के जलए जनम्नजलजखत जनयम बनाती ह,ैं अर्ाडत ् : 1. सजं िप्त नाम और प्रारंभ – (1) इन जनयमों का संजिप् त नाम भारतीय रेल, रेलवे जडग्री कॉलेि (जसकंिराबाि), प्प्रंजसपल, समूह ‘क’ पि भती जनयम, 2024 ह ै। (2) ये रािपत्र म ेंउनके प्रकािन की तारीख को प्रवृत्त होंगे। 2. पि सख्ं या, वगीकरण और वते न मट्रै रक्स म ें स्ट्तर – उि पिों की संख्या, उनका वगीकरण और उनका वेतन मैट्ररक्स म ें स्ट्तर वह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से (4) में जवजनर्िडष्ट ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अहतड ाएं आदि – भती की पद्धजत, आय-ु सीमा, अहतड ाए ं और उसस े संबंजधत अन्य बात ें व े होंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में यर्ा-जवजनर्िडष्ट ह।ैं 4. जनरहतड ा – वह व्यजि – (क) जिसने ऐसे व्यजि, जिसका पजत या पत्नी िीजवत हो, स े जववाह दकया हो या जववाह करन े की संजविा की हो, या 2651 GI/2024 (1)2 THE बिते दक केंद्रीय सरकार इस बात से संतष्टु हो दक ऐसे व्यजि तर्ा जववाह के अन्य पिकार को लाग ूस्ट्वीय जवजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतडन से छूट ि ेसकती ह।ै 5. जिजर्ल करन े की िजि – िहां केंद्रीय सरकार की राय म ें ऐसा करना आवश्यक या समीचीन ह,ै वहां वह उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके, और संघ लोक सेवा आयोग स े परामि ड स े इन जनयमों के दकसी उपबंध को दकसी वगड या प्रवगड के व्यजियों की बाबत, आिेि द्वारा जिजर्ल करने का आिेि िे सकती ह।ै 6. व्यावजृ त्त – इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों और अन्य जपछड़ ेवगों, भूतपूवड सैजनकों और अन्य जविेष प्रवग डके उच्च अनुिेिों या आिेिों के दकया िा 2000/- रु. जििा संस्ट्र्ानों में अनुसार सरकारी सकता ह।ै प्रजत माह का अध्यापन/अनुसंधान कमडचाट्ररयों के जलए जविेष भत्ता में कम से कम कुल पांच वषड तक की छूट। पंद्रह वषड की ट्रटप्पण 2:- आयु सीमा सेवा/अनुभव रखते जनधाडट्ररत करने के हों। जलए जनणाडयक तारीख ट्रटप्पण : अन्यर्ा अहतड ा वह होगी िो संघ लोक प्राप्त उम्मीिवारों के मामले सेवा आयोग द्वारा जवज्ञाजपत हो। में, जलजखत सरकारों/केन् द्र िाजसत द्वारा बोडड के प्रिासनों/सावडिजनक िेत्र के उपक्रमों/मान् यताप्राप्त िो सिस्ट्यों को जवश् वजवद्यालयों या अनुसंधान संस्ट् र्ानों/स्ट्व ायत् त नाजमत दकया जनकायों/साजं वजधक संगठनों के अजधकारी: िाएगा.- (क) (i) मूल संवगड/जवभाग में जनयजमत आधार पर सिस्ट् य प्प्रंजसपल/प्रोफेसर के सििृ पि पर हों; या समूह ‘क’ (ii) िैिजणक स्ट् तर -13क में पिों में जनयजमत आधार जवभागीय पुजष्ट पर जनयुजि के बाि धाट्ररत श्रेणी में िो वषड की सेवा सजमजत (पुजष्ट पर सजहत सहायक प्रोफेसर के पि पर हों; और जवचार करने के जलए) जिसम ें ख) स्ट् तंभ (7) में सीधी भती दकए िाने वाले व् यजियों सजम्मजलत ह:ैं के जलए Delhi, the 22nd April, 2024 G.S.R. 250(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of the Indian Railways Degree College, Secunderabad (Principal) Recruitment Rules, 1982, except as respects of things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Principal, Railway Degree College, Secunderabad under the Ministry of Railways, namely :– 1. Short title and commencement.– (1) These rules may be called the Indian Railways, Railway Degree College (Secunderabad), Principal, Group ‘A’ Post Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.– The number of post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification.– No person, – (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any other person, shall be eligible for appointment to the said post: Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6.
