1,77,500/- रुपए) में रािभााा अजधकारी के रूप[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 में पि के पुन:पिनाजमत और उन्नयन पि से पूव ड इन (iii) ऊपर क्म सं. (i) और भतती जनयमों की अजधसूचना की तारीख पर जनयजमत (ii) में सूचीबद्ध जवभागों आधार पर वेतन मैट्ररक् स में स्ट् तर-8 (47600- को छो़े कर दकसी जवभाग 151100/- रुपए) म ें भारतीय रेल के रािभााा के उच् चतर प्रिासजनक जवभाग के रािभााा अजधकारी के पि के जवद्यमान ेडे /वट्ररष्‍टठ प्रिासजनक पिधारक द्वारा की गई जनयजमत सेवा को वट्ररष्‍टठ रािभााा अजधकारी के पि पर प्रोन् नजत के जलए ेेड स्ट् तर के अजधकारी – सिस्ट् य अ कड सेवा के रूप म ें जगना िाएगा। वेतन मैट्ररक् स म ें स्ट् तर-10 (56,100-1,77,500/- रुपए) म ें रािभााा ट्रटप्प ण: यदि कार्मडक जवभाग के उच् चतर अजधकारी के पि पर उनके उन्नयन ोने पर, वट्ररष्‍टठ प्रिासजनक ेडे /वट्ररष्‍टठ प्रिासजनक ेेड स्ट्त र रािभााा अजधकारी के पि पर प्रोन् नजत के जलए इन के अजधकारी मुख्य रािभााा अजधकारी की पिधाट्ररयों की पात्रता सेवा वेतन मैट्ररक् स के स्ट् तर- भूजमका जनभाते ं तो संबंजधत रेलव े या 10 में रािभााा अजधकारी के ेेड म ें पांच वाड की उत् पािन इकाई के म ाप्रबंधक द्वारा अन् य जनयजमत सेवा या रािभााा अजधकारी, वेतन जवभागाध् यि को नाजमत दकया िाएगा। मैट्ररक् स में स्ट् तर-8 (47600-151100/- रुपए) और रािभााा अजधकारी, वेतन मैट्ररक् स में स्ट् तर-10 इनमें से वट्ररष्‍टठ तम अजधकारी चयन सजमजत (56,100-1,77,500/- रुपए) की श्रेजणयों में आठ के अध् यि की भूजमका जनभाएगा। वाड की संयुक् त जनयजमत सेवा ोगी, िो भी प ले ो। मानक ट्रटप्प ण: ि ााँ से कजनष्‍टठ व् यजक्त यों के संबंध में जिन् ोंन े अपनी अ कड या पात्रता सेवा पूरी कर ली ,ै प्रोन् नजत के जलए जवचार दकया िा र ा ो, व ााँ उनसे ज्य ेष्‍टठ व् यजक्त यों के संबंध में भी जवचार दकया िाएगा परन् त ु य तब िब दक उसके द्वारा की गई सी अ कड या पात्रता सेवा, अपेजित अ कड या पात्रता सेवा के आध े स े अजधक से या िो वा ड से, इनम ें से िो भी कम ो, से कम न ो और उन् ोंन े अपन े से कजनष्‍टठ व् यजक्त यों सज त, जिन् ोंने सी अ कड या पात्रता सेवा प ले ी पूरी कर ली ,ै अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी पट्ररवीिा की अवजध सतलतापूवडक पूरी कर ली ो। पि का नाम पिों की संख् या वगती करण वेतन मैट्ररक् स में स्ट् तर (1) (2) (3) (4) 3. रािभााा अजधकारी 70* (2023) रेल सेवा, समू ‘क’ रािपजत्रत स्ट् तर-10 अनुसजचवीय। (56,100-1,77,500 रुपए)। * कायडभार के आधार पर पट्ररवतडन दकया िा सकता ।ै6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] चयन पि ै सीधी भतती दकए िाने वाल े सीधी भतती दकए िान े वाल े व्य जियों के जलए अपेजित िैजिक एवं अर्वा अचयन पि व् यजियों के जलए आय-ु सीमा अन् य अ तड ाएं। (5) (6) (7) चयन पि पंतीस वाड से अजधक न अजनवाय:ड (केन् द्रीय सरकार द्वारा िारी (I) (i) दकसी मान् यता प्राप् त जवश् वजवद्यालय से ह िं ी में स्ट् नातकोत् तर दकए गए अनुिेिों या आिेिों जडेी के सार् जडेी स्ट्त र पर अें ेिी अजनवायड या वैकजल्पक जवाय या के अनुसार सरकारी सेवक के परीिा का माध् यम ो; या जलए 5 वा ड तक की छूट) (ii) दकसी मान् यता प्राप् त जवजश् वद्यालय से अें ेिी में स्ट् नातकोत् तर ट्रटप्प ण: आय-ु सीमा जनधाडट्ररत जडेी के सार् जडेी स्ट् तर पर ह िं ी अजनवायड या वैकजल्पक जवाय या करन े के जलए जनणाडयक परीिा का माध् यम ो; या तारीख संो लोक सेवा आयोग द्वारा जवञेयाजपत तारीख ोगी। (iii) दकसी मान् यता प्राप् त जवश् वजवद्यालय से ह िं ी या अंेेिी के अलावा दकसी अन् य जवाय म ें ह िं ी माध् यम स े स्ट्न ातकोत् तर जडेी ो और जडेी स्ट्त र पर अंेेिी अजनवायड या वैकजल्पक जवाय के रूप म ें या परीिा का माध् यम ो; अर्वा (iv) दकसी मान् यता प्राप् त जवि् वज वद्यालय से ह िं ी या अंेेिी के अलावा दकसी अन् य जवाय में अंेेिी माध् यम से स्ट्न ातकोत् तर जडेी ो और जडेी स्ट् तर पर ह िं ी अजनवायड या वैकजल्पक जवाय के रूप म ें या परीिा का माध् यम ो; अर्वा (v) दकसी मान् यता प्राप् त जवश् वजवद्यालय से ह िं ी या अें ेिी के अलावा दकसी अन् य जवाय म ें स्ट् नातकोत् तर जडेी स्ट् तर पर ह िं ी एवं अंेेिी अजनवायड या वैकजल्पक जवाय के रूप में ो या िोनों में से एक परीिा का माध् यम ो और िसू रा अजनवायड या वैकजल्पक जवाय ो; (II) (i) केंद्र या राज्य सरकार या स्ट् विासी जनकाय या कानूनी संगठन या पजललक सेक्ट र के उपक्मों या जवश् वजवद्यालयों या मान् यताप्राप् त अनुसंधान या िैजिक संस्ट्र् ानों म ें ह िं ी म ें िल िावली (िल िावली संबंधी कायड) प्रयोग या अनुप्रयोग तर्ा अें ेिी से ह िं ी या जवलोमत: अनुवाि का तीन वाड का अनुभव ो जिसमें तकनीकी एवं वैञेयाजनक साज त् य को वरीयता िी िाएगी; या (ii) केंद्र या राज्य सरकार या स्ट्व िासी जनकाय या कानूनी सगं ठन या पजललक सेक्ट र के उपक्मों या जवश् वजवद्यालयों या मान् यता प्राप् त अनुसंधान या िैजिक संस् र्ानों में ह िं ी और अें ेिी म ें पढाने या ह िं ी या अंेेिी में अनुसंधान का तीन वा ड का अनुभव ो।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 वाछं नीय: संजवधान की आठव अनुसूची में िाजमल ह िं ी के अलावा दकसी अन् य भााा का मान् यता प्राप् त बोड डस ेिसव स्ट् तर पर अध् ययन दकया ो। ट्रटप्प ण 1: यदि उम म् ीिवार अन् यर्ा अ कड ै तो अ तड ा म ें संो लोक सेवा आयोग के जनणडय से छूट िी िा सकती ,ै जिसके जलए जलजखत में कारण ट्ररकॉडड दकए िाएं। ट्रटप्प ण 2: अनुभव संबंधी अ तड ा, संो लोक सेवा आयोग के जववेकानुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के अभ् यर्र्डयों की ििा में जलजखत में ट्ररकाडड दकए िान े वाले कारणों के जलए तब जिजर्ल की िा सकती ै िब चयन के दकसी प्रक्म पर संो लोक सेवा आयोग की य राय ै दक उनके जलए अराजित ट्ररजियों को भरन े के जलए अपेजित अनभु व रखन े वाल े अभ् यर्र्डयों के पयाडप् त संख् या में उपलल ध ोने की संभावना न ।ै क्य ा सीधी भतती के जलए जनधाडट्ररत पट्ररवीिा की अवजध, भतती की पद्धजत आयु एवं िैजिक अ तड ाएं प्रोन् नत भतती सीधी ोगी या प्रोन् नजत द्वारा या प्रजतजनयुजि या जयि कोई ो। व् यजियों की ििा म ें लाग ू ोंगी या आमेलन द्वारा तर्ा जवजभन् न पद्धजतयों द्वारा भरी िान े न । वाली ट्ररजियों की प्रजतितता। (8) (9) (10) लाग ून ोता एक वाड (i) पच त् तर प्रजतित प्रोन् नजत द्वारा; और (ii) पच् चीस प्रजतित सीधी भतती द्वारा। प्रोन् नजत या प्रजतजनयुजि/आमले न द्वारा भतती की यदि जवभागीय प्रोन् नजत सजमजत ो, तो उसकी भतती करन े म ें दकन ििा म,ें वे श्रेजणयां जिनसे प्रोन्न जत या संरचना पट्ररजस्ट्र्जतयों म ें संो लोक सेवा आयोग स े प्रजतजनुजि/आमेलन दकया िाएगा। परामिड दकया िाएगा (11) (12) (13) प्रोन्न जत: वेतन मैट्ररक् स में स्ट् तर-7 (44900- सम ू ‘क’ जवभागीय प्रोन्न जत सजमजत (प्रोन्न जत संो लोक सेवा आयोग से परामि ड 142400 रुपए) में भारतीय रेल के रािभााा पर जवचार करन े के जलए) म ें जनम्न जलजखत दकया िाना जवभाग के वट्ररष्‍टठ अनुवािक, जिन् ोंने ेेड म ें पांच ोंग:े - आवश् यक ।ै वागों की सेवा की ो। (i) संो लोक सेवा आयोग ट्रटप्प ण 1: वते न मैट्ररक् स स्ट् तर-7 (44900- के अध् यि या सिस्ट् य – अध् यि; Short title and commencement.– (1) These rules may be called the Indian Railways Official Language Department (Group ‘A’ posts) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the post specified in column (1) of the Schedule annexed to these rules. 3. Number of post, classification and level in the pay matrix. – The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule. 4. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. – No person, – (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
