L.-33004/99 सी.जी.-डी.एल.-अ.-20032025-261713 CG-DxLx-xEG-I2D0H0x3x2x0 25-261713 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 1230] नई दिल्ली, मंगलवार, माचच 18, 2025/फाल्ग नु 27, 1946 No. 1230] NEW DELHI, TUESDAY, MARCH 18, 2025/PHALGUNA 27, 1946 सड़क परिवहन औि िाजमार् गमत्रं ालय अजधसचू ना नई दिल्ली, 18 माच,च 2025 का.आ. 1243(अ).— यतः, भारत सरकार के सड़क पररवहन और रािमागच मंत्रालय की अजधसूचना संख्या का.आ. 5415 (अ), दिनांक 27 दिसंबर 2021 द्वारा, हररयाणा और रािस्ट्थान राज्यों में राष्ट्रीय रािमागच संख्या 11 के जडिाइन दकलोमीटर 0.00 से दकलोमीटर 44.50 (मौिूिा दकलोमीटर 11.78 से दकलोमीटर 56.90) तक रेवाड़ी से नारनौल खंड और राष्ट्रीय रािमागच संख्या 11 के जडिाइन दकलोमीटर 0.00 स े दकलोमीटर 14.40 (मौिूिा दकलोमीटर 0.00 से दकलोमीटर 14.40) तक रेवाड़ी बाईपास के उपयोग के जलए भारतीय राष्ट्रीय रािमाग च प्राजधकरण (जिसे इसके पश्चात ् ‘प्राजधकरण’ कहा िाए) को अपने अजधकाररयों अथवा संजविाकार के माध्यम से संग्रहीत करने के जलए प्राजधकृत दकया है, और िबदक, प्राजधकरण ने हाइजिड वार्षचकी मोड पर हररयाणा राज्य में आरओबी के िीएडी में संिोधन के साथ- साथ कायचक्षेत्र में पररवतचन के तहत जवजभन्न संरचनाओं का काय चिुरू दकया ह।ै अब, राष्ट्रीय रािमाग च िल्ु क (िर अवधारण एव ं संग्रहण) जनयम 2008, के जनयम 3 के साथ परित राष्ट्रीय रािमाग च अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजियों का प्रयोग करत े हुए, केंद्र सरकार, सड़क पररवहन और रािमागच मंत्रालय, भारत सरकार की अजधसूचना का.आ. 5415 (अ), दिनांक 27 दिसंबर 2021 (जिसे इसके पश्चात् ‘उि अजधसूचना’ कहा िाए) में एतद्द्वारा जनम्नजलजखत संिोधन करती है, जिसे भारत के रािपत्र, असाधारण, भाग II, खडं 3, उप-खंड (ii) म ेंप्रकाजित दकया गया था, जनम्न ानुसार :- (i) उि अजधसूचना के परै ा 2 में, वाकयांि "चार या अजधक लेन वाल े खंड के उपयोग के जलए 33.968 दकमी सड़क खंड की जनवल लंबाई तथा 8.56 दकमी (0.856 दकमी लंबाई वाली) समतल्ु य संरचना लंबाई (60 मीटर स े अजधक लंबाई 1802 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] वाली) और िस करोड़ रुपये या उससे अजधक लागत वाल े 24.068 दकमी की लंबाई वाले बाईपास के जलए आधार िर का डेढ़ गुना िर पर" को जनम्नजलजखत वाकयांिों से प्रजतस्ट्थाजपत दकया िाएगा:- "चार या अजधक लेन वाले खडं के उपयोग के जलए 36.573 दकमी [ताजलका-2] सड़क खंड की जनवल लंबाई तथा 12.88 दकमी (1.288 दकमी [ताजलका-4] दकमी लंबाई वाली) समतुल्य संरचना लंबाई (60 मीटर से अजधक लंबाई वाली) और िस करोड़ रुपय े या उससे अजधक लागत वाल े 21.039 दकमी [ताजलका-3] की लंबाई वाले बाईपास के जलए आधार िर का डेढ़ गुना िर पर" (ii) उि अजधसूचना म ें क्रम संख्या 1 के अतं गतच जनर्िचष्ट ताजलका-2 के स्ट्थान पर जनम्नजलजखत ताजलका प्रजतस्ट्थाजपत की िाएगी:- सारणी -2 िल्ु क प्ल ािा का अवस्ट्थ ान (चने िे ) लबं ाई (दकमी म)ें जिसके जलए िल्ु क िर जिस पर िल्ु क सिं ेय ह ै सिं ेय ह ै रािस्ट्थान के अलवर जिल े म ें 36.573 उपरोि ताजलका-1 म ेंउजल्लजखत कािूवास गांव के पास जडिाइन [बाईपास की लंबाई (लागत 10 करोड़ आधार िरों के चार या अजधक लेन के दकमी 22.100 (एनएच-11 का से अजधक) और संरचनाओं की लंबाई जलए 100% मौिूिा दकमी 35.100) पर (60 मीटर से अजधक) को छोड़कर] (iii) उि अजधसूचना म ें क्रम संख्या 2 के अंतगचत जनर्िष्टच ताजलका-3 के स्ट्थान पर जनम्नजलजखत ताजलका प्रजतस्ट्थाजपत की िाएगी:- सारणी -3 िल्ु क प्लाज़ा बाईपास का पर आरंभ होत े पर जमलत ेहुए बाइपास की लबं ाई और लागत िर, जिस पर का अवस्ट्थान नाम हुए जिसके जलए अजतररि िल्ु क िल्ु क सिं ेय ह ै (चने िे ) सिं ेय ह ै लबं ाई लागत (दक.मी.म)ें (रुपए करोड़ म)ें रािस्ट्थान के रेवाड़ी दकमी 0.000 दकमी 13.489 429.22 चार या उससे अलवर जिल ेमें बाईपास 14.400 अजधक लेन के कािूवास गांव के जलए उपरोि पास जडिाइन अटेली दकमी 30.45 दकमी 38.00 7.550 176.18 ताजलका-1 में दकमी 22.100 बाईपास उजल्लजखत (एनएच-11 का आधार िरों मौिूिा दकमी का 150% 35.100) पर कुल 21.039 605.40 (iv) उि अजधसूचना म,ें क्रम संख्या 3 के अंतगतच जवजनर्िचष्ट उप-सारणी सजहत ताजलका-4 के स्ट्थान पर जनम्नजलजखत प्रजतस्ट्थाजपत दकया िाएगा:- सारणी -4 िल्ु क प्लाज़ा का अवस्ट्थान सरं चनाओं की लबं ाई^ समतल्ु य सड़क की िर जिस पर िल्ु क िेय ह ै (चने िे ) (दकमी म)ें जिस े लबं ाई (दकमी म)ें सड़क की समतल्ु य लबं ाई म ें पररवर्ततच दकया िाएगा रािस्ट्थान के अलवर जिल ेमें उपरोि ताजलका-1 में कािूवास गांव के पास जडिाइन 1.288^ 12.88 उजल्लजखत आधार िरों के दकमी 22.100 (एनएच-11 का चार या अजधक लेन के मौिूिा दकमी 35.100) पर जलए 100%[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 ^जववरण जनम्नानुसार ह:ैं- क्र.स.ं संिचना का प्रकाि चैनेज संिचना की लम्‍बाई ककमी म ें समतुल्य सड़क ककमी स े ककमी तक की लंबाई ककमी म ें (क) (ख) (र्) (घ) (ड.) And whereas the Authority has taken up the work of various structures under Change of Scope as well as due to revision in GADs of ROB in the state of Haryana on Hybrid Annuity Mode. Now, in exercise of the powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules 2008, the Central Government hereby makes following amendment in the Notification of the Government of India in the Ministry of Road Transport4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] and Highways S.O. 5415(E) dated 27th December 2021 (hereinafter referred to as “said notification”), published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), namely:- (i) In paragraph 2 of the said notification, the phrases “for net road section length of 33.968 km for the use of four and more lane section and for equivalent structure length (having length more than 60m) of 8.56 km (having length of 0.856 km) and at one and one half times the base rate for bypasses having length of 24.068 km costing rupees ten crore or more” shall be substituted with the following phrases:- “for net road section length of 36.573 km [Table-2] and for equivalent structure length (having length more than 60m) of 12.88 Km (having length of 1.288 km[Table-4]) and at one and one half times the base rate for bypasses having length of 21.039 Km [Table-3] costing rupees ten crore or more for use of four or more lane section” (ii) In the said notification, for Table-2 specified under Serial No. 1, the following Table shall be substituted:- Table 2 Location of Fee Plaza Length (in Km) for (chainage) which Fee is payable Rate at which fee is payable At Design Km 22.100 (Existing 36.573 100% for four or more lane of the km 35.100 of NH- 11) near (Excluding length of Bypass (costing >10 base rates mentioned in Table-1 Kathuwas village in Alwar district Cr.) and length of structures(>60m) above of Rajasthan (iii) In the said notification, for Table-3 specified under Serial No. 2, the following Table shall be substituted:- Table 3 Length and Cost of bypass for which additional fee is payable Location of Fee Name of Rate at which fee Taking Off Merging at Plaza (chainage) the Bypass Cost (in Rs is payable Length (in Km.) The estimated capital cost of the project is Rupees 3829.57 crore. The capital cost is subjected to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
