प्रारूप, जिसे केन्द्रीय सरकार, जवस्ट्फोटक अजधजनयम, 1884 (1884 का 4) की धारा 5 और 7 द्वारा प्रित्त िजियों का प्रयोग करते हुए बनान ेका प्रस्ट्ताव करती है, ऐसे सभी व्यजियों की िानकारी के जलए, जिनके उससे प्रभाजवत होने की संभावना ह,ै उि अजधजनयम की धारा 18 की उप-धारा (1) की अपेक्षानसु ार प्रकाजित दकया िाता है; और यह सूचना िी िाती ह ै दक उि प्रारूप जनयम पर, उस तारीख से जिसको रािपत्र में प्रकाजित अजधसूचना सजं क्षप्त नाम और प्रारंभ-(1) इन जनयमों को जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) (संिोधन) जनयम, 2026 कहा िाएगा। (2) य ेरािपत्र में इनके अंजतम रूप से प्रकािन की तारीख से प्रवृत् त होंगे। 2. जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) जनयम, 2016 (जिसे इसमें इसके पश् चात ् उक्त जनयम कहा गया ह)ै के जनयम 21 म,ें उप-जनयम (15) के पश् चात, जनम्न जलजखत अंतःस्ट्ि ाजपत दकया िाएगा, अिाधत:– "(16) आईएसओ टंकी आधान का उपयोग संपीज़ित गैस के िमीन के ऊपर भंडारण के जलए दकया िा सकता ह,ै यदि उसका आधार ठीक तरह से जस्ट्िर रूप म ें स्ट्िाजपत दकया गया हो। आधार स्ट्िाजपत करन े के बाि संरचनात्मक िढ़ृ ता को प्रजतजित सरं चना अजभयंता द्वारा प्रमाजणत दकया िाएगा। 3. उि जनयमों म,ें जनयम 22 के उप-जनयम (3), म ें "एक समूह म ेंछह से अजधक पात्र नहीं होंग"े , िब्िों के बाि, "हालांदक, एक समूह में चढ़ाए गए भंडारण पात्रों की संख्या नौ हो सकती ह"ै िब्िों को अंतः स्ट् िाजपत दकया िाएगा। 4. उि जनयमों म,ें जनयम 47 को हटा दिया िाएगा। 5. उि जनयमों के जनयम 50 में, (क) खंड (i) (ग) म,ें िब्ि, "भारतीय क्षेत्र के भीतर आईएसओ टंकी आधान म ें संपीज़ित गैस के पररवहन की अनुमजत" को हटा दिया िाएगा। (ख) खडं (vi) को हटा दिया िाएगा। 6. उि जनयमों के, जनयम 51 में, (क) "जिस अवजध के जलए अनज्ञु जप्त", िब्िों के बाि, िब्ि, "या अनुमजत" को अंतःस्ट् िाजपत दकया िाएगा। (ख) उप-जनयम (3) के पश्चात,् जनम्नजलजखत अंतःस्ट्िाजपत दकया िाएगा, अिाधत्:- "(4) आईएसओ टंकी आधान में संपीज़ित गैस के पररवहन या आयात और पररवहन के जलए प्ररूप-टध-2 ख म ें अनुमजत िी िाएगी या ऐसी अनुमजत प्रिान करन े की तारीख स े अजधकतम िस वष ध के अध्यधीन नवीनीकृत की िाएगी। 7. उि जनयमों म,ें प्ररूप कध-4 म,ें (क) "भारतीय क्षेत्र के भीतर आईएसओ टंकी आधान में संपीज़ित गैस के पररवहन की अनुमजत प्रिान करने के जलए आवेिन", िीषधक को, "आईएसओ टंकी आधान में संपीज़ित गसै के आयात और/या पररवहन की अनुमजत प्रिान करन े के जलए आवेिन" िीषधक से प्रजतस्ट्िाजपत दकया िाएगा। (ख) खंड (vi) म ें "आवेिन के साि जनम्नजलजखत िस्ट्तावेिों के िो सेट होंग"े िीषधक के तहत, "5000/-रु." िब्ि और आंक़ि ेहटा दिए िाएंगे। 8. उि जनयमों म,ें प्ररूप टध-2 की ित ध 16 म,ें (क) उपखडं (क) म ें स े "और लाइसेंस प्रिान करने के जलए िस्ट्तावेिों के साि इन जनयमों के जनयम 47 के अंतगधत संबंजधत प्राजधकारी से िारी अनापजत्त प्रमाण पत्र प्रस्ट्तुत दकया िाएगा", िब्िों को हटा दिया िाएगा। (ख) उपखडं (ख) में जनम्नजलजखत को प्रजतस्ट्िाजपत दकया िाएगा, अिाधत्:- "(ख) एलएनिी केवल ऐसे गरै -पररवहन वाहनों के ईंधन टंकी में जवतररत दकया िाएगा िो इन जनयमों के प्ररूप टध-1ग में अनज्ञु जप्त प्राप्त एलएनिी जवतरण स्ट्टेिन या पेरोजलयम जनयमों के प्रारूप XIV म ेंअनुज्ञजप्त प्राप्त पेरोजलयम जवतरण स्ट्टेिन तक नहीं आ सकते और िैसा दक केंरीय मोटर वाहन जनयम, 1989 द्वारा जनर्िधष्ट दकया गया ह ै या समुरी बोडध द्वारा अनुमोदित नाव के ईंधन टैंकों म ें या केंरीय सरकार के परीक्षण प्रयोगिालाओं द्वारा परीक्षण दकए गए इंिनों के ईंधन टैंकों म ें या रेलवे द्वारा संचाजलत इंिन या पररसर में संचाजलत दकसी अन्द्य वाहनों म,ें िो मख्ु य जनयंत्रक द्वारा जवजधवत अनुमोदित केंरीय या राज्य सरकार के सीधे जनयंत्रण में ह ै और उसके पास ईंधन भरन े की वैध अनुमजत हो। 9. उि जनयमों म,ें प्ररूप टध-2क को हटा दिया िाएगा। 10. उि जनयमों म,ें प्ररूप टध-2ख को प्रजतस्ट्िाजपत दकया िाएगा अिाधत: टोरेि अनज्ञु जप्त संख् या : यह अनुमजत _______ तक वैध ह ै जनम्न जलजखत ितों के अध्य धीन उपयिुध अनमु जत प्रिान की िाती है, अिातध ्:- क) आईएसओ टैंक कंटेनर (कंटेनरों) के पररवहन के िौरान सुरक्षा सावधाजनयों और जस्ट्िर व गजतिील िाब पात्र (अज् वजलत) जनयम, 2016 के प्रासंजगक प्रावधानों का सख्ती स ेपालन दकया िाना चाजहए। ख) वाहन के एक् िॉस्ट् ट म,ें यदि लाग ूहो, तो मुख्य जवस्ट्फोटक जनयंत्रक द्वारा अनुमोदित स्ट्पाकध अरेस्ट्टर लगाया िाएगा। ग) कंटेनर को चढ़ाना अिवा उतारना आपके संगठन के एक जिम्मेिार अजधकारी की प्रत्यक्ष िेखरेख म ें और एक सक्षम व्यजि या मुख्य जवस्ट्फोटक जनयंत्रक द्वारा मान्द्यता प्राप्त तृतीय पक्ष जनरीक्षण एिेंसी द्वारा जस्ट्िर व गजतिील िाब पात्र (अज् वजलत) जनयम, 2016 के जनयम 43 के तहत िारी सरु क्षा प्रमाण-पत्र के तहत दकया िाएगा। घ) बंिरगाह अिवा पररवहन तिा अन्द्य संबंजधत प्राजधकारी से आवश्यक अनुमजत अिवा मिं ूरी अिवा अनुज्ञजप्त प्राप् त की िाएगी। ङ) टैंक का सकल भार वाहन के पंिीकृत लि ेभार से अजधक नहीं होगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] च) उत्पाि को केवल जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) जनयम, 2016 के प्ररूप-ठध-1क में अनज्ञु जप्त प्राप्त पररसर म ें ही लोड या अनलोड दकया िाएगा। छ) आईएसओ टंकी आधान का उपयोग उस संपीज़ित गैस के पररवहन के जलए दकया िाएगा जिसके जलए अनुज्ञा मंिूरी िारी की गई ह।ै ि) आईएसओ टंकी आधान पर आईएसओ 6348 की अपेक्षाओं के जचहनांकन होगा। झ) अतं राधष्ट्रीय समुरी खतरनाक माल म ेंयिाजवजनर्िधष्ट आईएसओ टंकी आधान का आवजधक जनरीक्षण दकया िाएगा। ञ) आईएसओ टंकी आधान की मरम्मत मूल उपकरण जवजनमाधता या मूल उपकरण जवजनमाधताओं द्वारा अनुिंजसत और पेरोजलयम और जवस्ट्फोटक सुरक्षा संगठन द्वारा अनुमोदित अजभकरणों द्वारा की िाएगी। ट) अनुज्ञा पत्र को अनुज्ञा प्राप्त वाहन म ें हर समय रखा िाएगा और जनयम 70 म ें जवजनर्िधष्ट दकसी अजधकारी द्वारा मांग े िाने पर प्रस्ट्तुत दकया िाएगा। ठ) अनुज्ञा प्राप्त वाहन चलाने या तत्सम्बन्द्धी दकसी भी कायध के जलए केवल ऐसे जिम्मेिार व्यजियों को अनज्ञु ा िी िाएगी िो अनुमजत की ितों के िानकार हों। ड) आईएसओ टंकी आधान को ले िान े वाले वाहन के साि हमेिा एक जिम्मेिार व्यजि तिा संपीज़ित गैस के पररवहन के समय कम से कम िो व्यजि मौिूि रहगें े: परंतु आईएसओ टंकी आधान को ले िान े वाला वाहन, यदि खाली हो, तो मुख्य जनयंत्रक या जनयंत्रक द्वारा जलजखत रूप में, उस प्रयोिन के जलए स्ट्वीकृत दकए गए स्ट्िान पर जबना दकसी की मौिूिगी के ख़िा दकया िा सकता ह।ै ढ) आईएसओ टंकी आधान को ले िान े वाले वाहन में हमिे ा उपलब्ध रखा िाए – (क) कम से कम िो पोटेबल अजििमन यंत्र, जिनकी क्षमता 9 लीटर स ेकम न हो और रासायजनक आग बुझान े के जलए उपयिु हो; (ख) ज्वलनिील संपीज़ित गैस के पररवहन के जलए उपयोग दकए िाने वाल ेवाहन के मामले म ें जवद्युत बॉनन्द्डंग के जलए एक मिबूत लचीला केबल; यह केबल कम से कम 5 मीटर लंबा होगा और प्रत्येक छोर पर एक उपयिु क्लैम्प या जक्लप होगा। ण) संपीज़ित गैस का, मुख्य जनयंत्रक या जनयंत्रक द्वारा जनयमों के अन्द्तगधत इस प्रयोिन से अनुज्ञप्त पररसर के अन्द्िर अनुमोदित स्ट्िान के अजतररि दकसी अन्द्य स्ट्िान पर या िब पात्र मय दफटमेन्द्ट ररसाव, िोषपणू ध या अन्द्यिा असुरजक्षत हो, आईएसओ टंकी आधान म/ें स ेलोड या अनलोड नहीं दकया िाएगा: परंत ु दकसी िघु धटना या िेक डाउन की जस्ट्िजत में आईएसओ टंकी आधान को सभी सावधाजनयों और पयाधप्त पयधवेक्षण के साि दकसी भी अन्द्य स्ट्िान पर अनलोड दकया िा सकता ह।ै त) दकसी आईएसओ टंकी आधान द्वारा दकसी भी संपीज़ित गैस को सीधे दकसी भी प्रोसेस पात्र में जडस्ट्चािध नहीं दकया िाएगा। ि) यदि कोई भी दफटमेंट मय पात्र लीक, िोषपूण ध या अन्द्यिा असरु जक्षत हो, अनुज्ञा प्राप्त आईएसओ टंकी आधान लोड नहीं दकया िाएगा। ि) अनुमजत प्राप्त आईएसओ टंकी आधान में स ेसंपीजडत गैस लोड या अनलोड करन े से पूव-ध (क) इसके इंिन को बंि कर दिया िाएगा और बैटरी की एक उजचत जस्ट्वच या अन्द्यिा अलग दकया िाएगा; (ख) इसके पजहए िेक द्वारा या स्ट्कौनचंग द्वारा सरु जक्षत दकए िाएंगे; (ग) यदि वाहन ज्वलनिील सपं ीज़ित गैस के पररवहन के जलए उपयोग दकया िा रहा है, तो इसकी चेजसस को पाइप के साि एक केबल द्वारा या जिसमें से इसे लोड या अनलोड दकया िाना ह,ै जवद्युत रूप से िो़िा िाएगा; (घ) िोनों जसरों पर सही प्रकार में भरण या जडस्ट्चािध पाइप कनक्े िन दकए िाएगं े; (ङ) िब तक लोनडगं या अनलोनडंग खत्म न हो िाए और वाहन को सील न कर दिया िाए, एक जिम्मेिार व्यजि साि म ेंउपजस्ट्िजत म ेंहोगा। ध) रैदफक जसिलों पर या अनुज्ञापन प्राजधकारी की आवश्यकतानुसार या जनयमों को लागू करने वाले दकसी अन्द्य अजधकारी के कह े िाने के अजतररि आईएसओ टंकी आधान को ल े िान े वाला वाहन दकसी स़िक पर, भी़िभा़ि युि स्ट्िान[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 पर या दकसी ऐसे स्ट्िान पर िो आईएसओ टंकी आधान वाहन के लोनडगं एवं अनलोनडंग के जलए जनयमों के अधीन अनुज्ञजप्त पररसर के अन्द्िर कोई स्ट्िान नहीं है, नहीं रोका िाएगा। न) दकसी ज्वलनिीन गैस के पररवहन के जलए उपयोग में लाए िा रह ेअनुमजत प्राप्त वाहन पर धम्रू पान और दकसी भी प्रकार के अजि का स्रोत या कृजत्रम रोिनी या कोई वस्ट्त ुिो ज्वलनिील वाष्प उत्पन्न कर सकता है, की अनुज्ञा नहीं होगी। प) आईएसओ टंकी आधान वाहन याजत्रयों को ले िाने के जलए प्रयोग नहीं दकया िाएगा। फ) अनुज्ञापन प्राजधकारी के जलजखत पूवाधनुमजत के जबना आईएसओ टंकी आधान या उसकी सुरक्षा दफटटंग्स में दकसी तरह का बिलाव नहीं दकया िाएगा। मंिूर दकए गए ऐसे बिलाव अनुज्ञजप्त म ेंसंिोधन के रूप में पृिांदकत होन े चाजहए। ब) अनुमजत प्राप्त आईएसओ टंकी आधान के अन्द्िर घरटत दकसी िघु धटना, अजि, जवस्ट्फोट या दकसी अजप्रय घटना की सूचना संप्रेषण के िीघ्रगामी साधन द्वारा तत्काल मख्ु य जनयंत्रक, जनयंत्रक, जनकटतम पुजलस िाना और जिला मजिस्ट्रेट को िी िाएगी। रटप्पण:- 1. उपरोि अनुज्ञा सरु क्षा के जहत में और ितों के उल्लंघन की ििा में, आवश्यक होने पर दकसी भी समय समीक्षा, संिोधन दकया िा सकता ह ैया वापस जलया िा सकता ह।ै [फा. स.ं 2(1)/2017-जवस्ट्फोटक] िय प्रकाि जिवहरे, संयुक् त सजचव रटप्पण: मूल जनयम भारत के रािपत्र, असाधारण, भाग-II, खडं 3, उप- खडं (i) म ें अजधसूचना स.ं सा.का.जन.1109 (अ) द्वारा तारीख 1 दिसंबर, 2016 को प्रकाजित दकए गए ि े और बाि म ें सा.का.जन. 388 (अ), तारीख 20 अप्रलै , 2018, सा.का.जन 148 (अ), दिनांक 25 फरवरी, 2019, सा.का.जन. 609(अ) तारीख 31 अगस्ट्त, 2021, सा.का.जन 283 (अ) तारीख 28 अप्रलै , 2025, सा.का.जन 374 (अ) तारीख 5 िनू , 2025 और सा.का.जन 422 (अ) तारीख 25 िून, 2025 द्वारा संिोजधत दकया गया। MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) NOTIFICATION New Delhi, the 24th February, 2026 G.S.R. 147(E).—The draft of the following rules further to amend the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 which the Central Government proposes to make in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884), is hereby published as required by sub-section (1) of section 18 of the said Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft shall be taken into consideration after thirty (30) days from the date on which the copies of this notification as published in the Official Gazette are made available to the public; Objections or suggestions, if any, to these draft rules may be sent to the Director (Explosives), Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Room No. 252 ‘A’, Udyog Bhawan, New Delhi – 110001 or Email: expl-dipp@nic.in; within the period specified above; The objections or suggestions which may be received from any person with respect to the said draft rules, within the period so specified will be considered by the Central Government. Draft rules 1. Short title and commencement.—(1) These rules may be called the Static and Mobile Pressure Vessels (Unfired) (Amendment) Rules, 2026. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 (hereinafter referred to as said rules), in rule 21, after sub rule (15), the following shall be inserted namely:-6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] “(16) ISO Tank Container can be used for, above ground storage compressed gas, if properly anchored to the foundation. The structural integrity after anchoring to the foundation shall be certified by reputed structural engineer.” 3. In the said rules, in Rule 22 in sub rule (3), after the words, “vessels in one group shall not exceed six”, the words, “, however, the number of mounded storage vessels in one group can be nine.” shall be inserted. 4. In the said rules, rule 47 shall be omitted. 5. In the said rules in rule 50, (a) in clause (i)(c), the words, “permission to transport compressed gas in ISO Tank Container within the Indian territory or to” shall be deleted. (b) clause (vi) shall be deleted. 6. In the said rules, in rule 51, (a) after the words, “Period for which licences”, the words, ”or permission” shall be inserted. (b) after sub rule (3), the following shall be inserted namely:- “(4) A permission in Form-LS-2B for the transport or import and transport of the compressed gas in ISO tank container shall be granted or renewed subject to a maximum ten years from the date of grant of such permission.” 7. In the said rules, in form AS-4, (a) for the title, “APPLICATION FOR THE GRANT OF PERMISSION TO TRANSPORT COMPRESSED GAS IN ISO TANK CONTAINERS WITHIN INDIAN TERRITORY" , the title, “APPLICATION FOR THE GRANT OF PERMISSION TO IMPORT AND / OR TRANSPORT COMPRESSED GAS IN ISO TANK CONTAINERS” shall be substituted.” (b) in clause (vi) under title "Application shall accompany two sets of following documents", the words and figures "Rs. 5000/-]" shall be deleted. 8. In the said rules in form LS-2, in condition 16, (a) in sub clause (a) the words, “and No Objection Certificate issued under Rule 47 of these rules from the concerned Authority shall be submitted along with documents for grant of license” shall be deleted. (b) in sub clause (b) the following shall be substituted namely:- “(b) LNG shall be dispensed only in the fuel tank of the non transport vehicles which can never approach the LNG dispensing station licensed in Form LS-1C of these Rules or petroleum dispensing station licensed in Form XIV of the Petroleum Rules and as specified by the Central Motor Vehicles Rules, 1989 or into fuel tanks of boat as approved by the Maritime Board or fuel tanks of engines tested by Central Government Testing Laboratories or engine operated by Railways or any other vehicles operated in the premises which are under direct control of the Central or State Government duly approved by the Chief Controller and shall have valid filling permission.” 9. In the said rules, form LS-2A shall be omitted. 10. Sir, Please refer to your letter No____________________ Dated __________________ on the above subject. Permission is hereby accorded for import of ISO Tank Container filled with or intended to be filled with_________________ gas and transport from ____________to your factory premises located at___________________ (and return of empty or filled ISO Tank Container) as per the details furnished below: 1. Bulk Storage Licence No. : The permission is valid till _______ The above permission is accorded subject to the following conditions, namely:- a) Safety precautions and relevant provisions of the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 should be strictly complied with during transportation of the ISO Tank Container(s). b) The exhaust of the vehicle shall be fitted with a spark Arrestor of a make approved by the Chief Controller of Explosives if applicable. c) The mounting or demounting of the container shall be carried out under the direct supervision of a responsible officer of your Organisation and a Safety Certificate under Rule 43 issued under Static and Mobile Pressure Vessels (Unfired) Rules, 2016 by a competent person or Third Party Inspection Agency duly recognized by the Chief Controller of Explosives. d) Necessary permission or clearance or licences shall be obtained from Port or Transport and any other authority concerned. e) The gross weight of the tank shall not exceed the Registered Laden Weight of the vehicle. f) Product shall be loaded or unloaded only in the premises licensed in FORM-LS-1A of the Static and Mobile Pressure Vessels (Unfired) Rules 2016. g) ISO Tank Container shall be used for transportation of compressed gas for which permission is granted h) ISO Tank Container shall bear Markings as per the requirements of ISO 6348.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] i) Periodic inspection of ISO Tank Container shall be carried out as specified in International Maritime Dangerous Goods. j) Repair of ISO Tank Container shall be carried out by Original Equipment Manufacturer or agencies recommended by Original Equipment Manufacturers and approved by Petroleum and Explosives Safety Organisation. k) The permission letter shall be kept at all times in the permitted vehicle and produced on demand by an officer specified in rule 70. l) Only responsible persons who are conversant with the conditions of this permission shall be employed for driving the Permitted vehicle or attending to it. m) The vehicle carrying ISO Tank container shall be constantly attended to by a responsible person and by at least two persons while it is transporting compressed gas: Provided that the vehicle carrying ISO Tank container may, if empty, be kept unattended in a place approved for the purpose, in writing, by the Chief Controller or Controller. n) The vehicle carrying ISO Tank container shall at all times carry – (a) at least two portable fire extinguishers of capacity not less than 9 litres and suitable for extinguishing chemical fires; (b) a strong flexible cable for electrical bonding in case of vehicle used for transportation of flammable compressed gas; the cable shall be at least 5 metres long and shall have at each end a suitable clamp or clip. o) The compressed gas shall not be loaded or unloaded in/from ISO Tank Container except in a place which is approved within the premises licensed for the purpose under the rules by the Chief Controller or Controller or when the fitments including vessel becomes leaky, defective or otherwise insecure. Provided that the permitted ISO Tank Container may be unloaded at any other place with all the precautions and under adequate supervision if such unloading is necessitated by an accident or break down. p) No ISO Tank Container shall discharge any compressed gas directly into any process vessel. q) The permitted ISO Tank Container shall not be loaded if any of the fitments including vessel becomes leaky, defective or otherwise insecure. r) Before compressed gas is loaded into or unloaded from the permitted ISO Tank Container – (a) its engine shall be stopped and the battery shall be isolated by a proper switch or otherwise; (b) its wheels shall be secured by brakes or by scotching; (c) its chassis shall be electrically bonded by a cable with the pipe into or from which it is to be loaded or unloaded, in case of vehicle used for transportation of flammable compressed gas; (d) the correct filling or discharge pipe connections are made at both ends; (e) a responsible person shall be in attendance and remain so until loading or unloading is over and the vehicle has been sealed. s) Except when called upon by traffic signals or required by the licensing authority or any other officer entrusted with the job of enforcing the rules, the vehicle carrying ISO Tank container shall not stop on any road, congested area or a place which is not a place situated within the premises licensed under the rules for the loading and unloading of ISO Tank Container vehicle. t) No smoking and no fire or artificial light or any article capable of igniting flammable vapour shall be allowed on the permitted vehicle used for the transportation of any flammable gas. u) The ISO Tank Container vehicle shall not be used for carrying passengers. v) No alteration in the permitted ISO Tank Container or its safety fittings shall be carried out without previous sanction in writing of the licensing authority. Such alteration so sanctioned shall be endorsed on the licence by an amendment.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9 w) Any accident, fire, explosion or untoward incident occurred within the permitted ISO Tank Container vehicle shall be immediately reported to the Chief Controller, Controller, nearest police station and District Magistrate by quickest mode of communication. Note:- 1. The above permission may be reviewed, amended and withdrawn at any time, if considered necessary in the interest of safety and contravention of conditions." [F.
