(1) स्ट् कीम के अधीन लाभ प्राप्त करने के इच्छ ुक प्रत्‍ यके पात्र लाभाथी को आधार काड ा रखन े का प्रमाण देना होगा या आधार प्रमाणन स ेगुजरना होगा। (2) स्ट् कीम के अधीन लाभ प्राप् त करने का इच् छुक प्रत्‍ येक लाभाथी, जजसके पास आधार सख्ं या नहीं ह ै या, अभी तक आधार के जलए नामादं कत नहीं ह,ै को आधार नामांकन के जलए आिेदन करना होगा परंत ु िह उक्त अजधजनयम की धारा 3 के उपबंधों के अनुसार आधार प्राप् त करने का हकदार हो और ऐसा व् यजि आधार नामाकं न के जलए आधार नामांकन केंद्र [भारतीय जिजिष्ट पहचान प्राजधकरण (यूआईडीएआई) िेबसाइट www.uidai.gov.in पर सूची उपलस ध] पर जा सकता ह।ै (3) आधार (नामांकन एि ं अद्यतन) जिजनयम, 2016 के जिजनयम 12 के अनुसार राज्य सरकार या संघ राज्य क्षत्रे प्रिासन या मंत्रालय म ें स्ट्क ीम के कायाान् ियन के जलए उत्‍ तरदायी संबंजधत जिभाग को उन लाभार्शथयों के जलए आधार नामांकन सुजिधाएं उपलस ध कराना आिश् यक ह ै जो अभी तक आधार के जलए नामांदकत नहीं ह ैं और संबंजधत खंड या तालुका या तहसील म ें आधार नामांकन केंद्र जस्ट्थत होने की दिा म ें संबंजधत उक्त जिभाग, जिद्यमान जिस्ट् तार रजजस्ट् रारों के साथ समन्ि य करके या स्ट् ियं जिस्ट् तार रजजस्ट् रार बनकर सुजिधाजनक जगहों पर नामांकन सुजिधाएं प्रदान करेगा। परंतु जब तक व्यजि को आधार ददया जाता ह,ै तब तक ऐसे व्यजियों को स्ट् कीम के अधीन लाभ जनम्नजलजखत दस्ट्तािेजों को प्रस्ट्तुत करन े के अधीन रहत े हुए ददया जाएगा, अथाात् - (क) यदद लाभाथी न े नामांकन दकया ह,ै तो उसका आधार नामांकन पहचान पची या बायो-मेररक अपडेट प्रमाणीकरण पची; और (ख) लाभाथी का जनमन म ें स े कोई भी पहचान दस्ट्त ािे़ अथाात ् (i) फोटो के साथ बैंक पासबुक या पोस्ट्ट ऑदफस पासबुक; या (ii) मतदाता पहचान पत्र; या (iii) स्ट्थायी खाता संख्या (पैन) काड;ा या (iv) पासपोटा; या (v) मोटर यान अजधजनयम, 1988 (1988 का 59) के अधीन लाइसेंससग प्राजधकरण द्वारा जारी ड्राइसिग लाइसेंस; या (vi) रािन काड;ा या (vii) जिस्ट्ताररत जॉब काड;ा या (viii) दकसान फोटो पासबुक; या (ix) राजपजत्रत अजधकारी या तहसीलदार द्वारा आजधकाररक लेटर हडे पर जारी दकया गया पहचान प्रमाण पत्र, जजसम ें ऐसे व्यजि की फोटो लगी हो; या (x) मंत्रालय द्वारा जिजनर्ददि कोई अन्य दस्ट्तािेज: परंत ु यह और दक उपरोि दस्ट्तािेजों की जांच मंत्रालय द्वारा उस प्रयोजन के जलए अजभजहत अजधकारी द्वारा की जाएगी। 2. स्ट् कीम के अधीन लाभार्शथयों को सुजिधाजनक और परेिानी मिु लाभ प्रदान करन े के जलए, जिभाग, जो कायाान्ियन अजभकरण के माध्यम स े राज्य सरकार या संघ राज्य क्षत्रे प्रिासन म ें स्ट् कीम के कायाान्ियन के जलए उत्‍ तरदायी ह,ै व्यापक प्रचार सुजनजित करन े के जलए मीजडया के माध्यम स े लाभार्शथयों को स्ट् कीम के अधीन आधार की आिश्यकता के बारे म ें जागरूक करने के जलए सभी आिश्यक प्रबंध करेगा।[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 3 3. सभी मामलों म,ें जहां लाभार्शथयों के खराब बायोमेररक्स के कारण या दकसी अन्य कारण स े आधार प्रमाणीकरण जिफल हो जाता ह,ै जनम्नजलजखत अपिाद प्रबंधन प्रणाली को अपनाया जाएगा, अथाात:् (क) खराब गुणित्ता के फफगरसप्रट मामले म,ें प्रमाणीकरण के जलए आईररस (आईआरआईएस) स्ट्कैन या फेस प्रमाणीकरण सुजिधा को अपनाया जाएगा, जजससे संबंजधत जिभाग, जो कायाान्ियन अजभकरण के माध्यम स े राज्य सरकार या संघ राज्य क्षत्रे प्रिासन म ें स्ट् कीम के कायाान्ियन के जलए उत्‍ तरदायी ह,ै जनबााध रूप स े लाभ प्रदान करन े के जलए फफगरसप्रट प्रमाणीकरण के साथ आईररस (आईआरआईएस) या फेस स्ट्कैनर की व् यिस्ट् था करेगा। (ख) उंगजलयों के जनिान या आईररस या चेहरे के प्रमाणीकरण के माध्यम स े बायोमेररक प्रमाणीकरण सफल नहीं होने की जस्ट्थजत म,ें जहां भी संभि और स्ट्िीकाय ा हो, यथाजस्ट्थजत, आधार िन टाइम पासिडा या समय- आधाररत िन टाइम पासिडा द्वारा सीजमत समय िैधता के साथ प्रमाणीकरण, पेि दकया जाएगा; And, whereas, the Ministry of Fisheries, Animal Husbandry and Dairying (hereinafter referred to as the Ministry) in the Government of India is administering the scheme of Breed Multiplication Farm, Nationwide Artificial Insemination Programme and Accelerated Breed Improvement Programme using Sex Sorted Semen and through In Vitro Fertilization – components under the Rashtriya Gokul Mission (herein referred to as the Scheme) which is implemented by the State Governments and Union Territory Administrations through the State Implementing Agencies and National Dairy Development Board (herein after referred to as the Implementing Agency as per details given as Annexure I ) across the country; And whereas, under the scheme, subsidy and services are reimbursed (herein referred to as the benefits) as per details at Annexure II, inter-alia, to the farmers, and individual entrepreneurs or Self Help Group (SHG) or Farmers Cooperative Organisation (FCO) or Farmers Producers Organizations (FPOs) or Joint Liability Groups (JLG) and section 8 companies (hereinafter referred to as the beneficiaries), towards central assistance for credit-cum- subsidy linked activities for the different sub components as per the extant Scheme guidelines; And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (herein after referred to the said Act), the Central Government hereby requires the following namely:–– 1. (1) Every eligible beneficiaries desirous of availing the benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) Every eligible beneficiary desirous of availing the benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment provided he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such persons may visit any Aadhaar enrolment centre [list available at Unique Identification Authority of India website www.uidai.gov.in] for Aadhaar enrolment. (3) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the concerned Department, which is responsible for implementation of the Scheme in the State Government or Union territory Administration or the Ministry, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the said concerned Department shall provide enrolment facilities at convenient locations in coordination with the existing registrars of expand or by becoming expand registrars itself: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:– (a) if beneficiary has enrolled, his Aadhaar Enrolment Identification slip or biometric update identification slip; and (b) any one of the following identify documents of the beneficiary namely:- (i) Bank Passbook or Post office Passbook with photo; or (ii) Voter Identification Card; or (iii) Permanent Account Number (PAN) Card; or (iv) Passport; or (v) Driving licence issued by Licencing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vi) Ration Card; or (vii) expand Job Card; or (viii) Kisan Photo Passbook; or (ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (x) Any other document as specified by the Ministry: Provided further that the above documents shall be checked by an officer designated by the Ministry for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Department, which is responsible for implementation of the Scheme in the State Government or Union territory Administration through the implementing Agency, shall make all the required arrangements to ensure wide publicity through media is given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following exception handling mechanisms shall be adopted, namely: –– (a) in case of poor fingerprint quality, IRIS scan or Face Authentication facility shall be adopted for authentication, thereby the concerned Department, which is responsible for implementation of the Scheme in the State Government or Union territory Administration through the implementing Agency, shall make provisions for IRIS scanners or Face authentication along with fingerprint authentication for delivery of benefits in seamless manner; (b) in case of biometric authentication through fingerprints or IRIS or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One Time Password with limited time validity, as the case may be, shall be offered; (c) in all other cases where biometric or One Time Password or Time-based One Time Password authentication is not possible, benefit may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter. 4. The necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the concerned Department responsible for implementation of the Scheme in the State Government or Union territory Administration through the Implementing Agency. 5.
