L.-33004/99 सी.जी.-डी.एल.-अ.-20012024-251534 CG-DxLx-xEG-I2D0H0x1x2x0 24-251534 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 290] नई दिल्ली, िुक्रवार, िनवरी 19, 2024/पौष 29, 1945 No. 290] NEW DELHI, FRIDAY, JANUARY 19, 2024/PAUSHA 29, 1945 सड़क पररवहन और रािमाग गमत्रं ालय अजधसचू ना नई दिल्ली, 19 िनवरी, 2024 का.आ. 299(अ).—िबदक केन्‍दर सरकार न े राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना सं. का. आ. 2533 (अ), दिनांक 17 जसतंबर, 2015 के द्वारा पंिाब में नई राष्ट्रीय रािमागग सं. 148बी को पंिाब सरकार को सुपुिग दकया गया ह।ै अत: अब, राष्‍टर ीय रािमागग फीस (िरों का जनधागरण और संग्रहण) जनयमावली, 2008 के जनयम 3 के साथ परित (िो इसके आग े ‘‘जनयम’’ के रूप म ें उजल् लजखत ह)ै राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित् त िज‍त यों का प्रयोग करते हुए, केन्‍दर ीय सरकार, एतिद्वारा पंिाब में राष्ट्रीय रािमाग ग सं. 148बी के जडिाइन दकमी 236.600 से दकमी 239.480 (मौिूिा दकमी 236.600 से दकमी 239.400 तक) और दकमी 244.540 स े दकमी 287.548 (मौिूिा दकमी 244.750 से दकमी 287.710 तक) के मूनक-िखाल-बुढलाडा-जभजख खंड के उपयोग के जलए नीचे िी गई ताजलका 1 के कॉलम (1) म ें जवजनर्िष्‍टग ट वाहनों के प्रकार पर चार लने खडं के 8.868 दकमी लंबाई की जनवल सड़क खंड और 0.70 दकमी (0.070 दकमी की लंबाई वाली) की समतुल् य संरचना लंबाई (60 मीटर से अजधक की लंबाई वाली) और पेव् ड िोल्ड र के साथ िो लेन खडं के 36.530 दकमी लंबाई की जनवल सड़क खंड और 4.90 दकमी (0.490 दकमी की लंबाई वाली) की समतुल् य संरचना लंबाई (60 मीटर से अजधक की लंबाई वाली) के उपयोग के जलए आधार िर का साि प्रजतित पर ताजलका 1 के कॉलम (2) म ें जवजनर्िगष्‍ट ट िर से फीस उिगृहीत करती है तथा भारतीय राष्‍टर ीय रािमाग ग प्राजधकरण को उसके अजधकाररयों अथवा दकसी िेकेिार के माध् यम से उ‍त फीस के संग्रहण के जलए प्राजधकृत करती ह,ै अथागत:् - 466 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-1 वाहन का प्रकार आधार वष ग2007-08 के जलए प्रजत दकमी आधार फीस िर (रु. म)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणज‍ यक वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धुरी वाजणज‍ यक वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अथग मूववंग उपस्ट् कर (ईएमई) या बहु धुरीय वाहन 3.45 (एमएवी) (चार से छ: धुरी) जविाल आकार के वाहन (सात या अजधक धुरी) 4.20 1. इसके अंतगगत उद्गृहीत और संगृहीत फीस ऐसे पथकर प्ल ािाओं के अतं गतग जवजनर्िगष्‍ट ट जनवल सड़क लंबाई हते ु जनम्न जलजखत पथकर प् लािाओं में िेय और संिेय होगी:- ताजलका-2 पथकर प्ल ािा (चनै िे ) की लबं ाई (दकमी) जिसके जलए फीस सिं ेय है िर, जिस पर फीस सिं ेय ह ै। अवजस्ट्थ जत पंिाब के संगरूर जिले में चोरटया ं 36.530 पेव् ड िोल् डसग के साथ िो लेन के जलए ऊपर गांव के पास रारा- 148बी के [490.0 मीटर लंबाई की संरचनाओं को छोड़कर] ताजलका-1 में उजल् लजखत आधार िरों का 60% दकमी 247.558 पर 8.868 चार या अजधक लेन के जलए ऊपर ताजलका-1 में [70 मीटर लंबाई की संरचना को छोड़कर] उजल् लजखत आधार िरों का 100% 2. उपयुग‍ त के अजतरर‍त , जनम्न जलजखत टोल प्ल ािा (प्ल ािाओं) पर 60 मीटर स े अजधक लबं ाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गुणक द्वारा ऐसी अवसंरचनाओं की लंबाई को गणु ा करके रािमागग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत फीस भी िेय और संिेय होगी:- ताजलका-3 पथकर प्ल ािा की अवजस्ट्थ जत स मतल्ु य सड़क लबं ाई म ेंपररवर्ततग दकए समतल्ु य सड़क लबं ाई (दकमी िर, जिस पर फीस सिं ेय ह ै (चनै िे ) िान े के जलए सरं चनाओं*की लबं ाई म)ें (दकमी म)ें पेव् ड िोल् डसग के साथ िो लेन के जलए ऊपर पंिाब के संगरूर जिले में 0.490 4.90 ताजलका-1 में उजल् लजखत आधार िरों का चोरटयां गांव के पास रारा- 60% 148बी के दकमी 247.558 चार या अजधक लेन के जलए ऊपर ताजलका-1 पर 0.07 0.7 में उजल् लजखत आधार िरों का 100% ब् यौरा जनम्न ानुसार ह:ै- क्र. स.ं चनै िे सरं चना का प्रकार लबं ाई (दकमी) दकमी स े दकमी तक दकमी 257.283 पर 2-लेन फ्लाईओवर 1 257.073 257.493 0.420 (बरेटा िहर, तहसील बुढलाडा, जिला मानसा, पंिाब) दकमी 271.645 पर 4-लेन फ्लाईओवर 2 271.610 271.680 0.070 (गुरु नानक कॉलेि, बुढलाडा िहर, तहसील बुढलाडा, जिला मानसा, पंिाब) दकमी 274.245 पर 2-लेन फ्लाईओवर 3 274.210 274.280 0.070 (फुटबॉल चौक, बुढलाडा िहर, तहसील बुढलाडा, जिला मानसा, पंिाब)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 3. गैर-वाजणज‍य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पथकर प्ल ािा से बीस दकमी की िरू ी के भीतर जनवास करने वाले व् यज‍त के जलए माजसक पास की िर वषग 2023-24 के जलए 330.00 रु. (तीन सौ तीस रुपए मात्र) ह ै और उ‍त जनयमों के प्रावधानों के अनुसार प्रजतवषग संिोधन के अध् यधीन ह।ै 4. रािमागग खंड पर बहुल यात्राओं के जलए जनम्न जलजखत िरों पर पास िारी दकए िाएंग,े अथागत ् ताजलका-4 भगु तान-योग्य धनराजि अनमु त एकतरफा यात्राओं की अजधकतम वधै ता की अवजध सख्ं य ा एकतरफा यात्रा के जलए फीस का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान-योग् य फीस की पचास भुगतान की तारीख से एक महीना राजि का िो-जतहाई 5. फीस प् लािा जस्ट् थत होने वाले जिले में पंिीकृत वाजणज‍य क वाहनों (राष्‍टर ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐसे वाजणज‍य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्‍ट ट अनुज्ञेय भार से अजधक भार लि े यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व् यज‍त , राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनुप्रयो‍य फीस के समतुल् य िस गुणा फीस का भुगतान करन े के जलए उत् तरिायी होगा और वह रािमाग ग खडं का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता । 7. सभी पररभाषाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रणे ी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि पूवो‍त जनयमों में जवजनर्िगष्‍ट ट पररभाषाओं के अनुरूप होंगी । 8. फीस की िरें उक्त जनयमों के जनयम 12 के अनुसरण म ेंप्रयो‍त ाओं के सूचनाथग प्रिर्िगत करनी होंगी । 9. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुग‍ त ताजलका-1 म ें यथा-उजल्ल जखत आधार वष ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उ‍त जनयमों के जनयम 5 के अनुसार प्रजत वषग संिोजधत दकया िाएगा तथा तिनुसार उसे अंग्रेिी और क्षेत्रीय भाषा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा । 10. पररयोिना की प्रा‍क जलत पूंिीगत लागत 367.17 करोड़ रु. ह।ै पूंिीगत लागत अलग हो सकती ह,ै ‍य ोंदक भूजम अजधग्रहण, उपयोजगता सुजवधाओं के स्ट्थानांतरण, पड़े कटाई आदि काय-ग कलापों को अभी परू ा दकया िाना ह।ै भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा प्रयो‍त ा फीस के माध् यम से वसूल की गई पूंिीगत लागत का ररकॉडग रखा िाएगा। [फा. सं. आरडब् ल् य/ू एनएच-12014/1254/पीबी/2018/िोन-2/162155] सुमन प्रसाि वसंह, संयु‍ त सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 19th January, 2024 S.O. 299(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O 2533 (E) dated 17th September, 2015 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the New National Highway No. 148 B in the State of Punjab to the State Government of Punjab. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the base rate specified in column (2) of the Table 1 for net road section length of 8.868 Km & for equivalent structure length (having length more 60 m) of 0.70 Km (having length of 0.070 Km) for the use of four lane section and at sixty percent of the base rate for net road section length of 36.530 Km & for equivalent structure length (having length more than 60 m) of 4.90 Km (having length of 0.490 Km) for use of two lane with paved shoulders on the type of vehicles specified in column4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (1) of the Table 1 below of Moonak – Jakhal – Budhlada – Bhikhi section from design kilometer 236.600 to kilometer 239.480 (existing Km 236.600 to Km 239.400) & kilometer 244.540 to kilometer 287.548 (existing Km 244.750 to Km 287.710) of National Highway No. 148B in the State of Punjab and authorises the National Highways Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table - 1 Base rate of fee per km for the base year Type of vehicle 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or 3.45 Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1.The fee to be levied and collected hereunder shall be due and payable at the fee Plaza for net road length specified for such fee Plaza(s) namely: Table - 2 Length (in km ) for which fee is Location of fee Plaza (chainage) Rate at which fee is payable payable 36.530 60% for two lane with paved shoulders, of the At km 247.558 of NH 148B near [Excluding 490.0 m length of structures] base rates mentioned in Table 1 above village Chottian in Sangrur 8.868 100% for four or more lane, of the base rates district of Punjab [Excluding 70 m length of structure] mentioned in Table 1 above 2. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee as below for entering the overloaded vehicle on the National Highway to the fee collecting agency equal to the fee specified in sub rule 1-A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10.The estimated capital cost of the project is Rs. 367.17 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
