Executive Summary
The Ministry of Road Transport and Highways issued draft rules on August 10, 2026, to amend the All India Tourist Vehicles (Permit) Rules, 2023. These amendments propose significant reductions in permit fees, extend the permit eligibility for eco-friendly vehicles beyond 15 years subject to fitness certification, and restrict diesel vehicle permits in Delhi to 10 years. Stakeholders must submit any objections or suggestions to the Ministry within 30 days of the notification's publication.
Key Points / Main Content
Fee Structure Amendments
Reduces the permit fee from ₹20,000 to ₹15,000 in serial number 1 of the fee table.
Reduces the permit fee from ₹30,000 to ₹22,500 in serial number 2.
Reduces the permit fee from ₹80,000 to ₹60,000 in serial number 3.
Reduces the permit fee from ₹3,00,000 to ₹2,25,000 in serial number 4.
Vehicle Fuel and Technology Definitions
Expands the category of vehicles to include those exclusively driven on hydrogen, methanol, ethanol fuel, or any natural gas.
Permit Validity and Vehicle Age
Eco-friendly Vehicles: Battery-operated vehicles and those driven exclusively on natural gas or hydrogen may be granted a permit after completing 15 years, provided they obtain a fitness certificate from an automated testing station at least 15 days before applying.
Diesel Vehicles in Delhi: In the National Capital Territory (NCT) of Delhi, diesel vehicles will not be granted an All India Tourist Permit after completing 10 years from the date of first registration.
Permit Usage and Transport Rules
Clarifies that the All India Tourist Permit is intended for vehicles used as a "whole" for the transport of a tourist or a group of tourists along with their personal luggage.
The transport of tourists can be for a single tourist or a group, emphasizing the vehicle's use as a single unit in both electronic and physical documentation.
Impact Analysis
Tourist Vehicle Owners and OperatorsImpact
Operators will benefit from a reduction in permit fees across various categories. Those operating battery, hydrogen, or natural gas vehicles gain the opportunity to extend vehicle use beyond 15 years. However, diesel operators in Delhi face a strict 10-year age limit.
Action Required
Operators must adjust their financial planning for lower fees and ensure that older eco-friendly vehicles obtain fitness certificates from automated testing stations within the mandated 15-day window before seeking a permit.
Ministry of Road Transport and Highways / Regulatory AuthoritiesImpact
The Ministry is responsible for processing public feedback and finalizing the implementation of these amended rules.
Action Required
The Ministry must consider all objections and suggestions received via post or email (comments-morth@gov.in) within the 30-day window following publication.
Automated Testing StationsImpact
These stations will see a specific demand for fitness certifications for older battery-operated, natural gas, and hydrogen-powered tourist vehicles.
Action Required
Ensure testing protocols are ready to certify older eco-friendly vehicles as per the new 15-day pre-permit application requirement.
