NOTIFICATION New Delhi, the 3rd September, 2026 G.S.R. 793(E).— The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public;

The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government.

Draft Rules

1. Short title and commencement. - (1) These rules may be called the Central Motor Vehicles ....... Amendment) Rules, 2026.

2) Save as otherwise provided in these rules, they shall come into force on the date of publication of these rules.

2. In the Central Motor Vehicles Rules, 1989, after rule 115-D, the following new rule 115-DA shall be inserted, namely: “115-DA. Retro-fitment of Emission Control Device to Motor Vehicles. -[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

1. The retro-fitment of Retrofit Emission Control Device (RECD) to motor vehicles of categories M and N having Gross Vehicle Weight exceeding 3500 kg and equipped with a Compression Ignition engine shall conform to the requirements of AIS-228, as amended from time to time.” [F.
