प्रयोजनों के जलए पंजीकृत हुअ हो और वह िुल्क प्लाजा से बीस दकलोमीटर तक की दरू ी में ही रहता/रहती हो, ईसके जलए वषग 2023-24 के जलए माजसक पास की दर 330.000/-रूपए (तीन सौ तीस रूपए मात्र) होगी और ईि जनयमों के ईपबंधों के ऄनुसार ईसमें प्रत्येक वषग संिोधन दकया जायेगा। 5. राजमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागत्ः4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] सारणी-5 ऄनमु त्य एकतराा यात्राओं की दये राजि ऄजधकतम संख्या वद्यै ता ऄवजध एकतराा यात्रा के जलए िुल्क का डेढ़ गुना दो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क की भुगतान की तारीख से एक मास राजि का दो-जतहाइ पचास 6. जजस जजले में िुल्क प्लाजा पड़ता ह ैईस जजले में पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह ेवाहनों को छोड़कर) के जलए िुल्क ईस श्रेणी के वाहन के जलए जवजनर्ददष्ट िुल्क का 50% होगा बिते दक ऐसे वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस रोड ऄथवा वैकजल्पक सड़क ईपलब्ध न हो । 7. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लद े हुए वाहन को राष्ट्रीय राजमागग में प्रवेि कराने के जलए िुल्क संग्रहण एजेंसी को जनयम 10 के ईप जनयम 1 ए में जवजनर्ददष्ट के ऄनुसार िुल्क का भुगतान करना होगा और ईसे राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक दक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा नहीं ददया जाए। 8. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्तवस रोड, वैकजल्पक सड़क अदद सजहत सभी पररभाषाएं ईि जनयमों में जवजनर्ददष्ट पररभाषाओं के ऄनुसार होंगी । 9. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागओं की जानकारी के जलए िुल्क की दरों को प्रदर्तित दकया जाएगा । 10. उपर सारणी-1 में यथा-ईजल्लजखत, अधार वषग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की अधार दर के अधार पर, यांजत्रक वाहनों से जलए जाने वाले वास्ट्तजवक िुल्क और कटौजतयों की गणना प्राजधकरण द्वारा खंडों की पूरी कर ली गइ पररयोजना राजमागों की लम्बाइ के अधार पर की जाएगी और तदनुसार ईसमें ईि जनयमों के जनयम 5 के ऄनुसार वार्तषक तौर पर संिोधन दकया जाएगा तथा ऄंग्रेजी और स्ट्थानीय भाषा के कम-से-कम एक-एक समाचार पत्र में प्रकाजित दकया जाएगा। 11. पररयोजना की ऄनुमाजनत पूंजीगत लागत 1558.626 करोड़ रुपए ह।ै पूंजी लागत में पररवतगन हो सकता है क् योंदक भूजम ऄजगन, जन-ईपयोजगता सेवाओं का स्ट् थान बदलने, पेड़ों की कटाइ अदद जैसे दक्रयाकलाप ऄभी पूरे दकए जाने ह।ैं प्राजधकरण द्वारा वसूल दकए गए प्रयोिा िुल्क के जररए पूंजीगत लागत की वसूली का ररकॉडग रखा 39(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 3140 (E) dated 08th July 2022, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from km 1/6 to km 276.8 of Indore – Betul Section of New NH-47 (NH-59A) in the state of Madhya Pradesh to the National Highways Authority of India (hereinafter referred to as the "Authority"); Now, therefore, in exercise of the powers conferred by section 7 of the National Highway Act, 1956 (48 of 1956), read with rule 3 of the National Highway Fee (Determination of Rates and Collection) Rule, 2008 (herein referred to as the ―rules‖), and in supersession to Notification published vide S.O. 4214(E), dated 11th October 2021, the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for net road section length of 38.7436 km and for equivalent structure length (having length more than 60m) of 3.666 km (having length of 0.3666 km) for the use of four or more lane section and at 60% of the base rate for the use of two lanes with paved shoulder section for net road length of 50.790 Km and equivalent structure length (having length more than 60m) of 2.100 km (having length of 0.210 km) and one and half times the base rates for four lane bypasses having length of 31.5378 km (costing rupees ten crore or more) on the type of vehicle specified in column (1) of the Table 1 below of Harda – Betul section from design kilometer -0.400 to 121.248 of National The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance to twenty kilometers from the fee plaza is Rs. 330.00 (Rupees Three Hundred Thirty Only) for the year 2023-24 and is subject to revision every year as per the provision of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 10. Based on the base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is 1558.626 Cr. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
