## Policy Analysis Report: Amendment to National Highways Act, 1956 Regarding ROB Construction on NH49 Extn in Tamil Nadu
**1. Executive Summary:**
This report analyzes an amendment to a notification under the National Highways Act, 1956, concerning the construction of a Road Over Bridge (ROB) on National Highway 49 Extension (NH49 Extn) in Tamil Nadu. The amendment, detailed in notification S.O. 2430(E) dated May 30, 2025, specifically alters the designated authority for land acquisition related to this project, replacing the Revenue Divisional Officer, Uthamapalyam, with the Special District Revenue Officer, Land Acquisition, National Highways, Dindigul. This change likely aims to streamline land acquisition processes and potentially expedite project completion.
**2. Introduction:**
The purpose of this report is to provide an analysis of an amendment to a notification pertaining to the National Highways Act, 1956, specifically concerning a road construction project in Tamil Nadu. The analysis is based solely on the information provided in the policy text.
**3. Policy Overview:**
* This document is an **amendment** to the original notification S.O. 1266(E) dated 16.03.2018, which was subsequently amended by S.O. 5225 (E) dated 09.11.2022 and S.O. 4692E dated 25.10.2024.
* **Core Objective(s):** The overarching objective is the construction of a Road Over Bridge (ROB) in lieu of an existing level crossing on NH49 Extn in the Theni district of Tamil Nadu. The amendment focuses on facilitating this construction.
**4. Background and Rationale:**
The provided text suggests that the amendment addresses a need to change the designated authority responsible for land acquisition for the ROB project. It is likely that the original designation (Revenue Divisional Officer, Uthamapalyam) was found to be inefficient, unsuitable, or lacked the necessary authority or resources to effectively handle the land acquisition process. Substituting this with a "Special District Revenue Officer, Land Acquisition, National Highways, Dindigul" suggests a more specialized and potentially more efficient approach to acquiring the necessary land.
**5. Key Provisions / Changes:**
This document introduces a specific change in the designated authority for land acquisition:
* **Original Designation:** Revenue Divisional Officer, Uthamapalyam.
* **New Designation:** Special District Revenue Officer, Land Acquisition, National Highways, Dindigul.
* **Difference/Effect:** The amendment shifts responsibility for land acquisition from a general Revenue Divisional Officer to a Special District Revenue Officer specifically focused on land acquisition for National Highway projects in Dindigul. This is likely to result in a more specialized, and potentially more efficient, land acquisition process. This may imply a broader restructuring of land acquisition responsibilities or a recognition of the need for specialized expertise in this particular case.
**6. Target Audience and Stakeholders:**
The direct stakeholders affected by this amendment include:
* **The Project Implementing Agency:** The entity responsible for constructing the ROB will be affected by the efficiency of the land acquisition process.
* **Landowners in the affected area:** The change in authority directly impacts landowners whose property is needed for the project.
* **The Ministry of Road Transport and Highways:** They are responsible for overseeing the project and are initiating the amendment.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Ministry of Road Transport and Highways is ultimately responsible for the implementation. The Special District Revenue Officer, Land Acquisition, National Highways, Dindigul, is now directly responsible for land acquisition.
* **Timelines/Procedures:** The text does not specify explicit timelines or procedures beyond the general framework of the National Highways Act, 1956. However, the change in authority likely aims to streamline existing procedures.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this change is to expedite and streamline the land acquisition process for the ROB construction project. This, in turn, could lead to:
* Faster project completion and reduced delays.
* Potentially more efficient and equitable land acquisition practices due to the specialized expertise of the new designated officer.
**9. Conclusion:**
The amendment to the notification under the National Highways Act, 1956, as detailed in S.O. 2430(E), represents a specific adjustment to the administrative structure for the ROB construction project on NH49 Extn. By replacing the Revenue Divisional Officer with a Special District Revenue Officer focused on land acquisition, the amendment likely aims to enhance the efficiency and effectiveness of the land acquisition process, ultimately contributing to the timely completion of this infrastructure project. The change signifies a potentially important shift towards specialized expertise in handling land acquisition for national highway projects.
