L.-33004/99 सी.जी.-डी.एल.-अ.-04022026-269821 CG-DxLx-xEG-I0D4H0x2x2x0 26-269821 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 98] नई दिल्ली, बुधवार, फरवरी 4, 2026/माघ 15, 1947 26/पौष 17, 1947 No. 98] NEW DELHI, WEDNESDAY, FEBRUARY 4, 2026/MAGHA 15, 1947 /PAUSHA 17, 1947 वाजणज्य और उद्योग मत्रं ालय (उद्योग सवं धनध और आतं ररक व्य ापार जवभाग) अजधसचू ना नई दिल्ली, 3 फरवरी, 2026 सा.का.जन.103(अ).— जवस्ट् फोटक अजधजनयम,1884 (1884 का 4) की धारा 5 तथा7 द्वारा प्रित्त िजियों का प्रयोग करते हुए गैस जसलडें र जनयम, 2016 म ेंसंिोधन करन ेहते ु केन्द्र सरकार द्वारा प्रस्ट्ताजवत जनम्न जलजखत जनयमों के प्रारूप, उक्त अजधजनयम की धारा 18 की उप-धारा (1) के प्रावधानों के अनुसार, एतिद्वारा उन सभी व्यजियों की सूचना के जलए प्रकाजित दकया िाता ह ैजिनके इन जनयमों से प्रभाजवत होने की संभावना ह ै और यह नोरटस दिया िाता ह ै दक उक्त प्रारूप पर, उस तारीख से जिसको इस अजधसूचनावाले रािपत्र की प्रजतयां िनता को उपलब् ध करा िी िाती ह,ैं तीस (30) दिनों के पश् चात जवचार दकया िाएगा। इन प्रारूप जनयमों के बारे म,ें यदि कोईआपजत्तयां या सुझाव हों तो, जनिेिक(जवस्ट् फोटक), उद्योग संवधधन और आंतररक व् यापार जवभाग, वाजणज् य और उद्योग मंत्रालय, कमरा नं. 252ए, उद्योग भवन, नई दिल् ली– 110011 को या ईमेल expl-dipp@nic.in द्वारा ऊपर उजल्लजखत अवजध के भीतर भेिे िा सकते ह।ैं उक्त प्रारूप जनयमोंके बारे में, उपयुधक् त जवजनर्िधष् ट अवजध के भीतरदकसी व् यजि से प्राप् त आपजत्तयों या सुझावों पर केन्द्र सरकार द्वारा जवचार दकया िाएगा। 749 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रारूप जनयम 1. सजं िप्त नाम और प्रारंभ.-(1) इन जनयमों का संजिप्त नाम गैस जसलेंडर (संिोधन) जनयम, 2026 ह।ै (2) य ेरािपत्र में इनके अंजतम रूप से प्रकािन की तारीख से प्रवृत्त होंगे। 2. गैस जसलेंडर जनयम, 2016 (जिसे आग े “उि जनयम” कहा गया ह)ै के जनयम 3 के उप-जनयम (5) म,ें “भारतीय पत्तनसे होकर” िब्िों के बाि और “ऐसी गैस को भरा िा सकता ह”ै िब्िों स े पहल,े “या रिा मंत्रालय के प्रजतष्ठानो, अंतररि जवभाग तथा उनके सावधिजनक िेत्र के उपक्रमों द्वारा अपने स्ट्वय ंके उपयोग के जलए आयात दकए गए जसलेंडर एवं वाल्व,” िब्ि अतं ःस्ट्थाजपत दकए िाएंगे। 3. उि जनयमों के जनयम 32 म,ें उप-जनयम (1) के बाि, जनम्नजलजखत परन्द्तुक िाजमल दकया िाएगा, अथाधत्—“बित े दक (क) जबना वाल्व वाले खाली जसलेंडरों के जलए तथा (ख) मुख्य जनयंत्रक द्वारा अनुमोदित जवििे ी जवजनमाधण संयंत्रों से आयात दकए गए और प्रपत्र-घ में वैध आयात लाइसेंस रखन ेवाले वाल्व एवं एलपीिी रेगुलटे रों के जलए लैंडडगं की अनुमजत की आवश्यकता नहीं होगी।” 4. उि जनयमों के जनयम 48 म,ें उप-जनयम (3) के खडं (ख) म,ें “तरलीकृत पेरोजलयम गैस” िब्िों के बाि और “जसलडें रों में” िब्िों से पहल,े “या अन्द्य ज्वलनिील गैसें” िब्ि अतं ःस्ट्थाजपत दकए िाएंगे। [फा.सं. पी-13018/8/2025-जवस्ट्फोटक-भाग (1)] िय प्रकाि जिवहरे, संयिु सजचव रटप्प णः मलू जनयम भारत के रािपत्र, असाधारण, भाग-II, खडं 3, उप-खंड (i) म ेंअजधसूचना संख्या1081 (अ), तारीख 22 नवंबर, 2016 द्वारा प्रकाजित दकए गए थे और अजधसूचना संख्या सा.का.जन.189 (अ) तारीख 27 फरवरी, 2018, सा.का.जन. 231 (अ) तारीख 15 माच,ध 2018, सा.का.जन. 44 (अ) तारीख 23 िनवरी, 2019, सा.का.जन. 44(अ) तारीख 20 िनवरी, 2022, सा.का.जन. 225 (अ) तारीख 11 अप्रैल, 2025,सा.का.जन. 386(अ) तारीख 16 िून, 2025, सा.का.जन. 501(अ) तारीख 28 िलु ाई, 2025 औरसा.का.जन. 839(अ) तारीख 12 नवंबर, 2025 द्वारा इनमें पश्चात्वती संिोधन दकया गया। MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) NOTIFICATION New Delhi, the 3rd February, 2026 G.S.R.103(E).—The draft of the following rules to amend the Gas Cylinders Rules, 2016 which the Central Government proposes to make, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884), is hereby published as required by sub-section (1) of section 18 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft shall be taken into consideration after Thirty (30) days from the date on which the copies of this notification as published in the Official Gazette are made available to the public; Objections or suggestions, if any, to these draft rules may be sent to the Director (Explosives), Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Room No. 252-A, Udyog Bhavan, New Delhi – 110001 or Email: expl-dipp@nic.in; within the period specified above. The objections or suggestions which may be received from any person with respect to the said draft rules, within the period so specified will be considered by the Central Government.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 Draft rules 1. Short title and commencement.—(1) These rules may be called the Gas Cylinders (Amendment) Rules, 2026. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Gas Cylinders Rules, 2016 (hereinafter referred to as said rules), in the sub-rule 5 of rule 3, after the words, “touching Indian port” and before the words, “could be filled with such gas”, the words, “or cylinders and valves imported by establishments of Ministry of Defense, Department of Space and their Public Sector Undertakings for their own use,” shall be inserted. 3. In rule 32 of the said rules, after sub-rule 1, the following proviso shall be inserted, namely: -“Provided that such landing permission shall not be required for (a) empty cylinders without valves (b) Valves and LPG regulators, imported from the foreign manufacturing plants approved by the Chief Controller and having valid import licence in Form-D.”, . 4. In rule 48 of the said rules, in clause (b) of sub-rule 3, after the words, “Liquified Petroleum Gas” and before the words, “in cylinders, the words, “or other flammable gases”, shall be inserted.
