सा.का.जन. 634(अ).— केंद्रीय मोटर यान जनयमावली, 1989, जिनमें केंद्र सरकार मोटर यान अजधजनयम, 1988
(1988 का 59) की धारा 110 के द्वारा प्रित्त िजियों का प्रयोग करते हुए संिोधन करन ेका प्रस्ट्ताव करती ह,ै में और अजधक
संिोधन करत ेहुए जनम्नजलजखत कजतपय प्रारूप जनयमों को इस अजधजनयम की धारा 212 की उप-धारा (1) के द्वारा यथावश्यक
इसके द्वारा प्रभाजवत होन े की संभावना वाले सभी व्यजियों की िानकारी के जलए एतिद्वारा प्रकाजित दकया िाता है; और
एतिद्वारा नोरटस दिया िाता ह ै दक प्रारूप जनयमों को उस तारीख से तीस दिन की अवजध समाप्त होने के बाि जवचाराथ ग
स्ट्वीकार कर जलया िाएगा जिसको सरकारी रािपत्र में यथा प्रकाजित इस अजधसूचना की प्रजतयां िनता के जलए उपलब्ध
करायी िाती ह;ैं
इस प्रकार जवजनर्िगष्ट अवजध समाप्त होने के पहल ेउक्त प्रारूप जनयमों के संबंध में दकसी भी व्यजि स ेप्राप्त होने वाली
दकन् हीं आक्षेपों या सुझावों पर केंद्र सरकार द्वारा जवचार दकया िाएगा।

1. सजं क्षप्त िीषकग एव ंप्रारंभ –(1) इन जनयमों का संजक्षप्त नाम केन्द्रीय मोटर यान (...........संिोधन) जनयमावली, 2026
ह।ै
(2) बिते, इन जनयमों म ेंअन् यथा उपबंजधत के जसवाय, ये रािपत्र में उनके प्रकािन की तारीख से प्रवृत्त होंगे।
1. केंद्रीय मोटर यान जनयमावली, 1989 (इसमें इसके बाि उक्त जनयम के रूप म ें उजल्ल जखत) म,ें जनयम 115 के उप-
जनयम 18 के खंड (i) के बाि, जनम्नजलजखत खंड अतं ःस्ट्थाजपत दकया िाएगा, अथागत:् -
“(iख) वल्डगवाइड हारमोनाइज्ड लाइट ड्यटू ी टेस्ट्ट प्रोसीिर (डब्ल्यएू लटीपी) परीक्षण चक्र (एन1 श्रणे ी के जलए) के
साथ भारत स्ट्टेि VI (बीएस-VI) के जलए उत्सिगन मानकः सभी मॉडलों के जलए 1 अप्रैल 2028 को या उसके बाि
जनर्मगत श्रेणी एन1 के वाहनों के जलए उत्सिगन मानक जनम्नानुसार होंगे।

पीआई = पॉजिरटवइजििन, सीआई = कंप्रिे न इजििन
1. पॉजिरटव इजििन के जलए, कण द्रव्यमान और कणों की संख्या की सीमा केवल डाइरेक्ट इंिेक्िन इंिन वाल ेवाहनों
पर लाग ूहोगी।
2. “संिभग द्रव्यमान” का तात्पयग वाहन चालू रहने की जस्ट्थजत (रननंग ऑडगर) म ेंवाहन का भार +75 दकग्रा से ह।ै
श्रेणी एन1 के एक प्रकार के वाहन से उत्पन्न होन े वाल े 3.5 और 5.0 टन अजधकतम द्रव्यमान के बीच श्रेणी एन2 के वाहनों
के जलए, यदि एन2 वाहन श्रणे ी एन1 के एक प्रकार के वाहन के जलए उत्सिगन अपेक्षाओं को पूरा करता ह,ै तो अनुमोिन[भाग II—खण् ड 3(i), भारत का रािपत्र : असाधारण 3
प्राजधकारी एक उत्सिगन प्रकार-अनुमोिन प्रिान कर सकता ह।ै ऐसे एन2 वाहनों को इस जनयम के तहत
सीओपी/आईएससी/आईयूपीआर की अपेक्षाओं को परू ा करना होगा।
टाइप-अनुमोिन के जलए परीक्षण अपेक्षाओं की अनप्रु योज्य ता - बीएस VI, डब्ल्यूएलटीपी परीक्षण प्रदक्रयाओं के साथ, ताजलका
2 के जनयम 115 (18) (i) के समान होगी, जिसमें स्ट्पष्टीकरण नोट (1) से (5) िाजमल ह।ैं
रटप्पण -
1. परीक्षण चेजसस डायनेमोमीटर पर दकया िाएगा।
2. ड्राइनवंग साइकल सजहत परीक्षण प्रदक्रया समय-समय पर यथा संिोजधत एआईएस-175 के अनुसार होगी।
3. उत्पािन अनुरूपता (सीओपी) प्रयोिनों के जलए मानिडं ों म ें कोई छूट नहीं िी िाएगी और अनुपालन की प्रदक्रया
समय-समय पर संिोजधत एआईएस-175 के अनुसार होगी।
4. संिभग ईंधन के जलए जवजनिेि जनयम 115(18)(i) के नोट 4 के समान होंगे।
(क) प्राकृजतक गैस या िैव-मीथेन मोनो-ईंधन या जद्व-ईंधन वाहनों म ेंउपयोग दकया िान े वाला संिभ ग
प्राकृजतक गैस ईंधन अनलु िक IV-ठ (िी20, िी23 और िी25) के अनुसार होंगे।
(ख) एलपीिी मोनो ईंधन या जद्व-ईंधन वाहनों म ें उपयोग दकया िाने वाला संिभग एलपीिी ईंधन
अनलु िक IV-ड (ईंधन क और ईंधन ख) के अनुसार होगा, तथाजप, सीएनिी या एलपीिी के जलए
संिभग ईंधन की अनुपलब्धता के मामले में, समय-समय पर यथा संिोजधत बीआईएस
15958:2012 के अनुसार व्यावसाजयक रूप से उपलब्ध सीएनिी और बीआईएस 14681:2000
के अनुसार एलपीिी का उपयोग उत्पािन के प्रकार अनुमोिन और अनरूु पता के उद्दश्े य से दकया
िाएगा।
(ग) संिभग इथेनॉल ईंधन (ई85) अनलु िक 4-थ के अनुसार होंगे।
(घ) संिभग डीिल ईंधन (बी7) अनलु िक 4-न म ेंजनर्िगष्ट के अनुसार होंगे।
(ङ) संिभग ईंधन बायोगैस (बायो-मीथेन) समय-समय पर यथा संिोजधत आईएस 16087:2013 के
अनुसार होंग े
(च) संिभग ईंधन हाइड्रोिन समृद्ध संपीजड़त प्राकृजतक गैस (एचसीएनिी) समय-समय पर यथा
संिोजधत आईएस 17314:2019 के अनुसार होंग े
(छ) हाइड्रोिन ईंधन वाहनों का परीक्षण उि जनयमों के अनुलिक IV-ब म ें जनर्िष्टग संिभ ग ईंधन के
साथ दकया िाएगा।
(ि) संिभग ईंधन हाइड्रोिन समृद्ध संपीजड़त प्राकृजतक गैस (एचसीएनिी) समय-समय पर यथा
संिोजधत आईएस 17314:2019 के अनुसार होंगे।
(झ) ई-100 संिभग ईंधन की अनपु लब्धता के मामल े म,ें समय-समय पर यथा संिोजधत आईएस
17821:2022 के अनुसार व्यावसाजयक रूप से उपलब्ध ई-100 ईंधन का उपयोग प्रकार
अनुमोिन और उत्पािन की अनरूु पता के उद्देश्य से दकया िाएगा।
(ञ) संिभग ई20 ईंधन (गैसोलीन में इथेनॉल का 20 प्रजतित) आईएस 17943:2022 और बीआईएस
द्वारा समय-समय पर दकए गए संिोधन के अनुसार होंगे।
(ट) संिभग बी100 ईंधन अनलु िक IV-ध के अनुसार और बीआईएस द्वारा समय-समय पर दकए गए
संिोधन के अनुसार दकया िाएगा।
5. क्रैंककेस वेंरटलेिन प्रणाली सेवायुमंडल में दकसी भी क्रैंककेस गसै का उत्सिगन नहीं होना चाजहए।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i),
6. गैसोलीन ईंधन वाले वाहनों से वाष्पीकरण उत्सिगन 2.0 ग्राम/परीक्षण से अजधक नहीं होना चाजहए। गैसोलीन
ईंधन वाल ेवाहनों के जलए वाष्पीकरण उत्सिगन परीक्षण प्रदक्रया एआईएस-175 में जनर्िष्टग औरसमय-समय
पर संिोजधत प्रदक्रया के अनुसार होगी।
7. उत्पािन अनरूु पता (सीओपी) परीक्षण प्रदक्रया एआईएस 175 में वर्णगत और समय-समय पर संिोजधत प्रदक्रया के
अनुसार होगी।
8. उत्पािन अनरूु पता (सीओपी) आवृजत्त और सैंपल के जनयम 115 (18) (i) के नोट 8 के समान होंगे।
(i) प्रत्येक वाहन मॉडल, इसके प्रकारों सजहत, के जलए उत्पािन अवजध की अनरूु पता वषग म ेंएक बार होगी;
(ii) िहां छह महीन े म ें उत्पािन की मात्रा 250 प्रजत मॉडल, इसके प्रकारों सजहत, स े कम ह,ै जनयम 126-क के
प्रावधानों में जनजहत प्रावधान लागू होंग;े
(iii) ये सभी परीक्षण इस उप-जनयम में जनर्िष्टग संिभग ईंधन के साथ दकए िाएंगेः
बिते दक, जनमागता के अनरु ोध पर, परीक्षण वाजणजज्यक ईंधन के साथ दकया िा सकता ह;ै
(iv) इस उप-जनयम के अनुसार अनमु ोदित वाहनों के जलए, प्रजत वषग दकसी जविेष संयंत्र से उत्पादित वाहन मॉडल
का कम से कम 50 प्रजतित, जनकटतम पूणाांक मान तक पूणाांदकत करके, जवक्रेता के स्ट्थान या गोिाम से यािजृ छछक
रूप से चनु ा िाएगा।
9. वाजणजज्यक ईंधन के जलए जवजनिेि इस प्रकार होंगे:-
(i) वाजणजज्यक गैसोलीन ईंधन अनलु िक IV-प और समय-समय पर दकए गए संिोधन के अनसु ार होंगे;
(ii) वाजणजज्यक सीएनिी और वाजणजज्यक एलपीिी के जलए जवजनिेि क्रमिः बीआईएस 15958:2012 और
बीआईएस 14681:2000 और समय-समय पर दकए गए संिोधन के अनुसार होंगे;
(iii) वाजणजज्यक डीिल में उपयोग दकया िाने वाला बायोडीिल समय-समय पर यथा संिोजधत आईएस 15607 के
अनुसार होंगे;
(iv) वाजणजज्यक डीिल ईंधन के जलए जवजनिेि अनुलिक IV-फ समय-समय पर दकए गए संिोधन के अनुसार होंगे;
(v) वाजणजज्यक ईंधन ई85 के जलए जवजनिेि (गैसोलीन में इथेनॉल के 85 प्रजतित का जमश्रण) आईएस 16634:2017
और बीआईएस द्वारा समय-समय पर दकए गए संिोधन के अनसु ार होंगे;
(vi) वाजणजज्यक बायोगैस (बायो-मीथेन) के जलए जवजनिेि आईएस:16087:2013 और समय-समय पर दकए गए
संिोधन के अनुसार होंगे;
(vii) हाइड्रोिन समृद्ध संपीजड़त प्राकृजतक गैस (एचसीएनिी) के जलए जवजनिेि आईएस 17314:2019 और समय-
समय पर दकए गए संिोधन के अनुसार होंगे;
(viii) वाजणजज्यक इथेनॉल ईंधन (ई20) के जलए जवजनिेिन आईएस 17021:2018 के अनुसार होंगे;
(ix) वाजणजज्यक ईंधन ई100 के जलए जवजनिेिन आईएस 17821:2022 और समय-समय पर दकए गए संिोधन के
अनुसार होंगे;
10. एनओएक्स न्यूनीकरण एिेंट एयूएस32 (एक् वेरटक यूररया सोल् यूिन) के जवजनिेि जनयम 115(18) (i) के नोट
10 के समान होोोगं े।
11. डीिल वाहनों के जलए, िश्ृ यमान प्रिषू कों (धुएं) के उत्सिगन की अपेक्षाए ं जनयम 115 (18) (i) के नोट 11 के
समान होंगी।
12. इंिन की िजि को इंिन डायनेमोमीटर पर मापा िाएगा और मापी गई िजि के जलए प्रदक्रया और अपेक्षाए ं
समय-समय पर यथासंिोजधत एआईएस 137 के अनुरूप होंगी।
13. टाइप II परीक्षण: इस उप-खडं में जवजनर्िगष्ट पीआई इंिन लग ेवाहन यथा लागू जनयम 115 के उप-जनयम (2) के
खंड (i) के प्रावधानों, का अनुपालन करेंगे ।[भाग II—खण् ड 3(i), भारत का रािपत्र : असाधारण 5
14. फ्री एक् सलरेिन स्ट् मोक: इस उप-खंड म ेंजवजनर्िगष्ट सीआई इंिन से सुसजित वाहन यथा लागू जनयम 115 के उप-
जनयम (2) के खडं (ii) के प्रावधानों, का अनुपालन करेंगे।

(i) वैकजल्पक रूप से, वाहन जवजनमागता पीआई वाहनों के जलए समय-समय पर यथा संिोजधत एआईएस 175 के
अनुसार जडरटररओरेिन फैक्ट र के मूल्यांकन के जलए 1,60,000 दकमी के वाहन एनिंग परीक्षण या बेंच एनिंग
ड्यूरेजबजलटी परीक्षण का जवकल्प चुन सकता ह।ै
(ii) समय-समय पर यथासंिोजधत एआईएस 175 के अनुसार वाहन का परीक्षण रैक, सड़क या चजे सस डायनेमोमीटर
अथवा इंिन टेस्ट्ट बेंच पर यह परीक्षण दकया िा सकता ह।ै
(iii) उपयुगि एनिगं परीक्षण जनयम 126 म ें जनर्िगष्ट अनुमोदित परीक्षण एिेंसी द्वारा दकया िाना चाजहए।
16. वाहनों में उत्सिगन जनयंत्रण के जलए ऑन-बोडग डायिोजस्ट्टक (बीएस VI - ओबीडी) जसस्ट् टम लगाए िाएंगे, जिसम ें
समय-समय पर यथा संिोजधत एआईएस-175 में जनधागररत प्रदक्रया के अनुसार कंप्यूटर मेमोरी में संग्रहीत त्रुरट
कोड के माध्यम से खराबी के संभाजवत क्षेत्र की पहचान करने की क्षमता होगी, िब उस जवफलता के पररणाम
स्ट्वरूप जनम्नजलजखत ताजलका म ेंिी गई सीमाओं से अजधक उत्सिगन में वृजद्ध होती है, अथागत्: -

17. इन जनयमों का अनुपालन करन ेवाले बीएस VI वाहनों के जलए इन यूि परफॉमेंस रेश्यो (आईयपू ीआर), ओबीडी
प्रणाजलयों के एक जवजिष्ट मॉजनटर एम का इन यूि परफॉमेंस रेश्यो (आईयूपीआर) होगा:
आईयूपीआरएम = अंि (न्युजमनेटर)/ जवभािक (डीनोमीनेटर)
i. अंि (न्युजमनेटर) और जवभािक (डीनोमीनेटर) की तलु ना यह सकं ेत िेती ह ैदक वाहन संचालन के सापेक्ष एक जवजिष्ट
मॉजनटर दकतनी बार संचाजलत होता ह।ै आईयूपीआर को रैक करने के जलए जवस्ट्तृत आवश्यकताएँ एआईएस 175
में िी गई ह।ैं
ii. यदि एआईएस 175 म ें जनर्िष्टग अपेक्षाओं के अनुसार, वाहन एक जवजिष्ट मॉजनटर एम से सुसजित ह,ै तो
आईयूपीआरएम जनम्नजलजखत न्यूनतम मानों स ेअजधक या बराबर होगा।
क. वाष्पीकरण उत्सिगन िुजद्धकरण जनयंत्रण मॉनीटर के जलए 0.520.
ख. अन्य सभी मॉनीटरों के जलए 0.336.
ग. सेकेंडरी एयर जसस्ट्टम मॉनीटर और कोल्ड स्ट्टाटग संबंजधत अन्य मॉनीटर के जलए 0.260.
iii. वाहनों का इन सर्वगस अनपु ालन एआईएस 175 म ें जनधारग रत और समय-समय पर यथा संिोजधत प्रदक्रया के
अनुसार होगा।
iv. इन जनयमों का अनपु ालन करने वाल े वाहनों के जलए टाईप अनुमोिन या उसके बाि जनर्मगत सभी मॉडलों के
जलए, यथा संिोजधत एआईएस 175 में जनधागररत प्रदक्रया के अनुसार पीईएमएस का उपयोग करके रीयल वल्ड ग
ड्राइनवंग सायकल उत्सिगन मापा िाएगा। आरडीई अनरूु पता कारक (सीएफ), जनम्नजलजखत ताजलका के अनुसार
होगा, अथागत:् -

3. मार्िगन एक ऐसा परै ामीटर ह ै िो पीईएमएस उपकरण द्वारा उत्पन्न अजतररि माप अजनजितताओं को ध्यान म ें
रखता ह।ै
20. सीएनिी या बायो-सीएनिी या एचसीएनिी वाहन एआईएस 024, एआईएस-028 संिोधन 1, िैसा लागू हो के
अनुसार सभी सुरक्षा अपक्षे ाओं को पूरा करेंगे।[भाग II—खण् ड 3(i), भारत का रािपत्र : असाधारण 7
21. ई85 और ई100 के इथेनॉल जमश्रण के स्ट्तर के जलए वाहन की अनुकूलता पररभाजषत की िाएगी और इसे एआईएस
171:2021 के अनुसार स्ट्पष्ट रूप से निर आन े वाले जस्ट्टकर लगाकर वाहन पर प्रिर्िगत दकया िाएगा।
22. सभी गैसोलीन-ईंधन वाले मोनो-फ्यलू और बायो-फ्यूल वाहन जिनमें पॉजिरटव इजििन इंिन लगे हों, जिनम ें

NOTIFICATION
New Delhi, the 13th July, 2026
G.S.R. 634(E).— The following draft of certain rules further to amend the Central Motor Vehicles
Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section
110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of
section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby
given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on
which the copies of this notification as published in the Gazette of India, are made available to the public;
The objections or suggestions which may be received from any person in respect of the said draft
rules before the expiry of the aforesaid period will be considered by the Central Government.
Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (MVL,

Draft Rules
1. Short title and commencement. — (1) These rules may be called the Central Motor Vehicles (……….
Amendment) Rules, 2026.
(2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication
in the Official Gazette.
1. In the Central Motor Vehicles Rules, 1989, (hereinafter referred to as the said rules), in rule 115, in
sub-rule 18, after clause (i), the following clause shall be inserted, namely: -
“(iB) The Emission Standards for Bharat Stage VI (BS-VI) with Worldwide Harmonised Light Duty Test
Procedure (WLTP) test cycle (for N1 category): The emission standards for vehicles of category N1,
manufactured on or after 01st April 2028, for all models, shall be as under.

PI = Positive Ignition, CI = Compression Ignition
1. For Positive Ignition, Particulate mass and number of particles limit shall apply only to vehicles with
Direct Injection Engines.
2. "Reference mass" means the vehicle’s mass in running order plus 75 kg
For vehicles of category N2 between 3.5 and 5.0 tonnes maximum mass, originating from a type of vehicle
of category N1, the approval authority may grant an emission type-approval if the N2 vehicle meets the
emission requirements for a type of vehicle of category N1. Such N2 vehicles will be required to meet
COP/ISC/IUPR requirements under this rule.
Application of Test Requirements for Type-Approval – BS VI, with WLTP test procedures, shall be the same
as that of Table 2 of rule 115 (18) (i), including explanatory note (1) to (5) only.
Notes. -
1. The test shall be on a Chassis Dynamometer.
2. The test procedure, including driving cycle, shall be as provided in AIS-175, as amended from time
to time.
3. There shall be no relaxation of norms for Conformity of Production (COP) purposes, and the
procedure for compliance shall be as per AIS-175, as amended from time to time.
4. Specifications for Reference Fuels shall be as follows:—
(a) Reference natural gas fuel used in Natural Gas or Bio-Methane mono-fuel or bi-fuel vehicles shall be as
per Annexure IV-L (G20, G23 and G25).
(b) Reference LPG fuel used in LPG mono fuel or bi-fuel vehicles shall be as per Annexure IV-M (Fuel A
and Fuel B), However, in case of non-availability of reference fuels for CNG or LPG, the commercially
available CNG as per BIS 15958:2012 and LPG as per BIS 14681:2000 as amended from time to time shall
be used for the purpose of Type approval and conformity of production.
(c) The reference ethanol fuel (E85) shall be as per Annexure IV-Q.
(d) The reference Diesel fuel (B7) shall be as specified in Annexure IV-T.
(e) The reference fuel Biogas (Bio-methane) shall be as per IS 16087:2013 and as amended from time to
time.
(f) The reference fuel Hydrogen Enriched Compressed Natural Gas (HCNG) shall be as per IS 17314:2019
and as amended from time to time.
(g) Hydrogen Fuel vehicles shall be tested with reference fuel specified in Annexure IV-W to said rules.
(h) The reference fuel Hydrogen Enriched Compressed Natural Gas (HCNG) shall be as per IS 17314:2019
and as amended from time to time.
(i) In case of non-availability of E100 reference fuel, the commercially available E100 fuel as per
IS17821:2022 as amended from time to time shall be used for the purpose of Type approval and conformity

(j) The reference E20 fuel (20 per cent. of Ethanol in Gasoline) shall be as per IS 17943:2022 and as amended
from time to time by BIS.
(k) The reference B100 fuel shall be as per Annexure IV-S and as amended from time to time by BIS.
5. Crankcase ventilation system shall not permit the emission of any of the crankcase gases into the
atmosphere.
6. Evaporative emission shall not be more than 2.0 g/test from gasoline-fuelled vehicles. The
evaporative emission test procedure for gasoline-fuelled vehicles shall be as per the procedure
specified in AIS 175, and as amended from time to time.
7. The Conformity of Production (COP) testing procedure shall be as described in AIS 175 and as
amended from time to time.
8. Conformity of production (CoP) frequency and samples as under, namely:—
(i) the conformity of production period for each vehicle model, including its variants shall be once a year;
(ii) where production volume in six months is less than 250 per model, including its variants, the provisions
contained in the provisions of rule 126-A shall apply;
(iii) all these tests shall be conducted with the reference fuel as specified in this sub-rule:
Provided that, at the manufacturer’s request, the test may be carried out with commercial fuel;
(iv) for vehicles approved as per this sub-rule, at least 50 per cent of vehicle models, rounded to the nearest
integer value, produced from a particular plant per year shall be selected randomly from the dealer’s location
or warehouse.
9. Specifications for Commercial Fuels are as follows:—
(i) the commercial Gasoline fuel shall be as per Annexure IV-U and as amended from time to time;
(ii) specifications for commercial CNG and commercial LPG shall be in accordance with BIS 15958:2012
and as per BIS 14681:2000 respectively and as amended from time to time;
(iii) Biodiesel used in commercial diesel shall be as per IS 15607 as amended from time to time;
(iv) specifications for commercial diesel fuel shall be as per Annexure IV-V and as amended from time to
time;
(v) specification for commercial fuel E85 (blend of 85 per cent of Ethanol in Gasoline) shall be as per IS
16634:2017 and as amended from time to time by BIS;
(vi) specifications for commercial Biogas (Bio-Methane) shall be as per IS:16087:2013 and as amended from
time to time;
(vii) specifications for Hydrogen Enriched Compressed Natural Gas (HCNG) shall be as per IS 17314:2019
and as amended from time to time;
(viii) Specification for commercial ethanol fuel (E20) shall be as per IS 17021:2018;
(ix) Specification for commercial fuel E100 shall be as per IS 17821:2022 and as amended from time to
time
10. Specifications of NOx reduction agent AUS 32 (Aqueous Urea Solution) shall be same as that of
Note 10 of Rule 115 (18) (i).
11. For Diesel vehicles, the requirements for the emission of visible pollutants (smoke) shall be same as
that of Note 11 of Rule 115 (18) (i).
12. The engine power shall be measured on engine dynamometer and the procedure and requirements
for the measured power shall conform to AIS 137, as amended from time to time.
13. Type II Test: Vehicles fitted with PI engines specified in this sub-clause shall comply with the
provisions of clause (i) of sub-rule (2) of rule 115 as applicable.
14. Free Acceleration Smoke: Vehicles fitted with CI engines specified in this sub-clause shall comply
with the provisions of clause (ii) of sub-rule (2) of rule 115 as applicable.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i),
15. Deterioration Factor shall be as given in the following Table: -

i. Alternatively, for PI vehicles, the vehicle manufacturer may opt for a vehicle ageing test of 1,60,000
km or a bench ageing durability test, for evaluating the Deterioration factor as per AIS 175 and as
amended from time to time.
ii. This test may be performed by driving vehicle on a test track, on the road, or on a chassis
dynamometer or Engine Test Bench as per AIS 175 and as amended from time to time
iii. The above ageing test should be carried out by the approved test agency specified in rule 126.
16. The vehicles shall be equipped with On-Board Diagnostic (BS VI WLTP- OBD) systems for
emission control which shall have the capability of identifying the likely area of malfunction by
means of fault codes stored in computer memory as per the procedure laid down in AIS-175 and as
amended from time to time when that failure results in an increase in emission above the limits given
in the following Table, namely:-

1. For positive ignition, particulate mass applies only to vehicles with direct injection
engines
2. Reference Mass shall be considered as Mass in Running Order +75kg.
17. In-use performance ratio (IUPR) for BS VI vehicles complying to these rules, the in-use performance
ratio (IUPR) of a specific monitor M of the OBD systems shall be:

i. Comparison of Numerator and Denominator indicates how often a specific monitor is operating
relative to vehicle operation. Detailed requirements for tracking IUPR are given in AIS 175.
ii. If, according to the requirements specified in AIS 175, the vehicle is equipped with a specific monitor
M, IUPR shall be greater or equal to the following minimum values.

a. 0.520 for evaporative emission purge control monitors.
b. 0.336 for all other monitors.
c. 0.260 for secondary air system monitors and other cold start-related monitors.
iii. In service compliance of vehicles shall be as per the procedure laid down in AIS175 and as amended
from time to time.
iv. For the vehicles complying with these Rules, real-world driving cycle emission measurement using
PEMS shall be carried out for vehicles as per the procedure laid down in AIS 175 as amended from
time to time, for all models during Type Approval. The RDE Conformity Factor (CF), shall be as per
the following Table, namely:-

1. Applicable for: Positive Ignition (Direct Injection) engines and Compression Ignition Engines only
2. CO emissions shall be measured and recorded at RDE tests.
3. Margin is a parameter taking into account considering the additional measurement uncertainties
introduced by the PEMS equipment.
20. The CNG or Bio-CNG or HCNG Vehicles shall meet all the safety requirements as per AIS 024,
AIS-028 Revision 1 as applicable.
21. The compatibility of the vehicle to the level of Ethanol blend of E85 and E100 shall be defined by
the vehicle manufacturer, and the same shall be displayed on the vehicle by putting a clearly visible
sticker as per AIS 171:2021.
22. All the gasoline-fuelled mono-fuel and Bi-Fuel Vehicles with Positive Ignition Engines, including
Hybrids, shall be certified with Ethanol (E20) fuel.”
