Okay, I understand. Here's the policy analysis report based solely on the provided text.
**Policy Analysis Report: Amendment to National Highways Act, 1956**
**1. Executive Summary:**
This report analyzes an amendment to the National Highways Act, 1956, as detailed in a notification published in the Gazette of India on November 17, 2022. The amendment involves the deletion of a specific entry (S. No. 90) pertaining to "TalukMandalNaugarh" from the schedule of a previous notification (S.O. 21E dated 04th January, 2022) related to land acquisition or other provisions under the National Highways Act. The key finding is that this amendment likely corrects an error or alters the scope of the original notification regarding the mentioned geographical area.
**2. Introduction:**
The purpose of this report is to provide an informative overview of an amendment to the National Highways Act, 1956, based on the official notification published in the Gazette of India on November 17, 2022. This analysis is solely based on the information contained within the provided text of the notification.
**3. Policy Overview:**
* **Original Policy Amended:** S.O. 21E dated 04th January, 2022, published in the Gazette of India, Extraordinary, Part II, Section 3, Subsection ii, dated 04th January, 2022.
* **Core Objective(s):** While the original policy's specific objectives are not fully detailed in the provided text, it can be inferred that it relates to actions authorized under section 3 of the National Highways Act, 1956 (likely land acquisition or project-related decisions for national highway development).
**4. Background and Rationale:**
This amendment addresses a specific issue within the original notification S.O. 21E. The deletion of the entry for "TalukMandalNaugarh" suggests that there may have been an error in the original notification, a change in project plans, or a reassessment of the applicability of the original notification's provisions to that specific geographical area. The exact reason cannot be determined solely from the provided text, but it indicates a necessary adjustment to the original policy's scope.
**5. Key Provisions / Changes:**
* **Specific Part of Original Policy Changed:** The schedule of notification S.O. 21E, specifically the entry at S. No. 90 in column 7, pertaining to "TalukMandalNaugarh."
* **New Rule/Provision:** The new rule is essentially the *removal* of the previously existing rule related to TalukMandalNaugarh within the context of S.O. 21E. The absence of this entry means whatever provisions applied to that area under S.O. 21E no longer do.
* **Difference/Effect of Change:** This change removes "TalukMandalNaugarh" from the scope of the original notification (S.O. 21E). Therefore, any directives, restrictions, or allowances that were previously applicable to that area under that notification are no longer in effect.
**6. Target Audience and Stakeholders:**
The primary stakeholders directly affected by this amendment include:
* Residents and landowners in the TalukMandalNaugarh area.
* Government agencies involved in national highway development and land acquisition in the specified region.
* Construction companies or contractors involved in projects potentially affected by the change in land status.
* Any entities that were relying on the previous notification S.O. 21E for activities related to national highways in TalukMandalNaugarh.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is the responsible agency, as indicated by the notification.
* **Timelines/Procedures:** The amendment is effective from the date of notification (November 17, 2022). Further procedures would likely involve updating records and communicating the change to relevant stakeholders. The Directorate of Printing at the Government of India Press and the Controller of Publications, Delhi are responsible for the publication and dissemination of the notification.
* **(Amendment Specific Implementation):** Implementation would involve ensuring that all ongoing or planned activities related to S.O. 21E are adjusted to reflect the removal of TalukMandalNaugarh from its scope.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to:
* Correct any errors or inconsistencies in the original notification (S.O. 21E).
* Adjust the scope of the original notification due to changes in project planning or other relevant factors.
* Remove any legal or administrative impediments that the original notification may have posed to activities in TalukMandalNaugarh.
The potential impact of the amendment is a change in the land acquisition process (or other provision governed by S.O. 21E) related to national highway development in the TalukMandalNaugarh area. It *could* signify a change in planned highway routes or related infrastructure projects, but more information would be needed to confirm that.
**9. Conclusion:**
The amendment to the National Highways Act, 1956, through the deletion of S. No. 90 pertaining to TalukMandalNaugarh in notification S.O. 21E, represents a specific adjustment to the scope of the original policy. This likely addresses an error, adjusts project plans, or modifies the application of the original notification to that region. Stakeholders in the TalukMandalNaugarh area and those involved in national highway development should take note of this change and its potential implications. This amendment ensures the accuracy and relevance of the National Highways Act's implementation.
