2. केंद्रीय मोटर यान जनयमावली, 1989 (इसके बाि मूल जनयमों के रूप में उजल्लजखत) के जनयम 115 म,ें उप-जनयम (22) के पश्चात, एक नया उप-जनयम अंतःस्ट्थाजपत दकया िाएगा, अथागत्:

1. 7 प्रजतित तक बायो डीिल जमश्रण से चलने वाले वाहनों या इंिनों का परीक्षण संिभग डीिल (बी7) के साथ दकया िाएगा और 7 प्रजतित से अजधक बायो डीिल जमश्रण स े चलने वाल े वाहनों का परीक्षण संबजं धत जमश्रणों के साथ दकया िाएगा।

2. ड्यूल फ्यलू इंिन के जलए परीक्षण की प्रयोज्यता संबंधी अपेक्षाएं वल्ड ग हामोनाइज्ड रांजिएंट साइदकल (डब्ल्यूएचटीसी) परीक्षण चि के गम गभाग पर माप ेगए गैस ऊिाग अनुपात (िीईआर) पर जनभरग करती ह।ैं िीईआर का वगीकरण समय-समय पर यथा संिोजधत एआईएस: 215 भाग 2 के अनुसार होगा। ताजलका 4: 1 अप्रलै 2033 को या उसके बाि जनर्मतग एम2, एन2, एम3 और एन3 श्रजे णयों के वाहनों के जलए ब्रके िजनत कण उत्सिनग सीमाएाँ उत्सिनग सीमा वाहनों का श्रजे णया ाँएम2 और एन2, एम3 और एन3 पावररेन प्रौद्योजगकी पीईवी ओवीसी-एचईवी नोवसी-एचईवी एफसीवी/एफसीएचवी आईसीईवी ब्रेक िजनत कण उत्सिगन (पीएम10) * * * * * ब्रेक िजनत कण संख्या उत्सिगन (पीएन) * * * * * *ब्रेक पार्टगकल उत्सिगन सीमाएाँ, पार्टगकुलेट मास (पीएम10) और पार्टगकल नंबर (पीएन) अलग से अजधसूजचत की िाएंगी। ताजलका 5: ब्रके जसस्ट्टम के प्रकार-अनमु ोिन के जलए परीक्षण अपक्षे ाओं की प्रयोज्यता परीक्षण और अपक्षे ाएं के जलए उत्सिनग प्रकार -उत्पािन की अनरूु पता पर सवे ाकालीन अनरूु पता परीक्षण अपक्षे ाएं अनमु ोिन परीक्षण परीक्षण परीक्षण एिेंसी परीक्षण एिेंसी परीक्षण एिेंसी ब्रेक साइदकल ब्रेक प्रणाली उत्सिगन लेखापरीक्षा /वैकजल्पक अपेजक्षत अपेजक्षत पर परीक्षण परीक्षण6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ताजलका 6: न्द्यनू तम प्रििनग अपक्षे ाएं (एमपीआर) के जलए बटै री स्ट्थाजयत्व हते ु वाहनों का श्रजे णयााँ एम2, एम3, एन 2 और एन31 अप्रलै 2033 को या उसके बाि जनर्मतग बटै री ऊिा गआधाररत एमपीआर वाहनों म ेंमख्ु य लाईफटाईम (**) वाहनों म ेंअजतररि लाईफटाईम (**) ओवीसी-एचईवी * * पीईवी * * (*) बैटरी स्ट्थाजयत्व के जलए न्द्यनू तम प्रििगन आवश्यकताएाँ (एमपीआर) अलग स ेअजधसूजचत की िाएंगी। (**) ताजलका 11 में जनर्िष्टग अनुसार। ताजलका 7: 1 अप्रलै 2035 को या उसके बाि जनर्मतग एम 2, एन2, एम3 और एन3 श्रजे णयों के सभी मॉडलों के वाहनों के जलए ब्रके कण उत्सिनग सीमाएाँ उत्सिनग सीमा वाहनों का श्रजे णयााँ एम2 और एम3 वाहनों का श्रजे णया ाँ एन2 और एन3 ब्रेक कण उत्सिगन (पीएम10) * * ब्रेक कण संख्या उत्सिगन (पीएन) * * *ब्रेक पार्टगकल उत्सिगन सीमाएाँ, पार्टगकुलेट मास (पीएम 10) और पार्टगकल नंबर (पीएन) अलग से अजधसूजचत की िाएंगी। ताजलका 8: 1 अप्रलै 2035 को या उसके बाि जनर्मतग वाहन श्रजे णयों एम2, एन2, एम3 और एन3 के जलए सी2 और सी3 टायरों की घर्णग सीमाएाँ। टायर घर्णग सीमाएाँ सी2 टायर सी3 टायर सामान्द्य टायर * * *टायर घर्गणसीमा की सूचना अलग से िी िाएगी। ताजलका 9: सी2 और सी3 टायरों के प्रकार-अनमु ोिन के जलए परीक्षण अपक्षे ाओं की प्रयोज्यता परीक्षण और अपक्षे ाए ं के जलए टाइप-उत्पािन अनरूु पता पर सवे ाकालीन अनरूु पता पर परीक्षा अपक्षे ाए ं अनमु ोिन परीक्षण परीक्षण टायर * * * घर्गणपरीक्षण *टाइप अनुमोिन सी2 और सी3 टायरों के जलए परीक्षण प्रयोज्यता संबंधी अपेक्षाओं को अलग से अजधसूजचत दकया िाएगा। रटप्पजणया:ाँ

1. वाहनों को इस प्रकार जडिाइन, जनर्मगत और एकजत्रत दकया िाएगा जिससे उनके िीवन-चि के सभी चरणों म ें उत्पन्न होन ेवाली कमिोररयों को कम से कम दकया िा सके, िो ईंधन और अजभकमगक इंिेक्िन प्रणाली, इंिन और इंिन जनयंत्रण इकाई, कर्णग बैटरी और संबंजधत प्रबंधन प्रणाजलयों, ओडोमीटर, प्रिर्ू ण जनयंत्रण उपकरणों, इलेजक्रक मोटर और संबंजधत जनयंत्रण इकाइयों, ओबीएफसीएम उपकरणों, ओबीडी प्रणाली, ओबीएम प्रणाली और ईवीपी में छेड़छाड़ का कारण बन सकती ह।ैं[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7

2. श्रेणी एम2, एम3, एन2, एन3 के वाहनों के जनकास उत्सिगन सीमाओं के अनपु ालन का परीक्षण करने की प्रदिया, संिभग ईंधन और स्नेहक (जनमागता द्वारा िारी जवजनिेिों के भीतर) के साथ, जनम्नानुसार होगी। क. संपीड़न प्रज्वलन इंिन के जलए जनकास उत्सिगन परीक्षण डब्ल्यूएचएससी और डब्ल्यूएचटीसी का उपयोग करके और धनात्मक प्रज्वलन इंिन के जलए केवल डब्ल्यूएचटीसी का उपयोग करके, एआईएस-215-भाग 2 म ें समय-समय पर संिोजधत प्रदिया के अनुसार आयोजित दकए िाएंगे। ख. सड़क पर दकए िाने वाल ेआरडीई परीक्षणों के जलए, परीक्षण प्रदिया समय-समय पर सिं ोजधत एआईएस- 215-भाग 2 के अनुसार होगी। लाग ूसीमाएाँ ताजलका 1 म ेंिी गई आरडीई सीमाएाँ होंगी।

3. जवजनमागण और परीक्षण एिेंसी के जलए टाइप अनुमोिन, उत्पािन की अनरूु पता और सेवाकालीन अनुपालन के जलए परीक्षण अपेक्षाओं का अनुप्रयोग ताजलका 3 के अनुसार होगा और समय-समय पर संिोजधत एआईएस-215-भाग 2 में जनधागररत प्रदिया के अनुसार होगा।

4. जिन वाहनों में जियोफेंवसंग तकनीक से लैस आंतररक िहन इंिन लगे हों, उन्द्ह ेंजनमागता 'बीएस-वीआईआई-िी' श्रणे ी के वाहनों के रूप में मान्द्यता प्राप्त कर सकते ह।ैं जियोफेंवसंग तकनीक के उपयोग को टाइप-अप्रवू ल के िौरान मान्द्यता िेने वाली एिेंसी को प्रिर्िगत दकया िाना चाजहए और वाहन के िीवनकाल के िौरान एआईएस-215-भाग 2 म ें समय-समय पर संिोजधत प्रदिया के अनुसार सत्याजपत दकया िाना चाजहए।

5. उत्पािन की अनुरूपता (सीओपी) के उद्देश्य से मानिडं ों में कोई छूट नहीं िी िाएगी और अनुपालन की प्रदिया समय-समय पर संिोजधत एआईएस-215 भाग 6 के अनुसार होगी।

6. उत्पािन अनरूु पता (सीओपी) की आवृजत्त और नमनू े जनम्नानुसार होंग:े -

(i) प्रत्येक इंिन मॉडल और उसके वेररएंट के जलए उत्पािन अवजध की अनरूु पता वर्ग म ेंएक बार होगी।

(ii) िहां छह माह में उत्पािन मात्रा प्रजत मॉडल 250 से कम ह,ै जिसमें इसके वेररएंट भी िाजमल ह,ैं वहा ं एआईएस 215 पाटग-6 में जनजहत प्रावधान लागू होंगे।

7. ताजलका 1 म ेंउजल्लजखत सीमाएं जनम्नजलजखत ईंधनों म ेंसे दकसी भी ईंधन स ेचलने वाल ेवाहनों पर लागू होंगी: • o मोनोफ्यूल सीएनिी, बायो-सीएनिी/बायो-मीथेन, बायो-गसै , एलएनिी, एलपीिी, एचसीएनिी, डीिल (बी7), गैसोलीन ई20, इथेनॉल मोनोफ्यलू , हाइड्रोिन, मेथनॉल मोनोफ्यूल o फ्लेक्स फ्यलू वाहन िो ई20 स े ई85, एम15 से एम85/एम100, इथेनॉल (ईडी95), 100% तक बायो- डीिल जमश्रण से चलते ह।ैं o डीिल और सीएनिी, बायोगैस, बायो-सीएनिी/बायो-मीथेन या एलएनिी म ेंस ेदकसी भी ईंधन से चलन े वाले िोहरे ईंधन वाल ेइंिन। o पेरोल और सीएनिी/बायो-सीएनिी/बायो-मीथेन/बायो-गैस/एलएनिी/एलपीिी म ें से दकसी अन्द्य ईंधन से चलन े वाले जद्व-ईंधन इंिन। उत्पािन की गणु वत्ता और अनरूु पता के जलए, परीक्षण ईंधन नीचे जनर्िगष्ट संिभग ईंधन या वाजणजज्यक ईंधन होगा।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

8. रेफरेंस (संिभग) ईंधनों के जलए जवजिष्टताएाँ जनम्न प्रकार ह:ैं - क. संिभग प्राकृजतक गैस, प्राकृजतक गैस या बायो-मीथेन मोनो-फ्यलू या बाई-फ्यलू वाहनों म ेंप्रयिु ईंधन, अनलु ग्नक IV- एल (िी20, िी23 और िी25) के अनुसार होगा। ख. एलपीिी मोनो-फ्यलू या बाई-फ्यूल वाहनों में प्रयुि संिभग एलपीिी ईंधन अनलु ग्नक IV एम (ईंधन ए और ईंधन बी) के अनुसार होगा। तथाजप, सीएनिी/एलपीिी के जलए संिभग ईंधन उपलब्ध न होन े की जस्ट्थजत में, समय-समय पर संिोजधत बीआईएस 15958:2012 के अनुसार व्यावसाजयक रूप स े उपलब्ध सीएनिी और बीआईएस 14861:2000 के अनुसार एलपीिी का उपयोग टाइप अनुमोिन और उत्पािन की अनरूु पता के प्रयोिन के जलए दकया िाएगा। ग. संिभग इथेनॉल ईंधन (ईडी95) का जववरण अनुलग्नक IV-आर में दिया गया ह।ै घ. संिभग डीिल ईंधन (बी7) अनलु ग्नक IV-टी में जनर्िष्टग ानुसार होगा। ङ. संिभग ईंधन बायोगैस (बायो-मीथेन) आईएस 16087:2020 के अनुसार और समय-समय पर दकए गए संिोधन के अनुरूप होगा। च. अनलु ग्नक IV-डब्ल्य ू म ेंजनर्िगष्ट 'बीएस-VII पॉजिरटव इजग्निन इंिन के जलए हाइड्रोिन' ही संिभग ईंधन होगा। छ. संिभग ईंधन हाइड्रोिन संवर्धगत संपीजड़त प्राकृजतक गैस (एचसीएनिी) आईएस 17314:2019 और समय-समय पर संिोजधत के अनुसार होगा। ि. संिभग ई20 ईंधन (गैसोलीन म ें20 प्रजतित इथेनॉल) आईएस 17943: 2022 और बीआईएस द्वारा समय-समय पर संिोजधत के अनुसार होगा। झ. संिभग ई85 ईंधन (गैसोलीन म ें85 प्रजतित इथेनॉल) अनुलग्नक IV-क्य ू के अनुसार होगा। (मानक संख्या बीआईएस द्वारा बनाई और जनर्िगष्ट की िाएगी)। ञ. संिभग बी100 ईंधन अनलु ग्नक IV-एस और समय-समय पर संिोजधत के अनुसार होगा। (मानक संख्या बीआईएस द्वारा बनाई और जनर्िगष्ट की िाएगी)। ट. यदि वाहनों म ें इथने ॉल का उपयोग एकल ईंधन के रूप म ें दकया िाता है, तो टाइप अनुमोिन और उत्पािन की अनुरूपता के प्रयोिन के जलए समय-समय पर संिोजधत आईएस17821:2022 के अनुसार व्यावसाजयक रूप स े उपलब्ध इथेनॉल ईंधन का उपयोग दकया िाएगा। ठ. मेथनॉल स े चलने वाल े वाहनों के जलए संिभग ईंधन जवजनिेि, िहां लाग ू हो, अनलु ग्नक IV-वाई, अनलु ग्नक IV-िेड, अनलु ग्नक IV-िडे ए और अनुलग्नक IV-िेडबी के अनुसार होंगे।

9. वाजणजज्यक ईंधनों के जलए जवजनिेि जनम्नानुसार होंगे: - क. वाजणजज्यक गैसोलीन ईंधन अनलु ग्नक IV-य ूऔर समय-समय पर संिोधन के अनुसार होगा। ख. वाजणजज्यक सीएनिी और वाजणजज्यक एलपीिी के जलए जवजनिेि िमिः बीआईएस 15958:2012 और बीआईएस 14861:2000 और समय-समय पर संिोधन के अनुसार होंगे। ग. वाजणजज्यक डीिल में प्रयुि बायोडीिल समय-समय पर संिोजधत आईएस 15607 के अनुसार होगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9 घ. 7% तक बायो डीिल जमश्रण वाले वाजणजज्यक डीिल ईंधन के जलए जवजनिेि अनलु ग्नक IV-वी और समय-समय पर संिोधन के अनुसार होंगे। ङ. वाजणजज्यक ईडी95 के जलए जवजनिेि भारतीय मानक के अनसु ार होंगे, जिन्द्ह ें समय-समय पर बीआईएस द्वारा संिोजधत दकया िाता ह।ै तब तक, अनलु ग्नक-IV आर के अनुसार जवजनिेिों को पूरा करने वाल ेईंधन का उपयोग दकया िा सकता ह।ै च. वाजणजज्यक बायोगैस (बायो-मीथेन) के जलए जवजनिेि आईएस 16087:2013 और समय-समय पर संिोजधत के अनुसार होंगे। छ. वाजणजज्यक हाइड्रोिन संवर्धगत संपीजड़त प्राकृजतक गैस (एचसीएनिी) के जलए जवजनिेि आईएस 17314:2019 और समय-समय पर संिोधन के अनुसार होंगे। ि. वाजणजज्यक ईंधन ई20 (गैसोलीन म ें 20 प्रजतित इथेनॉल) के जलए जवजनिेि आईएस 17021:

2018 और समय-समय पर बीआईएस द्वारा संिोधन के अनुसार होंगे। झ. वाजणजज्यक इथेनॉल ईंधन ई85 (गैसोलीन में 85 प्रजतित इथेनॉल) के जलए जवजनिेि आईएस 16634:2017 और समय-समय पर बीआईएस द्वारा संिोधन के अनुसार होंगे। ञ. वाजणजज्यक इथेनॉल मोनो-फ्यलू के जलए जवजनिेि आईएस 17821:2022 और समय-समय पर संिोधन के अनुसार होंगे। ट. वाजणजज्यक हाइड्रोिन ईंधन के जवजनिेि बीआईएस द्वारा समय-समय पर संिोजधत आईएस 16061: 2021 के अनुसार होंगे। ठ. जमश्रण के जलए उपयोग दकए िाने वाले मेथनॉल के वाजणजज्यक ईंधन जवजनिेि समय-समय पर संिोजधत आईएस 17075: 2019 के अनुसार होंगे। ड. एम15 ईंधन के जलए वाजणजज्यक ईंधन जवजनिेि आईएस 17076 : 2019 के अनुसार होंगे।

10. इंिन की िजि का मापन इंिन डायनेमोमीटर पर दकया िाएगा और समय-समय पर संिोजधत एआईएस- 215-पाटग 5 म ें जनधागररत प्रदियाओं के अनुसार परीक्षण दकए िान े पर मापी गई िजि जनर्िगष्ट िजि के अनुरूप होनी चाजहए।

11. जनजरिय उत्सिगन और कण संख्या संबंधी अपेक्षाएं जनम्नानुसार होंगी: - क. इस उप-जनयम में जनर्िष्टग पीआई इंिन से सुसजित वाहन को जनम्नजलजखत सीमाओं का अनुपालन करना होगा। ताजलका 10: पीआई इंिनों के जलए खाली चलन े(आइडल) पर उत्सिनग सीमाएं ि.स.ं व ाहन का प्रकार आइडल उत्सिनग सीमाएं उच्च आइडल उत्सिनग सीमा (आरपीएम काबनग मोनोऑक्स ाइड एचसी (एन-हेक्सने 2500+/- 200) (CO% समतल्ु य) पीपीएम

8) म ें जनर्िष्टग प्रदिया के अनुसार मापा िाएगा। मापी गई पार्टगकुलेट संख्या की सांद्रता 1.0 × 10⁶ पार्टगकल/से.मी.³ से अजधक नहीं होनी चाजहए।

10. जगरावट के कारक क. वाहन जवजनमागता, समय-समय पर यथा संिोजधत एआईएस-215-भाग 2 में वर्णतग प्रदिया के अनुसार, वाहन के िीवनकाल में जवजभन्न प्रिर्ू कों के जलए क्षरण कारकों का मल्ू यांकन करेंगे। ख. वैकजल्पक रूप स,े जवजनमागता समय-समय पर यथा संिोजधत एआईएस-215-भाग 2 में जनर्िगष्ट जनजश्चत क्षरण कारकों के जवकल्प चयन कर सकते हैं:

11. इस उप-जनयम में जनर्िगष्ट वाहनों के जलए, वाहन के पूरे िीवनकाल के िौरान सेवाकालीन अनुरूपता (इन-सर्वगस कॉनफरजमटी) की िांच की िाएगी। वाहनों की िीवनकाल संबंधी अपेक्षाएं नीचे िी गई ताजलका के अनुसार होंगी:

ताजलका 11: वाहन के इंिन और प्रिर्ू ण जनयंत्रण प्रणाली का िीवनकाल वाहनों, इंिनों और एन2, एन3≤16 टी (*),एम3≤7.5 प्रजतस्ट्थापन प्रिर्ू ण जनयत्रं ण एम2 एन3>16 टी (*),एम3>7.5 टी (*) टी (*) उपकरणों का िीवनकाल 160 000 दकमी तक या 8 वर्,ग 300 000 दकमी या 8 वर्ग, इनमें से 700 000 दकमी या 12 वर्ग, इनमें स े प्राथजमक िीवनकाल इनमें से िो भी पहले आए िो भी पहले आए िो भी पहले आए प्राथजमक िीवनकाल के बाि और प्राथजमक िीवनकाल के बाि और प्राथजमक िीवनकाल के बाि और अजतररि िीवनकाल 200 000 दकमी तक या 10 वर्ग, 375 000 दकमी तक या 10 वर्ग, 875,000 दकमी तक या 15 वर्ग, इनमें से िो भी पहले आए इनमें से िो भी पहले आए इनमें से िो भी पहले आए अजतररि िीवनकाल के गैसीय प्रिर्ू कों के जलए 1.2 ** ** जलए स्ट्थाजयत्व गुणक (*) िीवीडब्ल्य.ू (**) अजतररि िीवनकाल के जलए स्ट्थाजयत्व गणु क को अलग से अजधसूजचत दकया िाएगा।

14. टाइप अनुमोिन और आईएससी के िौरान पीईएमएस परीक्षण क. टाइप अनुमोिन के िौरान, पीईएमएस का उपयोग करने वाले वाहनों पर आरडीई उत्सिनग का माप सड़क पर समय-समय पर यथा संिोजधत एआईएस-215-भाग 2 में िी गई प्रदिया के अनुसार दकया िाएगा। ख. आरडीई पीईएमएस क्षरण परीक्षण के जलए उपयोग दकया िाने वाला टाइप अनुमोिन वाहन, इंिन जसस्ट्टम को संस्ट् थाजपत करने हते ु जनयत वाहन श्रणे ी का प्रजतरूप होना चाजहए। यह वाहन प्रोटोटाइप वाहन या अनुकूजलत (अडेप् टेड) उत्पािन वाहन हो सकता ह।ै ग. टाइप अनुमोिन के जलए आरडीई पीईएमएस प्रििगन परीक्षण हते ु लागू सीमाएं ताजलका 1 में िी गई आरडीई सीमाएं होंगी।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 11 घ. समय-समय पर यथा संिोजधत एआईएस-215-भाग 2 म ें जनधारग रत प्रदिया के अनुसार वाहन के परू े िीवनकाल म ें सेवाकालीन (इन-सर्वगस) अनुपालन सुजनजश्चत दकया िाएगा। मख्ु य िीवनकाल के जलए ताजलका 1 म ेंिी गई आरडीई सीमाएं लागू होंगी और अजतररि िीवनकाल के जलए ताजलका 11 म ेंउजल्लजखत स्ट्थाजयत्व गणु क लागू होगा।

15. इस उप-खंड म ेंजनर्िगष्ट वाहनों को समय-समय पर यथा संिोजधत एआईएस-215-भाग 2 में िी गई जनधागररत प्रदिया के अनुसार ऑफ-साइदकल प्रयोगिाला परीक्षण का अनुपालन करना होगा।

16. इस उप-खडं म ें जनर्िगष्ट इंिन लग े वाहन, िो उत्सिगन को कम करन े के जलए अजभकमगक रीएिेंट) के उपयोग पर जनभगर करते ह,ैं समय-समय पर यथा संिोजधत एआईएस-215-भाग 2 में जनधागररत प्रदिया के अनुसार अजभकमगक प्रणाली (रीएिेंट जसस्ट् टम) के सही संचालन को सुजनजश्चत करेंग।े नाइरोिन ऑक्स ाइड को कम करने वाला रीएिेंट अजभकमगक एयूएस -32 (िलीय यूररया जवलयन) का जवजनिेि आईएसओ 22241-2006 के भाग 1 और भाग 2 या डीआईएन वी 70070 या आईएस:17042: भाग 1 और भाग 2: 2020 के अनुरूप होना चाजहए।

17. इस उप-जनयम म ेंजनर्िष्टग वाहनों म ेंउत्सिगन जनयंत्रण के जलए एक ऑन-बोड गडायग्नोजस्ट्टक जसस्ट्टम लगा होना चाजहए, जिसमें कंप्यूटर मेमोरी में संग्रहीत फॉल्ट कोड के माध्यम से खराबी के संभाजवत क्षेत्र की पहचान करने और एआईएस- 215-भाग 2 (समय-समय पर यथा संिोजधत) म ें वर्णगत प्रदिया के अनुसार उस िानकारी को ऑफ-बोडग संचाररत करने की क्षमता होनी चाजहए।

18. इस उप-जनयम म ेंजनर्िगष्ट वाहनों में ऑन-बोडग मॉजनटररंग जसस्ट्टम (ओबीएम) लगा होना अजनवायग ह,ै िो नाईरोिन ऑक्स ाइड, अमोजनया और पार्टगकूलेट मैटर के सभी उत्सिगन की जनगरानी और उसे ििग करने म ें सक्षम हो तथा संबंजधत उत्सिगन सीमा से कम से कम 2.5 गुना अजधक उत्सिगन का पता लगा सके। 1 अप्रलै 2031 या उसके बाि जवजनर्मगत वाहनों के जलए ओबीएम डेटा ओबीडी पोटग पर उपलब्ध होगा। 1 अप्रैल 2033 या उसके बाि जवजनर्मगत वाहनों के जलए ओबीएम डेटा ओबीडी पोटग पर और ओवर ि एयर उपलब्ध होगा। टाइप अनुमोिन के समय एआईएस-215-भाग 2 (समय-समय पर यथा संिोजधत) में जनधागररत प्रदिया के अनुसार ओबीएम के काय ग प्रििनग को मापा िाएगा।

19. इस उप-जनयम म ें जनर्िष्टग वाहनों में ऑन-बोड ग ईंधन और जवद्युत ऊिा ग खपत जनगरानी प्रणाली (ओबीएफसीएम) लगी होनी चाजहए, िो वास्ट्तजवक ईंधन और जवद्युत ऊिा गखपत तथा अन्द्य प्रासंजगक मापिंडों की जनगरानी करन ेम ें सक्षम हो, जिनकी आवश्यकता वास्ट्तजवक ईंधन और ऊिाग िक्षता जनधागररत करने के जलए होती ह।ै 1 अप्रैल 2031 को या उसके बाि जवजनर्मगत वाहनों के जलए ओबीएम डेटा ओबीएफसीएम पोटग पर उपलब्ध होना चाजहए। 1 अप्रैल 2033 को या उसके बाि जवजनर्मगत वाहनों के जलए ओबीएफसीएम डेटा ओबीडी पोटग पर और अज्ञात रूप स ेओवर ि एयर उपलब्ध होना चाजहए। टाइप अनुमोिन के समय एआईएस-215-भाग 2 (समय-समय पर यथा संिोजधत) में जनधागररत प्रदिया के अनुसार ओबीएफसीएम का प्रििगन मापा िाना चाजहए।

20. इस उप-जनयम म ेंजनर्िगष्ट वाहनों के जलए, वाहन प्रयोक्त ाओं को अनुरूपता प्रमाण पत्र और टाइप-अनुमोिन िस्ट्तावेज़ के साथ एक पयागवरण वाहन पासपोटग (ईवीपी) उपलब्ध कराया िाएगा। वाहन प्रयोक्त ाओं को ईंधन खपत, रैक्िन बैटरी की जस्ट्थजत, प्रिर्ू क उत्सिगन और ऑन-बोड ग जसस्ट्टम तथा मॉजनटर द्वारा उत्पन्न अन्द्य प्रासंजगक िानकारी तक भी सुलभता उपलब्ध होगी। ईवीपी को वाहन में प्रिर्ितग करने की व्यवस्ट्था की िाएगी।

21. ब्रेक पार्टगकल उत्सिगन सीमा के अनुपालन के परीक्षण की प्रदिया, ब्रेक उत्सिगन संबंधी समय-समय पर यथा संिोजधत एआईएस-215-भाग 4 के अनुसार होगी।

22. टायर घर्णग सीमा के अनुपालन के परीक्षण की प्रदिया समय-समय पर यथा संिोजधत एआईएस-215-भाग 8 के अनुसार होगी।

23. बैटरी स्ट्थाजयत्व के जलए न्द्यूनतम जनरप ािन अपक्षे ाओं (एमपीआर) की अपेक्षाएं समय-समय पर यथा संिोजधत एआईएस-215-भाग 10 के अनसु ार होंगी।12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

24. सीएनिी/बायो-मीथेन/एचसीएनिी वाहन, सभी सुरक्षा अपक्षे ाओं को समय-समय पर यथा संिोजधत एआईएस 024, एआईएस-028 संिोधन 1 के अनुसार परू ा करेंगे।

25. हाइड्रोिन ईंधन स े चलने वाल े आईसी इंिन वाल े वाहनों को सुरक्षा अपेक्षाओं को समय-समय पर यथा संिोजधत एआईएस 195 के अनुसार परू ा करना होगा।

26. वाहन जनमागता द्वारा 20% से अजधक इथेनॉल ईंधन के स्ट्तर के जलए वाहन की अनुकूलता को पररभाजर्त दकया िाएगा और इस े समय-समय पर यथा संिोजधत एआईएस-171:2021 के अनुसार स्ट्पष्ट रूप से दिखाई िने े वाले लेबल द्वारा वाहन पर प्रिर्िगत दकया िाएगा।

27. अनजधकृत बिलाव को रोकन े और सुरक्षा संबंधी अपेक्षाएं समय-समय पर यथा संिोजधत एआईएस-215-भाग 2 के अनुसार होंगी।

1. Short title and commencement. - (1) These rules may be called the Central Motor Vehicles ....... Amendment) Rules,

2. In Central Motor Vehicle Rules, 1989 (herein referred to as principal rules), in rule 115, after sub-rule (22), a new sub-rule shall be inserted namely;

NOTES:

1. The vehicles shall be designed, constructed and assembled in such a way as to minimise vulnerabilities, arising in all phases of their life-cycle, that may lead to tampering with Fuel& reagent injection system, engine & engine control unit, traction batteries & related management systems, Odometer, pollution control devices, electric motor & related control units, OBFCM devices, OBD system, OBM systems and EVP.

2. Test procedure for testing compliance of vehicles of categories M2, M3, N2, N3 with exhaust emission limits with reference fuels and lubricant (within the specifications issued by the manufacturer) shall be as under a. Exhaust emission tests shall be conducted using the WHSC and WHTC for compression ignition engine and only on WHTC for positive ignition engine as per procedure laid down in AIS-215-Part 2 as amended from time to time.

b. For RDE tests conducted on the road, the test procedure shall be as per AIS-215-Part 2 as amended from time to time. The applicable limits shall be the RDE limits in TABLE1.

3. Application of test requirements for type approval, conformity of production and In-service compliance for manufacture and Test Agency shall be as per Table 3 and shall be as per the procedure laid down in AIS-215- Part 2 as amended from time to time.

4. Manufacturers may get approval of the vehicles as ‘BS -VII-G’ vehicles where those vehicles are equipped with internal combustion engines with Geofencing Technologies. The application of such Geofencing Technologies shall be demonstrated to the approval agency during type- approval and verified during the lifetime of the vehicle as per the procedure laid down in AIS-215-PART 2as amended from time to time.

5. There shall be no relaxation of norms for Conformity of Production (CoP) purpose and procedure for compliance shall be as per AIS-215 Part 6 as amended from time to time.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 17

6. The Conformity of Production (CoP) frequency and samples shall be as under: -

(i) The conformity of Production period for each engine model including its variants shall be once a year.

(ii) Where production volume in six months is less than 250 per model including its variant(s), the provisions contained in AIS 215 Part-6 shall apply.

7. The limits as mentioned in table 1 shall be applicable for vehicles driven by any of the following fuels: o Monofuel CNG, Bio-CNG/Bio-Methane, Bio-Gas, LNG, LPG, HCNG, Diesel (B7), Gasoline E20, Ethanol monofuel, hydrogen, Methanol Monofuel o Flex fuel vehicles driven with E20 to E85, M15 to M85/M100, Ethanol (ED95), Bio-diesel blends up to 100%,.

o Dual fuelled engines driven by Diesel and any fuel out of CNG, Bio-Gas, Bio-CNG/Bio-Methane or LNG. o Bi-fuel engines driven by petrol and any other fuel out of CNG/Bio-CNG/Bio-Methane/Bio- Gas/LNG/LPG.

For type approval and conformity of production, the test fuel shall be reference fuel or commercial fuel as specified below

8. Specifications for Reference fuels are as below: - a. Reference natural gas, fuel used in Natural Gas or Bio-Methane mono-fuel or bi-fuel vehicles shall be as per Annexure IV-L (G20, G23 and G25) b. Reference LPG fuel used in LPG mono-fuel or bi-fuel vehicles shall be as per Annexure IV M (Fuel A and Fuel B). However, in case of non-availability of reference fuels for CNG / LPG, the commercially available CNG as per BIS 15958:2012 and LPG as per BIS 14861:2000 as amended from time to time shall be used for the purpose of Type Approval and Conformity of Production.

c. The reference ethanol fuel (ED95) shall be as specified in Annexure IV-R d. The reference Diesel fuel (B7) shall be as specified in Annexure IV-T e. The reference fuel Biogas (Bio-Methane) shall be as per IS 16087:2020 and as amended time to time.

f. Reference Fuel shall be ‘Hydrogen for BS-VII Positive Ignition Engine’ as specified in Annexure IV-W. g. The reference fuel Hydrogen Enriched Compressed Natural Gas (HCNG) shall be as per IS 17314:2019 and as amended from time to time.

h. The reference E20 fuel (20 percent of Ethanol in Gasoline) shall be as per IS 17943: 2022 and as amended from time to time by BIS. i. The reference E85 fuel (85 percent of Ethanol in Gasoline) shall be as per the Annexure IV-Q.” (Standard number will be created and specified by BIS).

j. The reference B100 fuel shall be as per Annexure IV-S and as amended from time to time.” (Standard number will be created and specified by BIS). k. In case of vehicles powered by Ethanol as a mono-fuel, the commercially available ethanol fuel as per IS17821:2022 as amended from time to time shall be used for the purpose of Type approval and Conformity of Production.

l. The Reference fuel specifications for Methanol powered vehicles shall be as per Annexure IV-Y, Annexure IV-Z, Annexure IV-ZA and Annexure IV-ZB as applicable.

9. Specifications for Commercial fuels shall be as under: - a. The Commercial Gasoline fuel shall be as per Annexure IV-U and as amended from time to time. b. Specifications for commercial CNG and commercial LPG shall be in accordance with BIS 15958:2012 and as per BIS 14861:2000 respectively and as amended from time to time.

c. Biodiesel used in commercial Diesel shall be as per IS 15607 as amended from time to time. d. Specifications for commercial Diesel fuel up to 7% of bio diesel blend shall be as per Annexure IV-V and as amended from time to time.

e. Specifications for commercial ED95 shall be as specified in accordance with the Indian Standards as amended from time to time by BIS. Till such time, fuel meeting specifications as per Annexure-IV R may be used.

f. Specifications for commercial Biogas (Bio-Methane) shall be as per IS 16087:2013 and as amended from time to time.18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] g. Specifications for commercial Hydrogen Enriched Compressed Natural Gas (HCNG) shall be as per IS 17314:2019 and as amended from time to time.

h. Specification for commercial fuel E20 (20 percent of Ethanol in Gasoline) shall be as per IS 17021: 2018, and as amended time to time by BIS.” i. Specification for commercial Ethanol fuel E85 (85 percent of Ethanol in Gasoline) shall be as per IS 16634:2017 and as amended time to time by BIS.” j. Specification for commercial ethanol mono-fuel shall be as per IS 17821:2022 and as amended time to time.

k. The commercial Hydrogen fuel specifications shall be as per IS 16061: 2021 as amended by BIS from time to time l. The commercial fuel specifications for Methanol to be used for blending shall be as per IS 17075: 2019 as amended from time to time.

m. The commercial fuel specifications for M15 fuel shall be as per IS 17076 : 2019

10. The engine power shall be measured on engine dynamometer and the measured power shall conform to the specified power when tested as per procedures prescribed in AIS-215-PART 5 as amended from time to time

11. Idle emissions and particle number requirements shall be as under: - a. In the case of vehicles equipped with a Compression Ignition (CI) engine and fitted with a particulate filter, the particulate number concentration (in #/cm3) shall be measured at idle in accordance with the procedure specified in AIS-215 (Part 8), as amended from time to time. The measured particulate number concentration shall not exceed 1.0 × 10⁶ particles/cm³

10. Deterioration Factors b. The vehicle manufacturers shall evaluate the deterioration factors for different pollutants over the lifetime of vehicle period as per procedure described in AIS-215-PART 2 as amended time to time c. Alternatively, Manufacturer’s may opt for Fixed Deterioration factors as specified in the AIS-215- PART 2 as amended from time to time:

11. The vehicles specified in this sub-rule, the In-service conformity shall be checked for the lifetime of the vehicle.

Lifetime requirement of the vehicles shall be as given the Table below:

14. PEMS testing during Type Approval and ISC a. During type approval, RDE emission measurement on vehicles using PEMS shall be carried out on road as per the procedure laid down in AIS-215-PART 2 as amended from time to time.

b. The type approval vehicle used for the RDE PEMS deterioration test shall be representative for the vehicle category intended for the installation of the engine system. The vehicle may be a prototype vehicle or an adapted production vehicle.

c. For RDE PEMS demonstration test at type approval, the applicable limits shall be the RDE limits in TABLE1 d. In-service compliance shall be carried out over the lifetime of vehicle as per procedure laid down in AIS-215- PART 2 as amended from time to time. The applicable limits shall be the RDE limits in TABLE1 for main lifetime and for additional lifetime, durability multiplier for additional lifetime mentioned in Table 11 is applicable.

15. The vehicles specified in this sub-clause shall comply with the Off-Cycle laboratory testing as per procedure laid down in AIS-215-PART 2 as amended time to time.

16. The vehicles specified in this sub-clause fitted with engine, which rely on the use of a reagent in order to reduce emissions, shall ensure the correct operation of reagent system, as procedure laid down in AIS-215-PART 2 as amended from time to time. Specification of NOx reduction reagent AUS-32 (Aqueous Urea Solution) shall confirm to Part 1 and Part 2 of ISO 22241-2006 or DIN V 70070 or IS:17042: Part1 and Part 2: 2020.

17. The vehicles specified in this sub-rule shall be equipped with an On-Board Diagnostic system, for emission control which shall have the capability of identifying the likely area of the malfunctions by means of fault codes stored in computer memory and communicating that information off-board, as per procedure described in AIS-215-PART 2 (as amended from time to time).

18. The vehicles specified in this sub-rule shall be equipped with an On-Board Monitoring system (OBM), capable of monitoring and registering all exhaust emissions of NO , NH and PM and detecting exceedances of at least x 3

2.5 times the relevant exhaust emission limit. The OBM data shall be available on OBD port for vehicle manufactured on or after 1st April 2031. The OBM data shall be available on OBD port and anonymously over the air for vehicle manufactured on or after 1st April 2033. Demonstration of OBM shall be done at the time of Type approval as per procedure laid down in AIS-215-PART 2 (as amended from time to time).

19. The vehicles specified in this sub-rule shall be equipped with an On-Board Fuel and electric energy Consumption Monitoring (OBFCM), capable of monitoring their real-world fuel and electric energy consumption and other relevant parameters, which are needed to determine their real-world fuel and energy efficiency. The OBM data shall be available on OBFCM port for vehicle manufactured on or after 1st April

2031. The OBFCM data shall be available on OBD port and anonymously over the air for vehicle manufactured on or after 1st April 2033. Demonstration of OBFCM shall be done at the time of Type approval as per procedure laid down in AIS-215-PART 2(as amended from time to time).

20. For the vehicles specified in this sub-rule an Environmental Vehicle Passport (EVP) shall be made available to vehicle users along with certificate of conformity and the type-approval documentation. Vehicle users shall also have access to up-to-date information about fuel consumption, the state of health of traction batteries, pollutant emissions and other relevant information generated by on-board systems and monitors. Provisions shall be made for in- vehicle display of EVP.

21. Test procedure for testing compliance with brake particle emission limits shall be according to the AIS-215- PART 4 on brake emissions as amended from time to time.

22. Test procedure for testing compliance with Tyre abrasion limits shall be according to the AIS-215-PART 8 as amended from time to time.

23. Requirements for Minimum Performance Requirements (MPR) for Battery Durability shall be as per AIS-215- PART 10 as amended from time to time.

24. The CNG/Bio-Methane/HCNG Vehicles shall meet all the safety requirements as per AIS 024, AIS-028 Revision 1 as applicable and as amended from time to time.

25. IC engine Vehicles fuelled with Hydrogen fuel, shall meet the safety requirements as per AIS 195 as amended from time to time.

26. The compatibility of vehicle to the level of Ethanol Fuel more than 20% shall be defined by the vehicle manufacturer and the same shall be displayed on vehicle by a clearly visible label as per AIS-171:2021 as amended from time to time.20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

27. Anti-tampering and security requirements shall be as per AIS-215-PART 2 as amended from time to time.
