L.-33004/99 सी.जी.-डी.एल.-अ.-07112023-249934 xxxGIDHxxx CG-DLxx-xEG-I0D7E1x1x2x0 23-249934 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 640] नई दिल्ली, मगं लवार, नवम्ब र 7, 2023/कार्तका 16, 1945 No. 640] NEW DELHI, TUESDAY, NOVEMBER 7, 2023/KARTIKA 16, 1945 पर्ावा रण, वन और िलवार् ुपररवतना मत्रं ालर् (वन्र्िीव अपराध जनर्त्रं ण ब्र्रू ो) अजधसचू ना नई दिल्ली, 3 नवम् बर, 2023 सा.का.जन. 820(अ).—राष्ट्रपजत, संजवधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजिर्ों का प्रर्ोग करते हुए, वन्र्िीव अपराध जनर्ंत्रण ब्र्ूरो (समूह ‘ग’ पि) भती जनर्म, 2009 को िहां उनका संबंध अवर श्रेणी जलजपक के पि से ह,ै उन बातों के जसवार् अजधक्रमण करते हुए, जिन्ह ेंऐसे अजधक्रमण से पूवा दकर्ा गर्ा ह ैर्ा करने का लोप दकर्ा गर्ा ह,ै पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर्, के अधीन वन्र्िीव अपराध जनर्ंत्रण ब्र्ूरो, में अवर श्रेणी जलजपक के पि पर भती की पद्धजत का जवजनर्मन करने के जलए जनम्नजलजखत जनर्म बनाते ह,ैं अर्ाात् :- 1. सजं िप्त नाम और प्रारंभ – (1) इन जनर्मों का संजिप्त नाम वन्र्िीव अपराध जनर्ंत्रण ब्र्ूरो, अवर श्रेणी जलजपक भती जनर्म, 2023 ह ैI (2) र्े रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे I 2. पि की संख्र्ा, वगीकरण और वते न मरै रक्स में स्ट्तर- उि पि की संख्र्ा, उसका वगीकरण और इसमें संलग्न वेतन मैररक्स में वेतन स्ट्तर वह होगा िो इन जनर्मों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िष्टा ह ैI 3. भती की पद्धजत, आर्-ु सीमा और अन्र् अहता ाएं इत्र्ादि – भती की पद्धजत, आर्ु-सीमा, अहता ाएं और उससे संबंजधत अन्र् बातें वे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जनर्िष्टा ह ैंI 4. जनरहता ा – वह व्यजि - 7007 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) जिसने ऐसे व्यजि से, जिसका पजत र्ा जिसकी पत्नी िीजवत ह,ै जववाह दकर्ा है र्ा जववाह की संजविा की ह ै; र्ा (ख) जिसने अपने पजत र्ा अपनी पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकर्ा ह ै र्ा जववाह की संजविा की ह ै उि पि पर जनर्ुजि का पात्र नहीं होगा : परन्तु र्दि केन्रीर् सरकार का र्ह समाधान हो िाता ह ैदक ऐसा जववाह ऐसे व्यजि और जववाह के अन्र् पिकार को लागू स्ट्वीर् जवजध के अधीन अनुज्ञेर् ह ैऔर ऐसा करने के जलए अन्र् आधार ह ैंतो वह दकसी व्यजि को इस जनर्म के प्रवतान से छूट ि ेसकेगी I 5. जिजर्ल करन े की िजि : िहा ं केन्रीर् सरकार की र्ह रार् ह ै दक ऐसा करना आवश्र्क र्ा समीचीन ह,ै वहां वह उसके जलए िो कारण हैं उन्हें लेखबद्ध करके इन जनर्मों के दकसी उपबंध को दकसी वगा र्ा प्रवगा के व्यजिर्ों की बाबत, आििे द्वारा जिजर्ल कर सकेगी I 6. व्यावजृ त्त : इन जनर्मों की कोई बात, ऐसे आरिण, आर्ु–सीमा में छूट और अन्र् ररर्ार्तों पर प्रभाव नहीं डालेगी, जिनका केंरीर् सरकार द्वारा इस संबंध में समर्–समर् पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतर्ों, अनुसूजचत िनिाजतर्ों, अन्र् जपछड़े वगों, भूतपूवा सैजनकों और अन्र् जविेष प्रवगा के व्यजिर्ों के जलए उपबंध करना अपेजित ह ैI अनसु चू ी पि का नाम पिों की सख्ं र्ा वगीकरण वते न मरै रक्स म ेंस्ट्तर चर्न अर्वा अचर्न पि (1) (2) (3) (4) (5) अवर श्रेणी जलजपक 8*(2023) साधारण वेतन मैररक्स में स्ट्तर-2 अचर्न (*कार्ाभार के आधार पर केंरीर् सेवा, (19900-63200/-रूपर्े) पररवतान दकर्ा िा सकता समूह ‘ग’, ह)ै अरािपजत्रत अनुसजचवीर् सीध ेभती दकए िान े सीध ेभती दकए िान ेवाले सीध ेभती पररवीिा अवजध, भती की पद्धजत : भती सीधी वाल े व्यजिर्ों के जलए व्यजिर्ों के जलए अपजे ित दकए िान े र्दि कोई हो होगी र्ा प्रोन्नजत द्वारा र्ा आर्–ु सीमा िजै िक और अन्र् अहता ाएँ वाल े प्रजतजनर्जु ि र्ा आमले न व्यजिर्ों के द्वारा तर्ा जवजभन्न पद्धजतर्ों जलए जवजहत द्वारा भरी िान ेवाली आर् ुऔर ररजिर्ों की प्रजतितता िजै िक अहता ाएँ प्रोन्नत व्यजिर्ों की ििा म ें लाग ूहोंगी र्ा नहीं (6) (7) (8) (9) (10) 18 से 27 वषा (केन्रीर् (1) दकसी मान्र्ता प्राप्त बोडा हां, स्ट्तंभ िो वषा (i) कमाचारी चर्न आर्ोग सरकार द्वारा समर्– र्ा जवश्वजवद्यालर् से बारहवीं संख्र्ा (10) द्वारा 85 प्रजतित सीधी भती समर् पर िारी दकए र्ा समतुल्र् में ििाार्ी द्वारा I गर्े अनुििे ों र्ा आििे ों (11) टाइपराइटर पर 30 गई सीमा (ii) 10 प्रजतित ररजिर्ां के अनुसार सरकारी िब्ि प्रजत जमनट अंग्रेिी तक समूह ‘ग’ कमाचाररर्ों में से सेवको के जलए जिजर्ल टंकण की गजत र्ा हहिं ी वेतन मैररक्स में वेतन करके 40 वष ा तक की िा टंकण में 25 िब्ि प्रजत जमनट स्ट्तर-1 (18000-56900) में सकती ह)ै की गजत होनी चाजहए I बारहवीं पास र्ा समतुल्र् रटप्पण : आर्-ु सीमा अर्वा र्ोग्र्ता और जवभागीर् पास अवधाररत करने के जलए कंप्र्ूटर पर टंकण अंग्रेिी में परीिा के आधार पर तीन जनणाार्क तारीख 35 िब्ि प्रजत जमनट र्ा हहिं ी वषा की जनर्जमत सेवा की कमाचारी चर्न आर्ोग में 30 िब्ि प्रजत जमनट की हो, द्वारा भरे िार्ेंगे I द्वारा जनर्त की िार्ेगी गजत हो (प्रत्र्ेक िब्ि के जलए पात्रता परीिा हते ु[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (िहाँ भती कमाचारी 5 की जडप्रेिन के औसत पर अजधकतम आर्ु सीमा चर्न आर्ोग द्वारा नहीं 10500 के डी पी एच के पैंतालीस वषा हो (अनुसूजचत की िार्ेगी, वहां आर्-ु समरूप अंग्रेिी में 35 िाजत/ अनुसूजचत िनिाजत सीमा अवधाररत करने िब्ि प्रजत जमनट र्ा हहिं ी म ें के जलए पचास वषा की आर्ु हते ु पररपत्र तारीख 30 िब्ि प्रजत जमनट हो) आवेिन प्राप्त करने की रटप्पण : र्दि इस खंड के अंजतम तारीख होगी) अधीन उपलब्ध ररजिर्ों की तुलना में ऐसे कमाचारी ज्र्ािा ह ैं (iii) आगामी वषों में परीिा में अहता ा प्राप्त ऐस े कमाचाररर्ों द्वारा ररजिर्ों को भरने पर जवचार दकर्ा िार्ेगा तादक ऐसे कमाचारी जिन्होंने पहले परीिा पास की हो, बाि म ें परीिा पास करने वाले कमाचारी से पहले जवचार दकर्ा िा सकें I (iv) समूह ‘ग’ कमाचाररर्ों से जिन्होंने तीन वषा की जनर्जमत सेवा वेतन मैररक्स में स्ट्तर-1 (18000- 56900) पिों पर की हो तर्ा 5 प्रजतित ररजिर्ां ज्र्ेष्ठता-सह-उपर्ुिता के आधार पर भरी िार्ेगी I प्रोन्नजत र्ा प्रजतजनर्जु ि/आमले न द्वारा भती की ििा में, व े श्रजे णर्ा ँजिनस े र्दि जवभागीर् प्रोन्नजत भती करन ेम ेंदकन प्रोन्नजत र्ा प्रजतजनर्जु ि/आमले न दकर्ा िाएगा सजमजत ह,ै तो उसकी पररजस्ट्र्जतर्ों म ेंसघं लोक सरं चना सवे ा आर्ोग स ेपरामि ा दकर्ा िाएगा (11) (12) (13) लागू नहीं होता समूह ‘ग’ जवभागीर् लागू नहीं होता I प्रोन्नजत सजमजत (प्रोन्नजत/ पजु ष्ट के संबंध में जवचार करने के जलए जिसमें जनम्नजलजखत होंगे – (i) संर्ुि जनििे क वन्र्िीव अपराध जनर्ंत्रण ब्र्ूरो.........अध्र्ि; (ii) उपजनििे क, वन्र्िीव अपराध जनर्ंत्रण ब्र्ूरो.........सिस्ट्र्; (iii) सहार्क जनििे क अर्वा िेत्रीर् उपजनििे क, वन्र्िीव अपराध जनर्ंत्रण ब्र्ूरो.........सिस्ट्र् [ई. सं.174823, फा.सं.8-1/2022-एफई] बी. आर. मीना, अवर सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (Wildlife Crime Control Bureau) NOTIFICATION New Delhi, the 3rd November, 2023 G.S.R. 820(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Wildlife Crime Control Bureau, (Group ‘C’) Recruitment rules, 2009 in so far as it relates to the post of Lower Division Clerk, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Lower Division Clerk in the Wildlife Crime Control Bureau under the Ministry of Environment, Forest and Climate Change, namely:- 1. Short title and commencement.-(1) These rules may be called the Wildlife Crime Control Bureau, Lower Division Clerk Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and Level in the Pay Matrix.- The number of the post, its classification and Pay Level in the Pay Matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit and other qualifications, etc.-Method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.-No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into a contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law application to such person and the other party to the marriage and that are there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do it may, by order, for reason to be recorded in writing and relax any of the provisions of these with respect to any class or category of persons. 6. Saving. -Nothing in these rules shall affect reservations, relaxation in age-limit and other concessions required to be provided for the Scheduled Casts, the Schedule Tribes, the Other Backward classes, the Ex-servicemen and other special categories of persons in accordance with the order issued by the Central Government from time in this regard.
