि के सभी मािदंडों को परू ा करि ेिाल ेकायों का परीक्षण दकया िाएगा। परीक्षण आईएस/आईईसी 60947- 3: 2020 के खंड 9.3.2, ताजलका 9 और ताजलका 10 के अिसु ार होिा र्ाजहए। प्रत्येक परीक्षण अिुिम के जलए परीक्षण के िमूिे (िमूिों) की संख्या संिंजधत परीक्षण अिुिम में जिधाचररत के अिुसार और लागू होि े पर खंड 4.1.3 के अिुसार होिी र्ाजहए। 4.1.2 टाइप परीक्षणों को परीक्षण अिुिमों की संख्या में एक साथ समूजहत दकया गया ह।ै परीक्षण प्रत्येक परीक्षण अिुिम में पररभाजित अिुिम और प्रयोज्यता के अिुसार दकया िाएगा। प्रत्येक अिुिम के जलए, परीक्षण उपयुक् त उपखंड की आिश्यकताओं के अिुसार सूर्ीिद्ध िम में दकए िाएंगे, िि तक दक आईएस/आईईसी 60947-3: 2020 में अन्यथा जिर्दचष्ट ि हो। िोट: स्ट्पेयर, सहायक उपकरण और उप-संयोिि उपकरण का अजभन्न अगं होत े ह।ैं उिका यथासंभि परीक्षण उपकरण के साथ दकया िाएगा। (र्ूंदक स्ट्पेयर और उप-संयोिि जडिाइस का अजभन्न अंग होते ह,ैं इसजलए इिके अलग स ेपरीक्षण की पररकल्पिा िहीं की गई ह;ै परीक्षण करते समय सहायक उपकरणों का उपयोग दकया िाए)। यदद सहायक उपकरण दकसी अन्य मािक (आईएस/आईईसी 60947 श्रंखला) की आिश्यकता का अिुपालि कर रह े ह,ैं तो यह आिश् यक ह ैदक सहायक उपकरण संिंजधत भारतीय मािकों की आिश्यकताओं को पूरा करें। 4.1.3 समाि मूलभूत जडिाइि िाले उपकरण के जलए िहु-परीक्षणों को कम करिे के जलए, जिम्नजलजखत सरलीकरत परीक्षण प्रदिया का उपयोग दकया िाएगा: क) यदद समाि मूलभूत जडिाइि िाले उपकरण को एक से अजधक उपयोग श्ेणी और/या एक से अजधक संर्ालि िोल्टेि का दािा करत े हुए जर्जनित दकया गया ह,ै तो परीक्षण के िमूिों की संख्या कम की िा सकती है, िित े परीक्षण सिसे कठोर पररजस्ट्थजतयों में दकए िाएं। िॉटच-सर्कचट, मेककंग और ब्रेककंग, और संर्ालि प्रदिचि परीक्षणों के जलए, पररजस्ट्थजतयाँ अजधक कठोर मािी िाती ह,ैं िित े जिम्नजलजखत ित ें एक साथ पूरी की गई हों: − रेटेड संर्ालि िोल्टेि िरािर या अजधक हो; − परीक्षण करंट िरािर या अजधक हो; − पािर फैक्टर िरािर या कम हो; − संर्ालि की संख्या िरािर या अजधक हो। कई रेटेड संर्ालि िोल्टेि, कई रेटेड संर्ालि धारा, कई उपयोग श्ेजणयों िाली उत्पाद श्रंखला को आईएस/आईईसी 60947-3 की ताजलका 4 के अिुसार अजधकतम संर्ालि संख्या िाली सिसे कठोर उपयोग श्ेणी में संगत रेटेड संर्ालि िोल्टेि के साथ अजधकतम रेटेड संर्ालि करंट और संगत रेटेड संर्ालि करंट के साथ अजधकतम रेटेड संर्ालि िोल्टेि पर एकल िमिू े का परीक्षण करके किर दकया िाएगा। ख) 50 हट्िच पर दकए गए परीक्षणों को 60 हट्ि चिाल ेअिप्रु योगों और जिलोमत: को किर करि ेिाला मािा िाता ह ै जिसमें जिम्नजलजखत अपिाद ह:ैं - 800 एम् पीयर स ेअजधक करंट िाले उपकरणों के जलए खंड 9.3.4.2 के अिुसार तापमाि िरजद्ध परीक्षण; िोट: जिमाचता और उपयोगकता च के िीर् सहमजत से, 800 एम् पीयर से अजधक करंट के जलए 60 हट्िच पर संर्ालि के जलए 50 हट्िच पर और जिलोमत: परीक्षण स्ट्िीकार दकए िा सकते ह।ैं - ररले और ररलीि का तापमाि िरजद्ध और संर्ालि प्रदिचि (आईएस/आईईसी 60947-1:2020 के खंड 8.2.2 और 8.2.2.7 देख)ें : प्रत्येक फ्रीक्ि ेंसी के जलए कॉइल के तापमाि िरजद्ध परीक्षण दकए िाएगं े, लेदकि प्रासंजगक परीक्षण अिुिम में केिल एक को िाजमल दकया गया है और यदद कॉइल और अन्य सर्कचट की अलग-अलग आपूर्त च संभि हो, तो यह स्ट्िीकायच ह ैदक अन्य सर्कचट को 50 हट्ि चपर आपूर्त च होती रह।े ग) तीि पोल िाल ेजडिाइस पर दकए गए परीक्षण गैर-जस्ट्िच्ड न्यूरल पोल िाल ेर्ार पोल जडिाइस को भी किर करि े िाले मािे िाते ह,ैं ििते आईएस/आईईसी 60947-1:2020 के खंड 9.3.3.3.4 के अिुसार न्यूरल पोल पर लसंगल- फेि परीक्षण दकया गया हो। र्ार जस्ट्िच्ड पोल िाले जडिाइस पर दकए गए परीक्षण तीि जस्ट्िच्ड पोल िाले जडिाइस को भी किर करिे िाल े मािे िात े ह,ैं िित े सभी पोल समाि हों और संपकों के िंद होिे और खलु ि े की गजत लगभग समाि हो (न्यूरल4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] पोल के िंद होि ेऔर खलु ि ेके संिंध म ेंकेिल आईएस/आईईसी 60947-3: 2020 के खंड 8.1.9 की आिश्यकताए ँ लागू होती ह)ैं । हालाँदक, र्ार जस्ट्िच्ड पोल िाले जडिाइस हमेिा तीि-फेि िाली व्यिस्ट्था में किेक् ट रहगें े (आईएस/आईईसी 60947-1:2020 का जर्त्र 11 के अिुसार)। घ) जिजभन्न प्रकार के फ़्यूज़-िेस सपं कों के साथ दकए गए परीक्षण। िहा ँ जस्ट्िर्-फ्यूि, जडस्ट्किक्े टर-फ्यूि या जस्ट्िर्- जडस्ट्किेक्टर-फ्यूि को जिजभन्न प्रकार के फ्यूि-िेस संपकों के साथ प्रदाि करि ेके जलए जडज़ाइि दकया गया है, िहाँ प्रत्येक प्रकार पर संगत उच्चतम फ्यूि रेटेड करंट पर आईएस/आईईसी 60947-3: 2020 के खंड 9.3.4.2 के अिुसार तापमाि-िरजद्ध परीक्षण दकए िाएँगे। अजधकतम परीक्षण करंट िाले प्रकारों में से अजधकतम तापमाि-िरजद्ध िाले प्रकार का उपयोग अिुिम I, II ि V के परीक्षणों के जलए दकया िाएगा। और अिुिम IV को प्रत्येक प्रकार के फ़्यूज़-िेस संपकों पर संर्ाजलत दकया िाएगा, जििके फ़्यूज़ किेलक्टंग साधि उच्चतम रेटेड कंडीििल िॉटच सर्कचट संगत करंट पर िोल्टेड किेक्िि के अजतररक्त अन्य हों और इसके जभन्न होि े पर उच्चतम परीक्षण िोल्टेि पर अजधकतम ल-े थ्र ूऊिाच िाले फ़्यज़ू के प्रकार के साथ। ङ) जिजभन्न टर्मचिल जडज़ाइि के साथ दकए गए परीक्षण। िहाँ उपकरण को टर्मचिल के जिजभन्न जडज़ाइि के साथ प्रदाि करिे के जलए जडज़ाइि दकया गया ह,ै िहाँ प्रत्येक जडज़ाइि पर आईएस/आईईसी 60947-3:2020 के खंड 9.3.4.2 और आईएस/आईईसी 60947-1:2020 के खंड 9.2.5 के अिसु ार आिश्यकताए ँऔर परीक्षण दकए िाएँगे। िहाँ उपकरण म ें प्लग-ऑि िसिार पर उपयोग दकए िाि े िाले टर्मचिल हैं, िहा ँ आईएस/आईईसी 60947- 3:2020 के यथा लाग ू खंड 9.3.4.2, 9.3.6.2 या 9.3.7.3.1 क) या 9.3.7.2.1 क) के अिुसार परीक्षण दकए िाएँगे। प्ललगंग संर्ालि का सत्यापि दकया िाएगा। संर्ालि र्िों की सख्ं या 50 होगी, र्ि किेक्टेड पोजििि से जडस्ट्किेक्टेड पोजििि और िापस किेक्टेड पोिीिि तक होगा। प्ललगगं संर्ालि परीक्षण एक अलग िमिू े पर दकया िा सकता ह।ै यदद उपकरण यांजत्रक रूप से सर्ं ालिीय हो, तो परीक्षण को सतं ोिप्रद मािा िाता ह।ै र्) िि 4.1.3 की मद (घ) और (ङ) के अिुसार परीक्षण करत े समय, टर्मचिलों और सुलभ पुिों पर तापमाि िरजद्ध को मापा िा सकता ह।ै यदद सलु भ पुिों पर तापमाि िरजद्ध की सीमाएँ आईएस/आईईसी 60947-1:2020 की ताजलका 3 का अिुपालि करती ह,ैं तो आईएस/आईईसी 60947-3:2020 के खडं 9.3.4.7 के अिुसार इि पुिों का कोई और परीक्षण आिश्यक िहीं ह।ै र्ूँदक 4.1.3 की मद (घ) और (ङ) के परीक्षणों का उद्दश्े य सिसे खराि जस्ट्थजत को प्रमाजणत करिा ह,ै इसजलए आईएस/आईईसी 60947-1:2020 की ताजलका 2 के माि लागू िहीं होते ह।ैं 4.1.4 प्रत्येक उत्पाद रेटटंग/दकस्ट्में परीक्षण के अधीि िहीं ह।ैं उत्पाद के िमिू े िैसा दक परै ा 4.1.1 म ें उल्लेख दकया गया है, इस समूहीकरण ददिाजिदेिों के आधार पर लाइसेंस के दायरे के तहत समाि या िीर्े रेटटंग िाले सभी उत्पाद रेटटंग / दकस्ट्मों को किर करेगा। 4.1.5 मलू भूत जडिाइि में दकसी भी िदलाि (यािी समाि मौजलक जडिाइि के अिरूु प गरै -अिुमेय िदलाि) के जलए, जिमाचता को यथा पररभाजित परीक्षण के जलए अजतररक्त िमूिा प्रस्ट्तुत करिा होगा और अलग-अलग मलू भूत जडिाइि िाल े दकसी जिधाचररत प्रकार के उपकरण के जलए उसके पास कोई सामान्य परीक्षण ररपोटच हो सकती ह।ै 4.1.6 हालांदक, ताजलका ‘ि’, अिलु ग्नक-II में उजल्लजखत मामलों के जलए, लाइसेंस के दायरे में िाजमल करिे के जलए अलग प्रकार की परीक्षण ररपोटच की आिश्यकता िहीं ह।ै 4.1.7 यदद समाि मूलभतू जडिाइि और कायच िाले फ्यूि संयोिि उपकरण का सिसे कठोर पररजस्ट्थजतयों में परीक्षण दकया िाता ह,ै तो लाइसेंस के दायरे में िाजमल करिे के जलए जििा फ्यूि िाल े उपकरण पर यथाअिुप्रयोज्य अजतररक्त परीक्षण अिुिम की ही आिश्यकता होती ह।ै ताजलका ‘स’, अिुलग्नक III में उजल्लजखत अिुसार, जििा फ्यूि िाले उपकरण पर सभी परीक्षण अिुिमों का दोिारा परीक्षण करि े की आिश्यकता िहीं ह।ै 4.1.8 उपयोग की दोिों श्ेजणयों (एसी और डीसी) के जलए एसी और डीसी िोल्टेि रेटटंग के साथ जर्जनित उपकरणों का परीक्षण अलग-अलग दकया िाएगा। जििय जमत्तल, संयुक्त सजर्ि[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 5 अिलु ग्नक-I ताजलका अ : उपकरण जस्ट्िर्, जडस्ट्किक्े टर, जस्ट्िर्-जडस्ट्किक्े टर और फ्यज़ू -कोंजिििे ि यजू िट्स का िगीकरण ि. स.ं जिम्ि जलजखत पर आधाररत िगीकरण उपकरण का प्रकार जस्ट्िर्; No. 8(1)/2018-HEI-Part (1). - Product Specific Guidelines for Low Voltage Switchgear and Controlgear: Switches, Disconnectors, Switch-Disconnectors and Fuse-Combination Units conforming to IS/IEC 60947-3: 2020 under Electrical Equipment (Quality Control) Order, and subsequent amendments made from time to time. 1. This Product Specific Guidelines /sampling shall be used for the purpose of grant of licence /change in scope of licence for Low Voltage Switchgear and Controlgear: Switches, Disconnectors, Switch- Disconnectors and Fuse-Combination Units conforming to IS/IEC 60947-3 : 2020 under Electrical Equipment (Quality Control) Order, 2020 and subsequent amendments made from time to time and as per the procedure defined by Bureau of India Standards, accordingly. 2. For purpose of obtaining the licence / change in scope of licence from the Bureau, Manufacturer shall apply to Bureau of Indian Standards ascertaining the scope of licence and technical file including test reports(s) / certificates(s), etc. as per the procedure defined by the Bureau of Indian Standards under the Conformity Assessment Scheme as mentioned in the Electrical Equipment (Quality Control) Order, 2020 and subsequent amendments made from time to time ensuring the minimum number of sample(s) in respect of a product series/range or group. 3. Product Grouping 3.1 Product series of equipment(s): A group of switches, disconnectors, switch-disconnectors and/or fuse combination units referred to a particular type designation(s) or model(s) having a range of current ratings with a unique combination of function(s) under classification mentioned in Table A at Annexure -I. Note 1: Switches, disconnectors, switch-disconnectors and fuse-combination units is referred to as "equipment”. Note 2: Equipment in a product series may have same or different fundamental design and function(s). Note 3: Within the product series, the width or height may vary according to number of poles or types of termination. Note 4: The classification is indicative, and possible classification may increase on the basis of any specific requirements. 3.2 Requirements for equipment having the same fundamental design (as per clause 9.3.3.3 of IS/IEC 60947-3 : 2020) Switches, disconnectors, switch-disconnectors or fuse combination units shall meet the following criteria for acceptance as the same fundamental design: a) the material, finish and dimensions of the current-carrying parts are identical, except for variation in design of terminals and means of fuse attachment b) the contact size, material, configuration and method of attachment are identical; c) the operating mechanism is of the same fundamental design, materials and physical characteristics are identical; d) the closing and opening speeds of contacts are substantially the same; e) moulding and insulating materials are identical; f) method, materials and construction of any arc extinction device are identical. The following variations are also permitted, 9.3.3.4 of IS/IEC 60947-3 : 2020 or provisions in 4.1.3 is used: g) utilization category and operational voltage; h) application for 50 Hz or 60 Hz; i) three or four pole equipment (switched or non-switched neutral), provided the requirements of clause 8.1.9 of IS/IEC 60947-3:2020 are applicable; j) design of terminal provided that clearances and creepage distance are not reduced (see clause 9.2.5 and 9.3.4.3 of IS/IEC 60947-3:2020 and also see clause 8.1.4 of IS/IEC 60947-1:2020);[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 9 k) different types of actuators, either additional or integral, provided the requirements for strength of actuator are verified (see clause 9.2.6 of IS/IEC 60947-3: 2020) on each type of actuator, one of which during test sequence I. l) fuse-base contacts of switch-fuses, disconnector-fuses and switch-disconnector-fuse with different types of fuse-links (fuse-link removed only under no-load conditions). 4. Sampling and Testing 4.1. Sampling and Testing: The type test for each product series shall be as below: 4.1.1. For each product series type test report, an equipment with maximum current rating and maximum features, functions satisfying all operational criteria shall be tested. The test must be in accordance with the clause 9.3.2, Table 9 & Table 10 of IS/IEC 60947-3 : 2020. The number of test sample (s) for each test sequence shall be selected as defined in the respective test sequence and according to 4.1.3 if applicable. 4.1.2. Type Tests are grouped together in number of test sequences, the test shall be done as per the sequence and applicability defined in each test sequence. For each sequence, tests shall be made in the order listed in accordance with the requirements of the appropriate subclause, unless otherwise specified in IS/IEC 60947-3 : 2020. Note- Spares, accessories and sub-assemblies are integral part of equipment. They shall be tested as far as possible with the equipment. (Spares and sub-assemblies being the integral part of the device, separate testing is not envisaged; Accessories may please be used while testing. In case, the accessories are complying to the requirement of any other standard IS/IEC 60947 series) then accessories shall meet the requirements of the respective Indian Standards. 4.1.3. In order to reduce multiple testing for the same fundamental design of equipment, the following Simplified test procedure shall be used: a) If equipment having the same fundamental design is marked claiming more than one utilization category and/or more than one operational voltage, the number of test samples may be reduced, providing the tests are conducted under the most severe conditions. For short-circuit, making and breaking, and operational performance tests, the conditions are deemed more severe if the following conditions are simultaneously fulfilled: − operational rated voltage equal or higher; − test current equal or higher; − power factor equal or lower; − number of operations equal or higher. Product series having multiple rated operational voltages, multiple rated operational currents, multiple utilization categories will be covered by testing a single sample at maximum rated operational current with corresponding rated operational voltage and maximum rated operational voltage with corresponding rated operational current, most severe utilization category with maximum number of operations as per Table 4 of IS/IEC 60947-3. b) Tests performed at 50 Hz are deemed to cover 60 Hz applications and vice versa. with the following exceptions: - temperature-rise test according to 9.3.4.2 for devices having a current greater than 800 A; NOTE: By agreement between manufacturer and user, tests at 50 Hz may be accepted for operation at 60 Hz and vice versa for currents greater than 800 A. - temperature-rise and operational performance of relays and releases (see 8.2.2 and 8.2.2.7 of IS/IEC 60947-1:2020): Temperature-rise tests of coils shall be performed for each frequency, but only one included in the relevant test sequence, and if separate supplying of coils and other circuits is possible, it is accepted that other circuits remain supplied at 50 Hz. c) Tests performed on three pole devices are deemed to cover also four pole devices with a non-switched neutral pole, provided a single-phase test on the neutral pole is performed according to clause 9.3.3.3.4 of IS/IEC 60947-1:2020. Tests performed on four switched pole devices are deemed to cover also three switched pole devices provided that all poles are identical and the closing and opening speeds of contacts are substantially the same (only the requirements of clause 8.1.9 of IS/IEC 60947-3 : 2020 are applicable concerning closing10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] and opening of the neutral pole). However, the four switched pole devices shall always be connected in a three-phase arrangement (see Figure 11 of IS/IEC 60947-1:2020). d) Tests performed with different types of fuse-base contacts. Where switch-fuse, disconnector-fuse or switch-disconnector-fuse are designed to be provided with different types of fuse-base contacts, temperature-rise tests according to 9.3.4.2 of IS/IEC 60947-3 : 2020 shall be conducted on each type at the corresponding highest fuse rated current. The type having the maximum temperature-rise among those of the maximum test current shall be used for tests to sequences I, II and V. Sequence IV shall be conducted on each type of fuse-base contacts whose fuse connecting means are other than bolted connection, at the highest rated conditional short circuit corresponding current, and, if different, with the type of fuse having the maximum let through energy at the highest test voltage. e) Tests performed with different terminal designs. Where equipment is designed to be provided with different designs of terminal, the requirements and tests according to 9.3.4.2 of IS/IEC 60947-3:2020 and 9.2.5 of IS/IEC 60947-1:2020 shall be conducted on each design. Where equipment has terminals to be used on plug-on busbars, tests according to 9.3.4.2, 9.3.6.2 or 9.3.7.3.1 a) or 9.3.7.2.1 a) of IS/IEC 60947-3:2020, as applicable, shall be performed. Verification of the plugging operation shall be made. The number of operating cycles shall be 50, the cycle being from the connected position to the disconnected position and back to the connected position. The plugging operation test can be performed on a separate sample. The test is considered to be satisfactory if the equipment remains mechanically operable. f) When conducting the tests according to 4.1.3 items d) and e), the temperature-rise at terminals and accessible parts can be measured. If the temperature-rise limits of accessible parts comply with Table 3 of IS/IEC 60947-1:2020, no further tests of these parts according to clause 9.3.4.7 of IS/IEC 60947- 3:2020 are necessary. Since the intention of the tests to 4.1.3, items d) and e), is to establish the worst case, the values of Table 2 of IS/IEC 60947-1:2020 do not apply. 4.1.4 Each Product rating(s) / varieties are not subjected to testing. Product samples as mentioned in para 4.1.1 will cover all the product rating(s) / varieties having ratings lower or equal under the scope of Licence is by virtue of this grouping guidelines. 4.1.5 For any change in the fundamental design (i.e. non-permissible variations corresponding to same fundamental design), the manufacturer shall have additional sample submission for testing as defined and may have a common test report for a given type of equipment with different fundamental design. 4.1.6 However, for cases as mentioned in Table B, Annexure-II, separate type test report is not required for inclusion of the same under scope of licence. 4.1.7 If Equipment with a fuse combination, having same fundamental design and function is tested with most severe conditions, only additional test sequence as applicable is needed on the equipment without fuse to include under the scope of licence. No repeat testing of all test sequences is required on the equipment without fuse as outlined in Table C, Annexure III. 4.1.8 Equipment marked with both AC & DC voltage ratings shall be tested separately for both the utilization (AC & DC) categories.
