(ख) क्र.सं. 2 के कॉलम (3) में अरबी अंकों और जवराम जचन्द्ह “30,000” के स्ट्थान पर अरबी अकं और जवराम जचन्द्ह “22,500” प्रजतस्ट्थाजपत दकए िाएंगे; (ग) क्र.सं. 3 के कॉलम (3) में अरबी अंकों और जवराम जचन्द्ह “80,000” के स्ट्थान पर अरबी अंक और जवराम जचन्द्ह “60,000” प्रजतस्ट्थाजपत दकए िाएंगे; (घ) क्र.सं. 4 के कॉलम (3) में अरबी अंकों और जवराम जचन्द्ह “3,00,000” के स्ट्थान पर अरबी अंक और जवराम जचन्द्ह “2,25,000” प्रजतस्ट्थाजपत दकए िाएंग;े (ii) उप-जनयम (4) म,ें “मथे नॉल या इथने ॉल ईंधन पर चलन े वाले” िब्िों के स्ट्थान पर, “जविेर् रूप स े हाइड्रोिन, मथे नॉल, इथेनॉल ईंधन या दकसी प्राकृजतक गैस पर चलने वाले” िब्ि प्रजतस्ट्थाजपत दकए िाएंगे। 3. उि जनयमों म,ें जनयम 4 म,ें उप-जनयम (5) के परंतुक के स्ट्थान पर जनम्नजलजखत परंतुक प्रजतस्ट्थाजपत दकए िाएंगे, अथागत—् “बिते दक बैटरी से चलन े वाल े पयगटक वाहन या केवल प्राकृजतक गैस या हाइड्रोिन पर चलने वाल े पयगटक वाहन को ऐस े वाहन के पंरह वर्ग परू े होने के बाि अजखल भारतीय पयगटक परजमट दिया िा सकता है, यदि ऐसा वाहन अजखल भारतीय पयगटक परजमट के जलए आवेिन करने से पंरह दिन पहले स्ट्वचाजलत परीिण केंर से दिटनेस प्रमाण पत्र प्राि कर लते ा है: इसके अजतररि बिते दक, दिल्ली राष्ट्रीय रािधानी िेत्र म ेंपंिीकृत डीिल वाहनों के मामले में, वाहन के पहले पंिीकरण की तारीख से िस वर् ग पूरे होन े के पश्चात ् अजखल भारतीय पयगटक परजमट प्रिान नहीं दकया िाएगा।” 4. उि जनयमों म,ें जनयम 6 म,ें— (i) उप-जनयम (2) के स्ट्थान पर जनम्नजलजखत उप-जनयम प्रजतस्ट्थाजपत दकया िाएगा, अथागत्,— “(2) अजखल भारतीय पयगटक परजमट का उपयोग दकसी पयगटक या पयगटकों के समूह को उनके जनिी सामान सजहत पररवहन करने के जलए समग्र रूप से उपयोग दकए िान े वाले पयगटक वाहन के जलए दकया िाएगा।” (ii) उप-जनयम (3) म,ें— (क) “पयगटकों का व्यजिगत रूप से या समूह में पररवहन” िब्िों के स्ट्थान पर “एक पयगटक या पयगटकों के समूह का पररवहन” िब्ि प्रजतस्ट्थाजपत दकए िाएंगे; (ख) “इलेक्ट्रॉजनक रूप या भौजतक रूप म”ें िब्िों के बाि जवराम जचन्द्ह और िब्ि “, और ऐसे वाहन का उपयोग समग्र रूप से दकया िाता ह”ै अंत:स्ट्थाजपत दकए िाएंगे। 5. उि जनयमों म,ें जनयम 10 म,ें “प्रत्येक पयगटक का गंतव्य और” िब्िों के स्ट्थान पर, “पयगटकों का गंतव्य, और" िब्ि प्रजतस्ट्थाजपत दकए िाएंग े । [िा. स.ं आरटी-11036/57/2024-एमवीएल] महमूद अहमद, अपर सचिव रटप्पण: मलू जनयम भारत के रािपत्र, असाधारण, भाग- II, खडं 3, उप धारा (i) में अजधसूचना संख्या सा.का.जन. 302(अ), दिनांक 18 अप्रलै , 2023 के माध् यम स े प्रकाजित दकए गए थ े और जपछली बार सा.का.जन...........(अ), दिनांदकत ........... द्वारा संिोजधत दकए गए।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 10th August, 2026 G.S.R. 729(E).— The following draft rules to further amend the All India Tourist Vehicles (Permit), Rules, 2023 which the Central Government proposes to make, in exercise of the powers conferred by sub-section (14) read with sub-section (9) of section 88 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of Section 212 of the said Act for information of all persons likely to be affected thereby and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public. Objections or suggestions, if any, may be sent to the Additional Secretary (MVL), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110001, Email: comments-morth@gov.in. Any objection(s) or suggestion(s) which may be received from any person with respect to the said draft rules before the expiry of the period aforesaid will be considered by the Central Government. DRAFT RULES 1. Short title and commencement.- (1) These rules may be called the All India Tourist Vehicles (Permit) (Second Amendment) Rules, 2026. (2) They shall come into force with effect from the date of publication of the Notification in the Official Gazette. 2. In the All India Tourist Vehicles (Permit) Rules, 2023 (hereinafter referred to as the said rules), in rule 3,— (i) in the table under sub-rule (3),— (a) in column (3) of serial number 1, for the Arabic numerals and punctuation mark “20,000”, the Arabic numerals and punctuation mark “15,000” shall be substituted; (b) in column (3) of serial number 2, for the Arabic numerals and punctuation mark “30,000” the Arabic numerals and punctuation mark “22,500” shall be substituted; (c) in column (3) of serial number 3, for the Arabic numerals and punctuation mark “80,000”, the Arabic numerals and punctuation mark “60,000” shall be substituted; (d) in column (3) of serial number 4, for the Arabic numerals and punctuation mark “3,00,000”, the Arabic numerals and punctuation mark “2,25,000” shall be substituted; (ii) in sub-rule (4), for the words “driven on methanol or ethanol fuel”, the words “exclusively driven on hydrogen, methanol, ethanol fuel or any natural gas” shall be substituted. 3. In the said rules, in rule 4, for the proviso to sub-rule (5), the following provisos shall be substituted, namely,— “Provided that a battery operated tourist vehicle or a tourist vehicle exclusively driven on natural gas or hydrogen may be granted All India Tourist Permit after such vehicle has completed fifteen4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] years, if such vehicle obtains a certificate of fitness from an automated testing station no later than fifteen days before seeking the All India Tourist Permit: Provided further that, in case of diesel vehicles registered in the National Capital Territory of Delhi, the All India Tourist Permit shall not be granted after the vehicle has completed ten years from the date of its first registration.” 4. In the said rules, in rule 6,— (i) for sub-rule (2), the following sub-rule shall be substituted, namely,— “(2) The All India Tourist Permit shall be used for a tourist vehicle used as a whole, for the transport of a tourist or, tourists in a group, along with their personal luggage.” (ii) in sub-rule (3),— (a) for the words “transport of tourists individually or in a group”, the words “transport of a tourist or tourists in a group” shall be substituted; (b) after the words “electronic form or in physical form”, the punctuation mark and words “, and such vehicle is used as a whole” shall be inserted. 5. In the said rules, in rule 10, for the words “the destination of each tourist and”, the words “the destination, of tourists, and” shall be substituted. [F.
