## Policy Analysis Report: Amendment to Land Acquisition Notification S.O. 2773E
**1. Executive Summary:**
This report analyzes an amendment to the Ministry of Road Transport and Highways notification S.O. 2773E, dated August 23, 2016, concerning land acquisition. The amendment, issued on September 29, 2022, specifically modifies the designated authority for land acquisition in Solapur. The key change involves substituting "Deputy Collector, Land Acquisition No.1, Solapur" with "Deputy Collector Land Acquisition No. 3, Solapur." This report details the change, its likely rationale, and potential impact on stakeholders.
**2. Introduction:**
The purpose of this report is to provide a concise analysis of an amendment to a notification issued by the Ministry of Road Transport and Highways regarding land acquisition. The analysis is based solely on the provided text of the amendment and its reference to the original notification.
**3. Policy Overview:**
* **Original Policy:** Notification S.O. 2773E, dated August 23, 2016, Published in the Gazette of India.
* **Core Objective(s):** While the full objective of the original notification S.O. 2773E is not detailed in this document, it can be inferred that the original policy concerns the acquisition of land for National Highway projects, in accordance with the National Highways Act of 1956. The core objective of the *original* policy, therefore, is likely to facilitate the process of land acquisition for the construction or improvement of national highways.
**4. Background and Rationale:**
The amendment likely stems from an administrative change within the Solapur land acquisition department. The substitution of Deputy Collector No. 1 with Deputy Collector No. 3 suggests a reallocation of responsibilities or a change in personnel. The amendment ensures that the correct authority is designated for land acquisition proceedings related to the specific project covered by the original notification. This is likely to ensure smooth operations and prevent administrative delays.
**5. Key Provisions / Changes:**
This document details *an amendment*, therefore the rest of this section will focus on the changes made.
* **Specific Part of Original Policy Changed:** The "Preamble" of the original notification S.O. 2773E is being amended.
* **New Rule/Provision:** The amended text substitutes the phrase "Deputy Collector, Land Acquisition No.1, Solapur" with "Deputy Collector Land Acquisition No. 3, Solapur."
* **Difference/Effect of the Change:** This change formally designates Deputy Collector No. 3 as the responsible authority for land acquisition activities in Solapur related to the project described in notification S.O. 2773E. It means all official communication, land acquisition processing, and related responsibilities are transferred from Deputy Collector No.1 to Deputy Collector No. 3.
**6. Target Audience and Stakeholders:**
The primary stakeholders directly affected by this change are:
* **Landowners in Solapur:** Those whose land is subject to acquisition under the original notification will now interact with Deputy Collector No. 3.
* **National Highways Authority of India (NHAI):** NHAI needs to update its records and communication channels to reflect the change in the designated authority.
* **District Administration of Solapur:** The District Administration needs to facilitate the administrative handover between the two Deputy Collectors.
* **Ministry of Road Transport and Highways:** The Ministry is responsible for the oversight and successful implementation of the notification.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:**
* Ministry of Road Transport and Highways (issuing authority)
* National Highways Authority of India (implementing agency)
* District Administration of Solapur (local administrative support)
* Deputy Collector Land Acquisition No. 3, Solapur (new designated authority)
* **Timelines/Procedures:** No specific timelines or procedures are outlined in this specific amendment text. However, it can be inferred that there would be an administrative handover of relevant documents and responsibilities from Deputy Collector No. 1 to Deputy Collector No. 3.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this amendment is a smooth and efficient land acquisition process by ensuring that the correct authority is designated. By updating the notification to reflect the current allocation of responsibilities, it minimizes potential delays and confusion. The impact should be primarily administrative, ensuring that communications and procedures are directed to the appropriate official.
**9. Conclusion:**
The amendment to notification S.O. 2773E represents a minor but important administrative correction. It ensures that the designated land acquisition authority in Solapur is accurately reflected in official documentation. While the change itself appears procedural, its significance lies in preventing potential delays and ensuring the smooth execution of land acquisition processes for National Highway projects governed by the original notification.
