(1) इन जनयमों का संजिप्त नाम केन्द्द्रीय मोटर यान (…………….संिोधन) जनयमावली, 2025 ह।ै (2) परंत ु इन जनयमों म ें अन्द्यथा यथा-उपबंजधत के जसवाय, य े रािपत्र म ें उनके अंजतम प्रकािन की जतजथ स े प्रवृत् त होंगे। 2. केंद्रीय मोटर यान जनयमावली, 1989 (इसके बाि उि जनयम के रूप म ें उजल्लजखत) म,ें जनयम 62 म,ें उप- जनयम (1) म,ें क. मि (खक) के पश्चात्, नया मि (खख) अतं ःस्ट्थाजपत दकया िाएगा, अथागत:् - (खख) िो पजहया सड़क एम्बुलेंस के जलए दिटनेस प्रमाण पत्र का नवीनीकरण िो वर्ग ख. ताजलका म ेंमौिूिा प्रावधान के पश्चात,् मि (21) के पश्चात,् जनम्नजलजखत मि ेंअंतःस्ट्थाजपत की िाएंगी, अथागत:् - ताजलका क्रम मि मूल उपकरण की जस्ट्थजत की कायगप्रणाली परीिण रटप्पणी संख्या जसिाररिों के िांच की िााँच अनुसार जनमागता या प्रकार की रेटटंग आदि काय ग की िांच 22 िो पजहयों वाली सड़क हा ाँ हा ाँ हा ाँ नहीं एम्बुलेंस सहायक इकाई या रोगी एम्बुलेंस म ें सहायक पररवहन इकाई को आधार उपकरण/रोगी यूजनट वाहन पर सुरजित रूप से लगाया िाना चाजहए। सभी (इकाई) सुरजित रूप से लगाना माउंटटंग ब्रैकेट, िास्ट्टनर और संरचनात्मक भागों का जनरीिण यह सुजनजश्चत करन े के जलए दकया िाना चाजहए दक उनमें कोई ढीला बोल्ट, िरार, जवकृजत या संरचनात्मक िजत के संकेत न हों िो संचालन के िौरान सुरिा को प्रभाजवत कर सकत े ह।ैं 23 िो पजहया सड़क हा ाँ हा ाँ नहीं नहीं साइड-माउंटेड एम्बुलेंस यूजनट एम्बुलेंस के टायर और सजहत वाहन के टायरों, पजहयों ररम (साइड यूजनट और ररमों का जनरीिण यह सजहत) सुजनजश्चत करने के जलए दकया िाएगा दक वे अच्छी जस्ट्थजत में ह ैं और उनमें कोई कट, उभार, अत्यजधक जिसाव या िजत नहीं ह।ै वाहन की जस्ट्थरता सुजनजश्चत करने के जलए टायर सही ढगं से दिट दकए गए हों और उनमें पयागप्त हवा भरी हो।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 24 िो पजहया सड़क हा ाँ हा ाँ हा ाँ नहीं वाहन पर लग े आपातकालीन एम्बुलेंस चेतावनी बजत्तयों (िैसे बीकन आपातकालीन लैंप या फ्लैशिगं लाइट) की चेतावनी बजत्तयााँ उजचत कायगप्रणाली की िााँच की िानी चाजहए। चेतावनी बजत्तयााँ सुरजित रूप से लगी होनी चाजहए और आपातकालीन जस्ट्थजत में वाहन का उपयोग करत े समय उन्द्ह ें चाल ू दकया िा सकना चाजहए। 25 िो पजहया सड़क हा ाँ हा ाँ हा ाँ नहीं रोगी को ले िाने वाला स्ट्रेचर एम्बुलेंस रोगी स्ट्रेचर वाहन पर मौिूि होना चाजहए और यह सुजनजश्चत करने के जलए उसकी िांच की िानी चाजहए दक वह ठीक से लगा हुआ ह ैऔर सुरजित रूप स े जस्ट्थर ह।ै स्ट्रेचर में दकसी भी प्रकार की िजत या अजस्ट्थरता के लिण नहीं होने चाजहए जिससे रोगी की सुरिा खतरे म ेंपड़ सकती ह।ै 26 िो पजहया सड़क हा ाँ हा ाँ हा ाँ नहीं स्ट्रेचर के लॉककंग मैकेजनज्म की एम्बुलेंस स्ट्रेचर लॉककंग िांच की िानी चाजहए तादक यह तंत्र सुजनजश्चत हो सके दक यह सुरजित रूप से लॉक हो िाता ह ै और रोगी को ल े िाते समय स्ट्रेचर की अनचाही हलचल को रोकता ह।ै 27 िो पजहया सड़क हा ाँ हा ाँ हा ाँ नहीं स्ट्रेचर पर लग े बेल्ट या परियों एम्बुलेंस रोगी सरु िा सजहत रोगी को सुरजित रखने प्रणाली की प्रणाली का जनरीिण दकया िाएगा तादक यह सुजनजश्चत हो सके दक वे मौिूि ह,ैं सही सलामत ह ैंऔर ठीक से कायग कर रही ह।ैं वाहन के चलन ेके िौरान ये प्रणाजलयााँ रोगी को सुरजित रूप से बांध े रखन े में सिम होनी चाजहए। 28 िो पजहयों वाली सड़क हा ाँ हा ाँ हा ाँ नहीं रोगी को ल ेिाने वाली स्ट्रेचर की एम्बुलेंस के लोशडगं / लोशडंग और अनलोशडंग प्रणाली की सुचारू रूप से चलन ेकी िाचाँ अनलोशडंग तंत्र की िानी चाजहए। रोगी को लोड या अनलोड करत े समय कोई रुकावट, अत्यजधक बल की आवश्यकता या अजस्ट्थरता नहीं होनी चाजहए।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 29 िो पजहयों वाली सड़क हा ाँ हा ाँ हा ाँ नहीं वाहन में उपयुि प्रकार का एम्बुलेंस अजििामक अजििामक यंत्र होना चाजहए। यंत्र जनरीिण के समय अजििामक यंत्र सुरजित रूप से लगा होना चाजहए, आसानी से सुलभ होना चाजहए और उसकी वैधता अवजध के भीतर होना चाजहए। 3. उि जनयमों म,ें जनयम 62 म,ें उप-जनयम (1) के पश्चात,् परंतुक के पश्चात्, ताजलका के पश्चात्, "इसके अजतररि यह प्रावधान ह ै दक ई-ररक्िा और ई-काटग के मामल े में..." िब्िों से िुरू होन े वाला परंतुक और उि परंतुक के नीचे की ताजलका का लोप दकया िाएगा। 4. उि जनयमों म,ें मलू जनयमों के जनयम 108 म,ें उप-जनयम (7) के पश्चात,् जनम्नजलजखत नया उप-जनयम अंतःस्ट्थाजपत दकया िाएगा, अथागत:् - (8) 1 अक्टूबर 2026 को और उसके पश्चात्, िो पजहया सड़क एम्बुलेंस पर लगे ऊपर की बत्ती समय-समय पर यथा संिोजधत एआईएस:209 (भाग 1) - 2026 के अनुसार होंगी। 5. उि जनयमों म,ें जनयम 112 म,ें उप-जनयम (9) के स्ट्थान पर जनम्नजलजखत नया उप-जनयम अंतःस्ट्थाजपत दकया िाएगा, अथागत:् - 1 अक्टूबर 2027 को और उसके पश्चात्, एल2 श्रेणी की िो पजहया सड़क एम्बुलेंस समय-समय पर यथा संिोजधत एआईएस:209 (भाग 1):2026 के अनुसार होगी। बिते दक ऐसी िो पजहया सड़क एम्बुलेंस राज्य सरकार द्वारा यथा जनधागररत िेत्र में चलन ेके जलए पंिीकृत होनी चाजहए। 6. उि जनयमों म,ें मौिूिा जनयम 125-च के संपूणग पाठ के स्ट्थान पर उप-जनयम (1) को प्रजतस्ट्थाजपत दकया िाएगा और जनम्नजलजखत उप-जनयम 2 को अंतःस्ट्थाजपत दकया िाएगा,अथागत्:- (2) एल2 श्रणे ी की िो पजहया सड़क एम्बुलेंस िो 1 अक्टूबर 2027 को या उसके पश्चात् जनर्मगत की गई ह,ैं समय-समय पर यथा संिोजधत एआईएस:209 (भाग 1):2026 के अनुसार होंगी। बिते दक ऐसी िो पजहया सड़क एम्बुलेंस केवल राज्य सरकार द्वारा यथा जनधागररत िेत्र में ही चलने के जलए पंिीकृत होगी। [िा. सं. आरटी-11036/191/2025 -एमवीएल] महमूि अहमि, अपर सजचव रटप्पण: मलू जनयम भारत के रािपत्र, असाधारण, भाग- II, खडं 3, उप धारा (i) में अजधसूचना संख्या सा.का.जन. 590(अ), दिनांक 02 िून, 1989 के माध् यम से प्रकाजित दकए गए थ े और जपछली बार अजधसूचना संख् या सा.का.जन.........(अ), दिनांदकत ......... द्वारा संिोजधत दकए गए।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 23rd July, 2026 G.S.R. 663(E).— The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public; The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government. Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (MVL, Transport & Road Safety), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001 or on the email: comments-morth@gov.in; Draft Rules 1. Short title and commencement. - (1) These rules may be called the Central Motor Vehicles (……………Amendment) Rules, 2025. (2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette. 2. In the Central Motor Vehicles Rules, 1989 (hereafter referred as the said rules), in rule 62, in sub-rule (1), a. after item (ba), new item (bb) shall be inserted, namely:- (bb) Renewal of certificate of fitness in respect of two wheeled road ambulance Two Years b. after the existing proviso, in the table, after item (21), the following items shall be inserted namely:- TABLE Sl. Item Check make or type Check Check Test Remark No. rating etc., function as conditions functioning per original equipment recommendations 22 Two-Wheeled Yes Yes Yes No The ambulance accessory unit or Road Ambulance patient conveyance unit shall be accessory / securely mounted to the base vehicle. patient unit All mounting brackets, fasteners, and securely mounted structural members shall be inspected to ensure that there are no loose bolts, cracks, deformation, or signs of structural damage that may affect safety during operation. 23 Two Wheeled Yes Yes No No The tyres, wheels and rims of the Road Ambulance vehicle, including those of the side- Tyres & rims mounted ambulance unit, shall be (including side inspected to ensure that they are in good unit) condition and free from cuts, bulges, excessive wear or damage. The tyres shall be correctly fitted and adequately inflated so as to ensure stability of the vehicle. 24 Two Wheeled Yes Yes Yes No The emergency warning light(s), such Road Ambulance as beacon lamp or flashing light6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Emergency provided on the vehicle, shall be warning lights checked for proper functioning. The warning lights shall be securely mounted and capable of being operated when the vehicle is used for emergency response. 25 Two Wheeled Yes Yes Yes No The patient stretcher shall be present on Road Ambulance the vehicle and shall be inspected to Patient stretcher ensure that it is properly mounted and securely fixed. The stretcher shall not show signs of damage or instability that could compromise patient safety. 26 Two Wheeled Yes Yes Yes No The locking mechanism of the stretcher Road Ambulance shall be checked to ensure that it Stretcher locking engages securely and prevents mechanism unintended movement of the stretcher during transit of the patient. 27 Two Wheeled Yes Yes Yes No The patient restraint system, including Road Ambulance belts or straps provided on the stretcher, Patient restraint shall be inspected to ensure that they are system present, intact and functional. The restraints shall be capable of securely restraining the patient during vehicle movement. 28 Two Wheeled Yes Yes Yes No The loading and unloading mechanism Road Ambulance for the patient stretcher shall be checked Loading / for smooth operation. There shall be no unloading jamming, excessive force requirement mechanism or instability during loading or unloading of the patient. 29 Two Wheeled Yes Yes Yes No The vehicle shall be equipped with a Road Ambulance fire extinguisher of suitable type. The Fire extinguisher fire extinguisher shall be securely mounted, easily accessible and within its validity period at the time of inspection. 3. In the said rules, in rule 62, after sub-rule (1), after the proviso, after the table, the proviso starting with the words “Provided further that in case of E-rickshaw and E-cart…” and the table below the said proviso shall be omitted. 4. In the said rules, in rule 108 of the principal rules, after sub-rule (7), the following new sub-rule shall be inserted, namely:- (8) On and after 1st October 2026, the top lights fitted on two wheeled road ambulances shall be in accordance with AIS:209 (Part 1) – 2026 as amended from time to time. 5. In the said rules, in rule 112, after sub-rule (9) following new sub-rule shall be inserted, namely:- On and after 1st October 2027,Two wheeled road ambulance of L2 category shall be in accordance with AIS:209 ( Part 1):2026 as amended from time to time. Provided that such two wheeled road ambulance shall be registered to ply in an area as decided by the State Government. 6. In the said rules, for entire text under existing rule 125-F, sub rule (1) shall be assigned and following sub-rule 2 shall be inserted, namely:-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (2) Two Wheeled Road Ambulances of L2 categories manufactured on and after 1st October 2027, shall be in accordance with AIS:209 ( Part 1):2026 as amended from time to time.
